The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

After performing the necessary handseals and focusing chakra, a whip made out of fire will materialize in the user’s hand. This whip can reach out five meters max. One degree burn, considering it's D-Rank.
Name: Shimeri Joumae [Moisture Lock] Canon/Custom: Custom Rank: D Element: Suiton Type: Ninjutsu Range: Close (0m) Description: Requires handseals. The user will focus his chakra towards his hands. As soon as the user has done that and the user touches one of the opponent’s joints; wrist, knee, shoulder and shoulder. The water will seep into their skin, then when the opponent either brings in their arm or moves it outwards, it’ll get stuck. Not able to move lasts for 2 posts. Cooldown 2 posts.
Name: Futtou Shouheki [Boiling Barrier] Canon/Custom: Custom Rank: D Element: Futton Type: Ninjutsu Range: Close (0m ~ 5m). Description: Requires handseals. After performing the necessary handseals, the user will blow out boiling steam, that will create a ‘barrier’ and make it even more difficult for the opponent or his/her attacks to go through. If the opponent hits this 'barrier', it'll give a one degree burn.
Name: Endan [Fireball] Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: Close (0m ~ 5m). Mid (5m ~ 10m). Description: Requires handseals. Katon • Endan is a Ninjutsu technique utilizing the Fire Element. This jutsu allows the user to emit a jet of fire from his mouth. Second degree burn. From top to bottom, the fireball is about 3 - 4 meters. From left to right, it's about 150 CM. Only one fireball can be launched towards the opponent per set of handseals.
Name: Suigadan [Water Fang Projectile] Canon/Custom: Canon Rank: C Element: Suiton Type: Ninjutsu Range: Close (0m ~ 5m). Description: Requires handseals. Suiton • Suigadan is a Ninjutsu technique utilizing the Water Element. The ninja does a string of hand seals to cause a nearby body of water to form a spinning drill. Strong enough to impale up to the bone, though not through the bone. The width is 50 CM, length is 100 CM. There are three spinning drills released at once, surrounding the opponent from three sides.
Name: Futtou Jouki [Boiled Steam] Canon/Custom: Custom Rank: C Element: Futton Type: Ninjutsu Range: Close (0 ~ 5m). Mid (5m ~ 10m). Description: Requires handseals. This technique requires the opponent to be within sight. The user will perform the necessary handseals, then afterwards will stomp the ground with one of his/her feet. The ground begins to tremble, as a geyser will appear directly beneath the opponent, boiling liquid flowing out of it. This causes second degree burns. The Geyser is just about 150 CM off the ground. It's 150 CM wide. Only one released at once.
Name: Houka Tenka [Fire Ignition] Canon/Custom: Custom Rank: B Element: Katon Type: Ninjutsu Range: Close (0 ~ 5m). Mid (5m ~ 10m). Description: Requires handseals. The user performs the necessary handseals, but isn’t, like most Katon techniques, spewing out the fire. Instead, he focuses the elemental chakra towards his hands. While holding his hand out towards the opponent and flicking his middle finger and thumb together, the user will breath out towards the direction of his hand. The air that he was breathing out, will aid the fire to ignite due to the fire chakra and oxygen. When the breath of the user collides with the recently flicked fingers, a wide beam will be fired towards the opponent. It’ll give the opponent a third degree burn. The beam’s width is 150 CM. It's like the beam that Fourth Tailed Kyuubi used, only made of fire and way less powerful.
Name: Suiton: Suiryūdan no Jutsu [Water Style: Water Dragon Jutsu] Rank: B Element: Water Type: Ninjutsu Range: Short to Long Description: This technique shapes a large amount of water into a giant, powerful dragon, which hits the opponent with formidable might, dealing physical damage. If damage is dealt directly, the dragon has the same force as a spear thrown with enough force to pierce through iron. The ideal place to use it is near a body of water, but if the ninja's skill allows it, it is possible to use it even in a place where there is any water. The amount of water used depends on the skill of the ninja using it. The basic, standard size is 30 ft. It can maximize 100 ft if the user is around enough water. The larger the dragon, the harder it is to dodge. Handseals. Cooldown of 4 posts.
Special Jounin if their primary element is water, can create the dragon without any water around only ONCE. Jounin and up for everyone else still, only ONCE.
If a ninja were to maximize the size of the dragon, here is what is required per rank. An ocean for chuunin. A lake for Special Jounin w/o water as primary. A River for jounin and s. Jounin with primary element being water. Can create at maximum size only ONCE without any water around. The next attempt needs a river.
Name: Futton no Yoroi [Armor of Boil] Canon/Custom: Custom Rank: A Element: Futton Type: Ninjutsu [Offense, Defense] Range: Close range Description: Requires handseals. The Futton no Yoroi technique is a technique developed by Rei. When the user performed those necessary handseals, a layer of boiling water will surround the user’s entire body. It’ll of course give more damage to the user’s punches as well. Activated for 5 posts. 6 posts cooldown.
When the opponent gives a light punch: One degree burn. When the opponent gives a heavy punch: Second degree
The degree of the burn increases with each 2 posts that pass. For example:
Touching for 2 posts: Third degree. Touching for 4 posts: Fourth degree.
Name: Koumu no Jutsu [Skilled Fog Technique] Canon/Custom: Canon Rank: S Element: Futton Type: Ninjutsu [Offense, Defense] Range: 0m ~ 10m Description: Requires handseals. Futton • Koumu no Jutsu is a Ninjutsu technique utilizing the Boil Element. To utilize this technique, the user will first form the needed hand seals. She will then emit an acidic fog from her mouth, which is capable of melting and burning away her target. This technique is powerful enough to partially melt away the bones of Susanoo. Because the fog can affect everyone around her, the user will try to maneuver her opponent into an area away from comrades. Should the fog escape its confinement, she can reduce its effectiveness and neutralize the acid.

