The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: 30 ft of chains made from a metal as hard as steel that is conductive of chakra. Each link resembles a feather. The links color changes to match the element of chakra being channeled into the chain.
Abilities: The links of the chain are quite conductive of chakra and have a different effect with each element charged in. NO ADVANCED ELEMENTS CAN BE CHARGE INTO THE CHAIN. And because there is a chance the enemy can take my chains I will include an effect for each element. I CAN ONLY USE RAITON AND DOTON EFFECT
Katon: The chains cause 2nd degree burns
Suiton: The chains can extend by 2ft
Fuuton: The chains get a sharp effect allowing the chains to cause inch deep slashing wounds. The chains still need to make contact. It's as if someone too a whet stone to each link of the chain.
Raiton: The chains can cause a numbing effect, stopping a foe wrapped in the chains for a full post after being bound. The area affected would be the entire area under the chains and the inch around that. Another ability of Raiton is a weak electrical current can be sent through it. Allowing the chains to act like wires. The electricity of this effect doesn't directly harm a person.
Doton: The chains get harder and more durable making them harder to break. Making the chains only destroyable by 2 A-Rank Jutsu of any element except Raiton which take 1, or an S-Rank jutsu of any element. 2 B-Rank Raiton techniques can also break them.
The chains can be broken by 2 B-Rank Techniques or 1 A- or S-Rank technique. The chains can be repaired after a 500 word RP topic at the cost of 500 Ryo. Each effect costs 20 chakra to use. They all last 1 post and have a 3 post cooldown.
History: The chain was forged by the master weaponsmith of Shippuugakure, Totosai. The links of the chain are the feathers of the Phoenix, Fenshi. Seiryoku came into the possession of the chains when he was browsing the wares of Totosai. He had decided he had wanted the chains, but Totosai initially wouldn't let him. Seiryoku decided to apprentice with Totosai to convince him to sell the chains to Seiryoku.
Appearance:
Except the links are feather shaped and glow when chakra is in use. Red for Katon, Blue for Suiton, White for Fuuton, Yellow for Raiton and Green for Doton.

Katon - Needs damage to opponent factor
Suiton - need more information on what it actually does when it 'binds'.
Fuuton - How large is the layer of wind around the chain?
Lightning - How much area does it cover after simple contact? Numbing for an entire post pretty much means you can kill them, so that needs to be changed.

If your going to use a ranking system when describing the effects, you need to consume a definite rank amount of chakra, not inbetween. If you want the power to be C Rank, you'll need to use twenty chakra, not 15..
