The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: Black leather trench coat, with steel accessories. Black velvet hat, real chakra enhanced wolf fangs.
Abilities: The coat has no ability, other than to change colours based on the wearers mood. The hat has eight wolf fangs on it, each of which can be separately removed. Each has the ability to, when flicked, travel at 15mph in a straight line, for twenty five yards. Can use up to two per post. These are used more to stun and put the opponent off balance than to do any real damage, they may cause at most a very small puncture, two millimeters deep. The hat also changes colour, to match the coat.
History: Andeddo stole the coat from a thug, who tried to rob him. The hat he had purchased from a man who swore that the fangs on it were real, which andeddo could tell they were, and they the man himself had gotten ten of them. There were only eight on the hat. Andeddo mentioned this, and the man's face coloured, selling the hat at a much cheaper price. Andeddo then enhanced both the coat, and the hat with chakra, allowing them to do what they do. He now wears them quite frequently.

I see nothing wrong with the coat, 500 ryo. For the hat, just a couple things:
1. Can the wolf's fangs be retrieved and replaced after usage? 2. Will the "off-balance" section of the technique work on a higher-level opponent? If so, specify at which rank the technique becomes ineffective. 3. Can the wolf's fangs curve in any way? Or is it only straight shooting?
1. Yes. 2. One rank above, mildly put off balance, but still retaining full bodily control, two ranks above same, three completely ineffective. 3. Not on their own, if enacted upon by a separate force, then yes.