Fire Whip - Edited all of that in, however, I don't think it's needed for a technique such as Fire Whip to receive a cooldown, considering it's just like any other normal Fire Jutsu that can be used repeatedly without cooldowns as long as you perform the handseals.
Moisture Lock - Edited all of that in, along with the cooldown. The reason I -did- add a cooldown here, is because when my character for example does succeed in locking the opponent's knee for example, he/she wouldn't be able to move and I would be able to use that jutsu continuously on a target that isn't able to move.
* Also, I took the liberty to directly add the damage dealt to each Jutsu that didn't have that information yet, so we don't have to go through the trouble of taking care of that later.
If you don't agree to any of the things I edited in (for example such as damage), please make a suggestion if possible.

Water Fang - It's the technique Uchiha Itachi used on Kakashi before the Shippuuden series. I'm not exactly aware of the exact sizes, but if I had to make custom sizes, I'd say the width is 50 CM, length is 100 CM. Also, I forgot to add in, there are three spinning drills released at once, surrounding the opponent from three sides.
Boiling Steam - The Geyser is just about 150 CM off the ground. It's 150 CM wide. Only one released at once.
Fire Ignition - It's more like the 'beam' the Fourth Tailed Kyuubi launched towards Orochimaru, but then less powerful and of course made of fire.
Water Dragon Projectile - Yeah, it is. Leafninja.com apparently gave it a different name. It's the dragon that Zabuza uses, however.
Again, if you're not satisfied with the lengths of the techniques, suggest better ones please. I'm not really experienced with the specifying the sizes for techniques.
Replace your version of the Water Dragon Jutsu with this one. This version is the approved version...

Armor of Boil - Needs a duration and cooldown. Also, if your going to coat yourself in such a powerful jutsu, wouldn't it affect your body as well? Not to the same degree as your opponent, but for instance, every two posts, you recieve a degree of burn yourself? Well, now having said that, make it last six posts, and if you use it to the sixth post your body will sustain full third degree burns. 2 posts: first degree, 4 posts: second degree, 6th and final post, third degree burns.
Skilled Fog Technique - I remember this vs. Assume with the female Mizukage. Very powerful the way you have it. Try to go more in depth with how it would effectively work on the site. (If Kash were active, we could effectively help you with this..) Try to do what you feel is powerful enough, bc it is an S Rank after all..
Armor of Boil - Due to it being a high ranked technique, but powerful, it'll last 5 posts. Cooldown takes six posts. About the user being harmed, this was briefly discussed by us in the chatbox and gotten to the conclusion that the harm will not be done to the user.
Skilled Fog Technique - I'll just put the edited description under here. I'll wait with editing it in until it gets your approval.
Requires handseals. Futton • Koumu no Jutsu is a Ninjutsu technique utilizing the Boil Element. To utilize this technique, the user will first form the needed hand seals. He will then emit an acidic fog from her mouth, which is capable of melting and burning away her target. The bone is powerful enough to burn through even the opponent's bones, though it costs time. Also, when given time, it is said to be able to burn through a Susano'o's bones.
Time needed to burn -to- the bone: 2 posts Time needed to burn -through- the bone: 4 posts
When the opponent is in the fog for less than 2 posts, he'll get five degree burns.
