The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

The process of this ritual requires the following of several steps as listed below:
Some form of marking must be made in the person that is being brought into the gang, this marking is of course the hyozan tattoo (a triangle contained within a circle with the Japanese character (kanji) for iceberg inside the triangle)
After the mark has been made the next step is to recite the Hyozan Oath (‘The iceberg travels upstream, choking it off at its source. The river runs dry, dead and forsaken, yet the iceberg endures. The river has made a terrible mistake and the hyozan now rises to destroy it.’ ‘We are free, bound only to each other. My life is yours, yours is mine. Harm one, harm all. The survivors must avenge. Whatever is taken from the Hyozan, the Hyozan recovers tenfold.’ Strike the top of the iceberg and the bottom will surface.’ ‘The sun rises to burn the skies. The iceberg melts but is still as cold and dense to see another winter, ready to brave the sun once more.’ ‘We will torment you. We will scorch your lands, steal your riches, slaughter the men of your army and starve their families. We will destroy your castles, enslave your people and befoul their graves. We will do all this and the only way to avoid this is if we cannot find you.We have found you’)
After completing the reciting of the oath one of the less appealing parts of the ritual takes place, the person entering the gang and the person performing the ritual must consume some of each others flesh. This can be an entire arm or even just a drop of blood, the amount does not influence the outcome in any way.
Now that the flesh has been consumed the ritual is nearly complete, both of the people taking part in the ritual much grasp each others forearm and look each other in the eye and once more recite the final line from the oath, “We have found you”
After these steps have been completed the ritual is done and the subject is bound by the laws of the Hyozan and allowed to call themselves either Oath Brother or Oath Sister to other reckoners under the Hyozan. These laws are as follows:
Members are required to avenge fallen members of the gang as soon as possible for a complete and total reckoning. This means that if an oath brother or sister is killed either in battle or murdered or any other form of death caused by another (meaning self-inflicted death like sickness or suicide does not count) they must kill the killer. The situations in which vengeance is necessary are for most times when a shinobi falls. Although it is possible for some to possibly control others with jutsu and force them to kill them or to cause a sickness and in turn kill the oath taker that triggers the need for vengeance.
Members are not allowed to spill the blood of other members after the ritual is completed. This includes the fact that members cannot hire other members or outside parties to kill off their oath brothers and sisters, if another member is hired to kill a member then both the killer and the person that hired them is subject to punishment but if a member hires an outside party only they are able to be affected by the punishment.
Members are inclined to help other members achieve their own personal goals and in turn other members shall help them on their own quests. This applies only to goals that will not directly place members in danger, so if the goal is to say go and take a jewel from the deepest depths of hell and you are required to sacrifice an ally to get out then the member is no longer required to help and can drop out at any point they choose.
If members violate any of these laws there is a set punishment, these punishments affect every member the same no matter what their rank and chakra level. These punishments are as follows:
Members who have gone a full month without attempting to avenge their fallen oath brother(s) or sister(s) are subject to the most sever punishment that the oath offers. This punishment is that their body will lock down no matter what form they are in, meaning that jutsu or other ways of changing themselves will not help and just trap them in that form in their locked state. In addition to losing the ability to move the person goes through a sensation of extreme pain that would normally be enough to cause death several times over while being blind, deaf and mute. This leaves the person completely immobile and able to easily be killed, this technique cannot be undone and will kill the person affected within a week though that is not the intended purpose, the main purpose of this punishment is to keep the subject in one place while other takers of the oath track them down to take their lives.
People who spill the blood of other members are also subject to the worse possible punishment listed directly above, meaning they will be in pain, immobile, blind, deaf and mute.
People that do not help their oath brothers and sisters in their goals that will not cause them harm are punished but not nearly as bad as if either of the other laws are broken. If this third law is broken then the person’s protection from the oath is no longer in effect for the next fifty posts made by that member, the post count carries from topic to topic but only in topics started after the oath is broken and only RP posts (not random area, shops, creation zones…ect). This means that other members can kill or spill their blood without consequence or fear of the punishment being enacted, however, if the member that has lost their protection of the oath breaks any of the other laws they are still subject to the appropriate punishment (so if a person breaks the oath’s third law they can be harmed by other members but they are still not allowed to harm other members themselves since they are still part of the oath even if not protected by it). After the fifty post “probation” the protection is restored and their status within the gang returns to normal.
This oath cannot be undone and is completely permanent and cannot be undone after it is completed so membership to the Hyozan Reckoner Gang is indeed for life.

This Jutsu is the ritual that will be created IC by the founding members of the Hyozan so both of us would have the knowledge to do it, I was wondering since some sites give free techs like the Akatsuki's bijuu sealing jutsu to members for free if something like that could be worked out after approval and stuff.

How will their body get locked down? Is it because of the tattoo? If so then this is a Fuuinjutsu and not a Ninjutsu. Maybe even a Juuinjutsu.

Well yes it is the tattoo, it is the focal point of all this so I suppose that it is indeed either a fuuinjutsu or a curse seal. Which one it is Ill leave up to you I 'spose

Well, I see it as a fuuinjutsu. It's in your specialty as well, so it makes sense that you have this. Since it serves no offensive or defensive purpose, I say its approved. You may add it into your inventory. You must now make sure that all members you have within this group go through this ritual with you and another fuuinjutsu specialist.
