Village News
The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Mugai-ryu: Kensei

Range: Close, long
Description: It's both possible with normal Kenjutsu and Iaijutsu. The user will swing his sword in front of him with enough speed to get the dust off the ground to rise into the air in an amount that will cloud the opponent's vision. This will allow the user to have time to strike the opponent in one swift attack. Slash goes 60 MPH using Iaijutsu, 50 MPH using normal Kenjutsu, the dust cloud is enough to cover five medium-built bodies. The blade has to at least be at knee-height off the ground. Cooldown is 2 posts.

Range: Close
Description: Similiar to the 'Mugai-ryu: Shi'. This technique is basically the same, although, even though the Shi-technique is ranked higher, this technique moves slightly faster due to the extra chakra boost added to it, since the Shi-technique is just using the pure speed. However, even though this being at great speed, it can't cut through steel, because if it did, the sword it is performed with would break itself as well. This technique moves at 200 MPH. This costs chakra, but also has a cooldown of 12 posts.

Range: Close
Description: This technique is used to merely break the opponent's bones so they won't be able to attack anymore. The user will flip their katana, so that the blade's blunt side is the attacking side. The user can attack the opponent's limbs with this in order to break and immobilize those parts. The speed is less due to hitting with the blunt side. A clean break. This technique goes 50 MPH.

Description: The user will, just like any other Iaijutsu, to stand into the drawing stance. This will be a two-time attack. When the opponent is within reach, the user will either dash or remain standing on the same spot. When the time is right, the user will 'fake-draw' the katana, but keeping it in its sheath. At the moment the opponent gets caught off-guard because of this, the user will hit the opponent with the sheath to get him/her off balance, then suddenly unsheath the katana and strike for any location on the body. This attack goes 80 MPH.

Description: The user will once again use speed to an advantage. The user will dash towards the opponent, doesn't matter whether the opponent will run towards the user as well or not, but when the time is right, the user will hold his katana back and set one final step upon the ground to do a double dash, this will make it seem that he makes four strikes at the same time, while it's not like that. Using it many times will cause it to be seen by the opponent, though higher ranked opponents will be able to see it on the first time. The technique goes 80 MPH. Each slash deals moderate damage. This attack isn't lethal. Cooldown is 4 posts.

Description: The user will approach the opponent and to continue this technique will jump into the air. This is to get into the opponent's blind spot; directly above the head. The place where this technique is aimed at can differ from the will of the user. It can either be aimed directly at the head, going for the kill, or slashing downwards upon the shoulder, to immobilize his complete arm. The jumping height is 7 feet. The slash of this attack goes 80 MPH.

Description: The user will hold his katana back, but the tip of the katana still pointing forwards. The user will also put all of his weight on one leg, the leg that he will dash with. By doing this, the user will be able to release all of the weight at once, going to his maximum speed. At the moment that the user will dash forwards and approaches the opponent, he will lounge the sword forwards in an instant. This technique goes 80 MPH. The katana pierces through entirely, to the guard. Cooldown 6 posts.

Type: Kenjutsu [Iaijutsu]
Range: Close
Description: Sausupo-, meaning Southpaw; something that people are when they can, for example, fight with a katana with both of their hands, so with their non-dominate hand and their dominate hand. The user will stand into a drawing stance, without drawing the katana just yet. The user, when the opponent is within range, can either dash towards the opponent to get closer to the opponent in an instant to catch him/her off-guard or can remain on their same spot to wait for them to get close. As soon as the user will attack, he'll draw his katana into an attacking motion with a high speed. This is supposed to be a two-strike attack, since it doesn't matter if the first attack hits or misses, the opponent will quickly flip the sword around and grabbing the hilt with his other hand, performing a second strike upon the opponent, by following the way back to its sheath, while keeping the same amount of speed within the attack. This attack goes about 80 MPH. Switching hands will take only two seconds and due to the power of this attack, the user can cut through the opponent's entire limb cleanly. Cooldown is 6 posts.

Description: The user will take a 'drawing'-stance, but doesn't draw the katana just yet. First he'll wait for the opponent, technique or object to get closer to him. When the time is right, the user will use the sheath as acceleration device to accelerate the drawing of the katana. This drawing technique goes about 150 mph. This technique is also able to cut through steel because of the speed it's going at. Cooldown is 10 posts.

Description: A technique that made Shindou a perfect assassin. This move is performed through the use of maximum speed. Although this isn't teleportation, it would look like they're teleporting due to their speed. This is a technique that Shindou had developed together with his sensei in order to perfectly assassinate targets. To the opponent, it will look like the opponent has completely vanished. Also, the hearing of the opponent must be top-notch to be able to hear the footsteps of the user, since an Assassin moves with nearly no sound. Cooldown is 8 posts.

Mugai-ryu: Setsuna - 200 mph at D rank means your slash is as fast as a stockcar. Maybe lower the speed a bit at D rank.....

Then my S-Rank basically has no point anymore. S-Rank is pure speed, while the D-Rank is combined with chakra. I toned down the strength for the D-Rank. The least I can do is increase the cooldown to make it less usable.

Well then that is fine, but this is basically a blink of an eye at D rank, so that was the reason for that. Ive been to a live event for NASCAR and at 210 mph, if you blink you miss them go by...

Mugai-ryu: Rokotsu - You should be a little more specific on how bad it breaks the bones. Does it shatter the bones upon contact or is it a clean break?? There is a large difference in this, so I feel its needed..

No, due to the speed the user is moving at, it will seem, to the opponent, that the user performs all of these strikes in -one- motion, even though that's not the case.

The damage of one of those slashes is moderate. At the end of this technique it's nothing lethal.

Also since they are all katana/sword techniques the type is Kenjutsu not Iaijutsu. If it also requires your Iajutsu put it within brackets behind the Kenjutsu.

Mugai-ryu: Mori & Mugai-ryu: Sausupo- - Please once again provide the maximum damage done if these attacks were to land cleanly on the opponent. on Sausupo, how quick is the transition of the hand exchange in terms of seconds?? It should be precise on that for technical purposes..

Damage: Of course, katana can deal lethal wounds. Each slash can deal high damage, since it is and stays a slash from a katana, so it's not that easy to make it a slight damage. It depends on how much the opponent dodges it. But I suppose the max is high damage.

Hand-switch: It's a matter of about 2 seconds, since it's basically just releasing the hilt with one hand and directly moving the other hand to grab the hand and slash back.

Ok, the hand part edit in.

By damage I mean explain that the sword will be able to pierce through their entire body via stab, and or cut (ex: 4 inches deep into the opponent) through someone if landed cleanly. These are all sword techniques, so thats the kind of damage they do lol..thats what Im looking for

Ah I see.
Then.. Of course, the katana will be able to pierce the body with a stab, but this technique doesn't use stabs. The power of this katana, together with the speed, will be able to cut through entire limbs cleanly.

Ok, I took the liberty of reading the rest of the jutsu. I personally think the A rank jutsu and the S rank jutsu need to exchange places. As far as the two b rank they require the edits we previously discussed
