The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: Shizumaru and Kousei are Hidden Blades used to silently and quickly eliminate a target. The mechanism which hosts the blade is held to the forearm with a leather sleeve, attached to the arm through the use of many straps. The mechanism itself made out of an alloy of titanium, aluminum, and iron; making the blade durable, light, and near-indestructable. Occupying much of the forearm, the mechanism and sleeve measure nine inches from the wrist toward the crook of the elbow. The blade is made of an alloy of titanium and aluminium, making the blade both light, and durable; it also has a length of nine inches and is sharp on all sides. To draw the blade, a flick of the wrist is all that's required and likewise to sheath it. The blade must be locked in a position for a minimum time of three seconds before it can be used efficiently (if it hasn't been locked, only scratches will be dealt in terms of damage.) The blade, when used properly, can cleanly cut through human flesh and leather armor.
Abilities: Due to the durability of the mechanism and the blade, it takes 3 hits from an S-ranked attack to incapacitate the weapon; at which point, it may be repaired.
History: Reiko's sensei, Fujikawa Kisuke, held this blade, assassinating multiple individuals with it in the name of Hyouga. In his final minutes, Kisuke wished for Reiko to take it and continuing defending Hyouga. After many weeks of training with the blade, Reiko has learned the interior mechanisms of the weapon, learning how to disassemble and repair it; as well as how to incorporate the blade into his Taijutsu style. After reaching the amount of money necessary to do so, Reiko had Shizumaru taken to a blacksmith and ordered it to be copied down the the last bolt. The new blade, named Kousei (in honor of Kisuke), is strapped to Reiko's left forearm, with SHizumaru on the opposite.

How fast is the reaction time for the blade to come out? Near split second is probably going to be denied based on auto hit purposes. With Gen's scythe, it has an arching motion, giving appropriate time to dodge/block due to its shape. This is a simple flick of the wrist and stab is almost always landable. And yes I know thats the idea of it, but if its not atleast somewhat blockable, it may not be allowed..
For the sake of battles consisting between two player-characters, I'll edit in that the blade must be locked in an armed position for at least three seconds before it can be used efficiently. Is that fair?
Ok, just add the word, 'cleanly' through, and its done. I have only one other question. Say the mechanism is shattered but not the blade. Is the blade able to be weilded after the break? Or would your hand be holding and digging into the edge of the blade while using?
For pricing, it is built almost like the Oceano Sword that I created for the Shippuugakure Weapon Store. The price of that was 8500 ryo. I'll go with that price and deduct 750 for it being your first weapon for this character. That brings the total to 7750 ryo.
Depending on the question, the price may change slightly but not by much..
Well, going by the picture I provided. Only a certain portion of the part that juts outward is able to cut, with a cover surrounding the bottom of the blade; so yes, I suppose if the mechanism failed the blade could be used as a traditional dagger.
