The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Kagirinai Saikuru [Endless Cycle] Canon/Custom: Custom Rank: C (Doesn’t really matter in this situation) Element: N/A Type: Kenjutsu Range: Close (0m ~ 1m) Description: No handseals required. This is a technique utilized and developed by the Xanadu ‘Vu’. To compensate for his lack of elements and Ninjutsu/Genjutsu experience, he created this. Using one of his katana that he wields, he’ll attack the opponent with either a normal, sideways attack or a Battõjutsu attack (drawing technique). Whether the attack makes contact with the opponent’s body and/or weapon doesn’t matter. When Vu’s katana has either missed or made contact, the space in which the attack was executed will suck vacuum, enabling this technique to draw the opponent closer to Vu, as if the opponent was being sucked in by a black hole. It's made possible due to the force and speed, with a burst of chakra that he's putting behind this technique, together with the unique stance he's setting his body in. Due to that, this technique is only capable by Vu. This will cause the opponent to possibly get their balance disrupted, allowing Vu to perform an attack that includes making a full, 360 degrees, spin and executing another attack. Since this technique doesn’t include chakra nor depends on Vu’s elements, there is no ‘wind’ element needed. It has the power to pull in a normal person and it takes one second to pull that person in. Cooldown of 4 posts.

simply that I see it as needing a burst of chakra in order to perform the power of the technique, anything that doesnt require chakra wouldnt need to be registered at all

Alright then only one question remains, the power of this vacuum you create. Whats the max weight it could pull in as well as how far it can reach out to grab something. Just for technicality add in the speed they are drawn in as well

Well, the power of the vaccuum is able to pull in a person with an average weight. Though I don't really know what that weight exactly is. It isn't able to pull in a very fat person in either.
So I'll go with... A weight of 165 - 176 lbs? That's around 70 - 80 kilograms in Europese terms.
As for the speed, it has to be fast but then again slow enough so that Vu is able to make a full turn if he would plan another attack after the vaccuum started pulling the opponent in.
So I guess at a speed of 20 - 25 MPH?
I'm not that skilled at lbs and mphs, so if you have better suggestions for these things, please state them here.

okay here is an easy way to make it simple and effective based on what you told me, enough power to pull in a normal person and for speed lets use time as a measurement, Im thinking it takes about one second from you grabbing your blade at your waist until it is finished. I think it adds up to about the same and its alot easier to understand than numbers. Sound good?
What you need though is the max distance they could be pulled, looking at the jutsu now thats 5 meters which is to far for sure.

Im think (gonna try my best to use euro term fer ya) probably about a meter to a meter and a half (assuming Im thinking straight and thats around 5 feet)
