The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: a 6 foot tall hammer made of steel. The entire weapon is composed of steel and therefore the entire weapons can stand up to a maximum of normal steel before it is possible to break. The hammer side can smash steel and dent titanium and the blade on the back is able to cut through only skin, bone and steel.
Abilities: This weapon has no abilities but it is possible to purchase upgrades for it in the future.
History: Since he was a young lad Takeshi has been raised to pray to the power of Thor so that his days may be blessed with combat. He stayed true to this path his entire life until the thunder god noticed him and took him into his personal favor. So as the favorite of Thor he began having dreams of battle fields soaked in heavy storms with raging thunder and lightning in the sky above, as he continued to have these dreams Takeshi slowly pieced together bits of information that Thor was attempting to indirectly send him so that he would be able to construct his own version of his deity's favored weapon, Mjolnir. It took a long time to get the shape just right but with some secret help from Thor Takeshi was able to complete this grand weapon by his twentieth birthday. Since then he has always taken his weapon partner onto the battle field with him and it has become infamous across the world.

The effects of this power is that only those who are considered worthy are physically able to lift Mjolnir at all. As of now the one considered worthy is Takeshi but anyone who can kill him, and is a worshiper of the thunder god. may claim the weapon. While Mjolnir is unable to be lifted by anyone other than the chosen one that does not make it heavy, it still weighs its normal amount no matter what the situation but it cannot and will not be moved by anyone other than the one worthy.

Name: He Who Commands the Clouds Canon/Custom: Custom Rank: B Element: Raiton / Fuuton / Suiton Type: Ninjutsu Range: Long Range Description: By activating this technique the wielder of Mjolnir can in a sense control the weather to a certain degree. No matter what is going on around them as long as they are holding Mjolnir in their hands they are able to summon a storm to the area. Their control is limited severely at this point, they are NOT able to control the weather itself in the sense that they can make it rain in one area but not in a little patch where its dry. Nor are they able to control the lightning, they can NOT use the lightning as a weapon to strike people at their will so while it can be there if they choose to make the storm that severe they can not control anything past that. One thing they can control is the temperature of the rain, meaning that it can be anywhere from a burning tropical shower to a sheet of freezing rain. The storm lasts for 20 rounds, twice per topic with a ten round cool after it ends.

Basically it will start at 80 degrees, average and nice warm rain, in the time of two rounds the rain can be changed to either the highest or lowest temperature, however you must go back to the middle temp, so going from highest to lowest takes four rounds total.
naturally it would affect fire, Ice is obvious, bc it will melt ice because of the increase. It also has the ability to snow, since 32 degrees is considered freezing in Farenheit. It would also affect sand, turning it to mud. Any jutsu from these elements is treated as one rank lower when its raining, (ice only when its high temperature).

Ok, this. in my opinion, should be A rank until I see more of what Im looking for. Since you are great with charts, please chart the variations of temperature that you can change the rain. It would have to be somewhat of a gradual change.
Ex: Cant go from max temp. to minimum temp. in a single post.
When the storm does arrive, does it affect the enemy in any way? Reduce their ability to use certain jutsu, or hinder them in any way??
Answer these and I will see if it would drop it down to B rank after.

Hmm, I would think the only thing it would affect would be katon so maybe all fire jutsu is treated as one rank lower during the rain? That is unless that would raise the hell out of the price.
No, naturally it would affect fire, but now I must ask, what else does it effect? Ice is obvious, bc it will melt ice because of the increase. That is still ok, however, it will indeed sky rocket the price. It is all up to you on what you want.
Right now your looking at 21,500 ryo. But I still would like you to put in everything that i was saying about the sand and ice. Dont leave anything out please.
