The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Weight of Many Sins Canon/Custom: Custom Rank: B Element: N/A Type: Fuuinjutsu/Weaponry Range: 15 feet Description: This jutsu requires the use of the Fuuin Muchi. After wrapping the whip around the opponent, the user holds his end of the whip between his hands as they make the Snake seal. While this seal is held and the whip is wrapped around the opponent, neither person will be able to move at all, save for breathing, facial expression, and eye movement, though jutsu that do not require the user to move will still be able to be used.
While the opponent (and user) are trapped by the jutsu, the user is gradually drained of a D-rank amount of chakra every post. (so for the first post that the jutsu is activated, it costs C-rank amount of chakra. And the next turn, in order to keep the opponent trapped, the user puts in a D-rank amount of chakra.) The whip must wrap around the opponent in a way that is debilitating (wrapping it around the opponent's foot will not work, but wrapping it around both feet will; wrapping it around one of the opponent's hands will not work, but wrapping it up so that both hands are caught up will work).
If the whip is cut, the fuuinjutsu ends immediately. Another way to end the jutsu is to focus chakra along the outside of their body to make a kind of "shell". If the enemy has jutsu that require a post charge of the body of atleast B rank, it is enough to break from the whip. The fuuinjutsu aspect of the technique means that Nawanuke no Jutsu (Rope Escape skill) is not able to stop the technique prematurely. If the enemy doesnt have a B rank jutsu, then they must forfeit at least an A rank amount of charged chakra to escape. A third and final way to end the jutsu is to wait for the user to run out of chakra, which is a fairly easy wait, since the user cannot pull his hands off of the seal, and is therefore stuck to his own seal.
The way the fuuinjutsu works is that the symbols on the whip translate to "endless weight". When the Snake handseal is made in connection with the seal, it activates the fuuinjutsu to make the opponent (along with anyone else touching it) become too heavy for movement. The seal cannot be cloned, meaning that even if the user creates a shadow clone, the seal itself will not be cloned as well, meaning that this technique cannot be performed using a shadow clone. This jutsu can still be effective until the opponent breaks free or the user runs out of chakra, at which point the fuuinjutsu ends. After the fuuinjutsu is broken, there is an 8-post cooldown.

Ok, to get started. This probably needed to be in the weapon template itself, because I priced the weapon, and now I need to know how durable this cloth is due to cutting it means the seal is broken. Now, the water walking skill is 'understood' by everyone to have without the use of chakra, so having that as a way out just kills the jutsu entirely.
So a solution to that would be that if the enemy has jutsu that require a post charge of the body of atleast B rank, it is enough to break from the whip, depending on what the jutsu does. Secondly, if your not careful, a simple rope escape skill will work against this also. So, make things like this known not to work vs. this fuuin. If the enemy doesnt have a B rank jutsu, then they must forfeit atleast an A rank amount of charged chakra to escape.
After you make these fixes, break up the jutsu into seperate paragraphs so I can read it a bit easier. We will get into the chakra numbers after you make the edits
Well, the reason I mention the shell around the opponent is as a method of stopping the seal from connecting with the skin of the opponent, thus making the seal ineffective. Actually using jutsu (unless it doesn't require hanseals) is impossible, as the hands will not be able to lift to make handseals.
I understand what your saying. A ton of people have jutsu that do not require handseals, but rather a post(s) charge of the body. So these charges of chakra create that shell that you mention. For those who don't, need to cast a body charge of jutsu at 40 chakra to break free. Their charge of 40 chakra will be equivalent to handseals at their rank.
Now, let's talk your numbers. If Im getting this right, its 30 to cast, 20 to maintain in the first post, 10 for the rest?
Ok, some final touch ups need to be added here, and the jutsu is complete. At B rank, once the jutsu is broken, and or you decide to break it, it has an 8 post cooldown between uses.
You stated that only the user is drained ten chakra, but you need to add what the enemy is drained also. Do this and I can price
Nothing is drained from the enemy. The enemy is only stopped from moving, just like the user, and the user is drained of chakra in order to continue making the fuuinjutsu effective.
Name: Many Eyes of Karma Canon/Custom: Custom Rank: D Element: N/A Type: Fuuinjutsu Range: 20 feet Description: This fuuinjutsu technique allows three seals to be made; two labelled "eyes" and one labelled "brain". The two seals with the "eyes" kanji can be placed on any solid object, but are not activated until the third kanji is placed on the user's forehead. Upon activation, the user can see what is happening at the location of the two seals simultaneously, up to 20 feet, as though they were standing at that location (but unable to turn their heads or turn around, so it is not omni-directional, but single-directional). Because the user is having to focus on seeing three different types of scenery at the same time, no more than two of these eye seals may be used at the same time, or the user will be given incredibly huge headaches from sensory overload. If the user is more than 20 feet away from the seals, they can no longer connect to one another, and the eye seal is rendered useless. Reaction time is clearly less than normal (while the jutsu is activated, the user MUST dodge far less than normal. If a mod that is not in the topic does not find the difference to their satisfaction, an edit must be made).

