The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Fuuin Muchi (Seal Whip)
Type: Whip.

Description: From picture of character here. The Fuuin Muchi is made of white cloth with the seal stitched into the fabric, making it impossible for the kanji to be rubbed off or affected by weather. The cloth is wrapped around one of the wrists, and extends along the arm to a distance of fifteen feet. The tip is covered with metal so that the Fuuin Muchi can be used as a weapon and to give it about five pounds of weight at the end, so that it is controlled more easily. The whip can be cut easily by any sharp-edge blade, as it is merely cloth, though dull blades will take much longer (one full post) to cut through it and blunt weapons will not cut the fabric at all. If hit with the metal tip, it can cause pain and bruising at most.
Abilities: If wrapped around the opponent in a way that is debilitating, the Fuuin Muchi can activate Weight of Many Sins jutsu (not yet made) if the user makes the Snake handseal with their end of the whip trapped between the hands.
History: Using his natural fuuinjutsu knowledge, Genkaku was able to make a kind of whip that he could use to fight with. Drawing inspiration from some of the teachings of his Buddhist teachers concerning how sins could weigh a person down along with knowledge of fuuinjutsu, Genkaku paid a local clothier to sew a thin banner with the kanji for "Eternal Weight" stitched into the cloth. After some slight modifications, Genkaku himself weaponized the banner, turning it into his signature weapon.

Ok, now, with the raw materials, followed by the 20,000 ryo fee, its looking to be at the price of 21,500 ryo. Ive already seen that the technique for it is in the registration list, so I will go there and begin the process on that.
