The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

This was always a temporary rule that I applied to my sites when creation or revamp was in order. far too often do we forget small parts of information when creating a much larger & difficult site or section of a site. As such, I would apply this rule of "vaguetivity"
Vaguetivity is a fail-safe for when those missed or unknown topics arise from members when inquiring about specifics that are not there in the site. The effect is granting exceptions to those affected by the vagueness in a specific area of creation or limits of such. this rule is very useful in being fair to those who are victims of vagueness; however it is also a lot more work and possible reform even for staff on certain matters within & indirectly affected by the vagueness.
I will use my own personal problems so far that I have stumbled upon in my progression within this site.
Example One such example is the rules for the Bijuu; when creating and acceptance of my character, there was no solid or visible rule that you must first request to become a Jinchuriki in your application to be accepted- otherwise you cannot. Meaning that you cannot choose to become one once your character is accepted; while I completely understand the logic and agree with the rule- the rule hadn't yet been made public notice; therefor destroying the fundamental "fairness" to your character.
Effect of vaguetivity: While the character was created and accepted perfectly within the rules & limitations of the site, the member was unaware of this silent rule for Bijuu- Vaguetivity would allow for alteration/exception of this rule and the member's character would be approved for the bijuu, on conditions that he/she followed the set rules for showing and using the minimum/maximum number of tales in a RP sample and of course, follow any other set rules for the permission of becoming a Jinchuriki. ---------
While I have used my own personal problem I have stumbled over, I do not wish it to seem that I am simply suggesting this to manipulate staff or cause myself favoritism in such matters. This is not a bias opinion; rather a concrete problem to be addressed amongst the staff. I do not and will not request my character this rule of vaguetivity in this matter; for it would diminish personal conviction & legitimacy to my claims & suggestions.

When a member feels as if they have been put in a position of disadvantage because of a silent rule they can appeal to me to have the problem revised. In this case I'd have allowed the member to alter their application to match the bijuu of their choice if they had contacted me.

My suggestion was not meant for self-gain on the example I used, I was simply using a personal problem I stumbled on. As far as further inquiring the matter with you; I felt that doing so would have been a form of "staff-splitting" I accepted the other staff's decision for my current situational awareness.
Having accepted their decision on the matter and even seeking to help with the misunderstandings and lack of detailed information- it would have been a petty matter for me to seek my own improvement in this situation(least that is how I felt about it)
The point being that a "Rule of Vaguetvity" is a helpful suggestion; a moderate concensus between all staff on a matter that they might differ somewhat in opinion on a particular topic. The Rule of vaguetivity allows for error-correction on spot when seen.