Alright then, so this can give up to three pictures in your head at once from the reading. Would having so much to process affect you in a combat situation, perhaps reaction time from having to scan each of them at once?
Okay then, past this I really only need to ask for confirmation in some places I believe. So you make three seals max, two for eyes on surfaces and one for brain on yourself. The eyes let you see through them and only work if you are within twenty feet of them otherwise they fade away and are useless. Reading that I am to assume moving more than 20 feet away instantly ends the jutsu? Also must the two eyes be within 20 feet of each other or just 20 feet from you?

Just twenty feet from the user. If one eye seal is more than twenty feet from the brain seal, but the other eye is still within twenty feet, then the one that is beyond range will end, but the other will continue as normal.

Name: Spirit Helpers Canon/Custom: Custom Rank: D Element: N/A Type: Fuuinjutsu Range: 20 feet (5 feet activation) Description: This fuuinjutsu creates a pair of tags, about the size of the palm of the user's hand, with the single kanji for "blade" on it. The fuuinjutsu seals can hold a single small projectile (kunai, small shuriken, senbon) that, when activated via timed release or proximity, release that projectile at about thirty miles per hour. The projectile weapon will be launched in a perpendicular angle from where it rests (essentially, if the seal is pointing up from the ground and is activated, the seal will shoot directly upwards from its center). The seal can be activated by an object as far as five feet away via chakra signature, but the kunai can travel as far as 20 feet before becoming too weak to do any damage. The projectiles that fill these seals must come from the user's own inventory.

Added a speed of 30 mph, which is around normal speed for professional knife-throwers. As for distance at how far away the user has to be to use it, it does not require a distance for the user. It's very much like an explosive tag: as long as it's in the same topic, it can be activated without the user's interaction. But for the seal to be activated, a person must be at least five feet away, at which point they'd be almost on top of it, and would clearly see it long before they activate it themselves.
Name: Soul's Prison Canon/Custom: Custom Rank: D Element: N/A Type: Fuuinjutsu Range: Touch Description: This seal can only be placed on a door. After placement, the door becomes locked, and its keyhole becomes covered, making it impossible to pick the lock, see through the hole, or even allow the holder of the key through. The material the door is made of also becomes far more dense, making it extremely difficult to break, except via B-rank jutsu. Putting this seal on a door does not make the walls indestructible, however, and so this seal may be more of a way to slow someone down than to stop them completely.
The only way to get the door open again would be to remove the seal either physically or by placing a second, negating seal on top of the first one, opening the door.
The jutsu requires a warm-up of one post, and a cooldown of five posts between uses. The fuuinjutsu requires very little chakra when activated, and so can last for the entire topic if it is not hit. It depletes its chakra reserve when hit, however (1 B-rank, 2 C-rank, or 3 D-rank, or 1 C-rank and 1 D-rank. This includes taijutsu techniques.)
