The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Personality:Luffy is known for her cheerful,innocent, energetic personality and her love of competition and eating. She has remarkable intuition at seeing the good in others in spite of their actions, though her capacity for forgiving her enemies has occasionally been criticized as excessive.Luffy, for the most part, only fights to win or just to have fun, and spares her enemies after defeating them only for them to attack her when his back is turned.Though depsite her innocent dispostion she has been know to have a 180 personality switch when people she care about are in danger or the innocent are mercillesly beaten because of stupid or blind reasons.she becomes a type of monster others only here in stories,Ruethless,blood thirsty and sadistic.She is a very weird little tomboy who hates anything girly which is why many people forget that she is female and often mistake her for a male because of not only her behavior but her clothing.

History:She was taken from her clan at age 2 by scientist who wish to learn about the clan's secret of humanoid and full transformation of animals..Almost 6 mosnt later a large explosion destroyed the lab with almost everyone in it except Luffy.When she returned to the village, everyone was surprised to see her alive and feared her because she gave off an aura of a cold blooded murderer.Her family feared her and so did the villagers, except her brother who try to get her back to the happy child she was before.She was a cold rutheless fighter and many times nearly killed her opponents.When she was 11 she became an genin,but during one of her missions something had happened to made her change her personality and look on life.She became a happy innocent child and people started to warm up to her but never truly befriended her.
RP Sample: Luffy is walking through the forest blissfully unaware that she is being followed.Her arms are full of flowers and started to put them in a pond,they sky begins to darken an thunder as her pursers finally show them selves and attack.they each hit her at once but then realized that they had hit thin air instead.Luffy appeared behind them and kicked them all into the pond;laughing as she did so.The purser pissed off grabbed hold of luffy and was ready to drive their weapons into her body but she grabbed on to there arm and spun them quickly letting them go and sending them flying.She smilled happyily as they dissapeared from site,she picked up the flowers nad began putting them on teh pond again.
