The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: This jutsu creates burning embers in the air surrounding the user. Walking through these embers causes minor pain and first-degree burns similar to a sunburn wherever they land. This jutsu is normally used to set up for a more powerful jutsu. Lasts for three posts, three post cooldown. Maximum number of 100.
Name: Katon: Ikegaki no Kaon (Fire Style: Hedge of Heat) Canon/Custom: Custom Rank: D Element: Katon Type: Ninjutsu Range: Within ten feet of user Description: Requires handseals. This jutsu raises the temperature of the atmosphere by 90 degrees near the user, causing the air to ripple from the heat enough that it can make it difficult to see what exactly the user is doing. The opponent will still be able to see the user, but it makes it hard to see details. If the opponent walks through it, they will become sweaty. Lasts three posts. Cooldown of two
Name: Katon: Kinrui no Hakko (Fire Style: Glowing Fungus) Canon/Custom: Custom Rank: D Element: Katon Type: Ninjutsu Range: 20 feet around the user. Description: This jutsu creates a small ball about the size of a soccer ball of flame which can light large areas. The light is basically as bright as a flash light .Does not normally cause damage unless touched, in which case it can cause a sunburn. Lasts for three posts, cooldown two posts.
Chuunin Name: Katon: Hosenka no Jutsu Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 20 feet in one direction. Description: The ninja does the necessary hand seals and then emits a series of small fire balls about as big as soft balls. The ninja can also hurl a projectile which is covered in these same flames. To the opponent the attack appears to be only the balls of flame, they do not see the hidden threat within the flames. Meaning that even if the flames are put out, the projectiles still converge on the target. The flames can be used to cover different projectiles like shuriken or kunai. There can be a maximum of 10 fireballs, and each one causes second-degree burns. Cool down four posts.
Name: Katon Repulse Canon/Custom: Custom Rank: C Element: Katon Type: Ninjutsu Range: 5 feet radius around user or less. Description: Requires handseals. With this jutsu, the user pushes Katon chakra into the ground with their palms. A tell-tale ring appears on the ground as the Katon chakra gathers underground before exploding upward about six feet. This Katon chakra can stop B-rank wind chakra, D-rank water chakra, and C-rank of every other ninjutsu. Does not protect against genjutsu. If the ring of Katon chakra directly hits an opponent, they will suffer third-degree burns on that part of the body.
Special Jounin Name: Katon: Mokuhon no Hi (Fire Style: Tree of Flame) Canon/Custom: Custom Rank: B Element: Katon Type: Ninjutsu Range: 20 feet from user. Description: After using handseals, the user will put their hands on the ground and pour Katon chakra into the ground. The chakra will condense underneath the opponent, causing the ground to radiate heat and light. The ground underneath will then erupt in a column of flame that can engulf the opponent, causing third degree burns all over their body, or any body part caught in the fire. Heat can be felt by the enemy, but it takes very fast reflexes to get away to escape un-scaved.The column goes up twenty feet in a five-feet diameter. Cooldown of five posts.
Name: Katon: Ibara no Hi (Fire Style: Thorns of Flame) Canon/Custom: Custom Rank: B Element: Katon Type: Ninjutsu Range: 75 feet Description: This jutsu requires handseals. The user gathers Katon chakra into their palm, then use shape manipulation in order to turn it into a spear point. The clan member can then throw it, causing it to stab into an opponent and immediately cauterize the wound. The spear then gives off a fiery explosion around it, causing third-degree burns to the skin within a foot of the spear. While powerful, the explosion can only cause third degree burns and can not rip an enemy apart.This spear can move as quickly as a running ninja. Cooldown of three posts.
Jounin Name: Katon: Sakura no Kaiu (Fire Style: Massive Hurricane of Cherry Blossoms) Canon/Custom: Custom Rank: A Element: Katon Type: Ninjutsu Range: 20 feet around the user. Description: Requires handseals and use of Katon: Sakura. This jutsu uses the burning embers created by Katon: Sakura to create a whirlwind of flames. As the embers spin around the user at a fairly fast rate, they ignite from the oxygen rushing past them and feeding the flames they carry. These can either condense into a large fireball (about 10 feet in diameter, five feet long, travels as quickly as a running ninja, causes third degree burns) or to become a large protective circle of flames. Each individiual ember causes first degree burns and can move quickly enough to be impossible for anyone to move through without getting burned, but this jutsu only lasts two posts, cooldown of six posts. The hurricane of fire can reach fifty feet high.
S-ranked
Name: Flaming Forest Canon/Custom: Custom Rank: S Element: Katon Type: Ninjutsu Range: 200 feet around the user. Description: After doing the handseals, the user will slam their palms into the ground, pushing Katon chakra into the ground similar to Katon Repulse. This time, however, the Katon chakra will reach out around the user like roots of a tree reaching through the ground until it fills up an area of 200 feet around the clan member and twenty feet up. This, like Katon Repulse, can stop a certain level of jutsu, such as B-rank wind, C-rank water, and B rank of every other ninjutsu. After the roots are finished, the ground erupts skyward in a giant flash of flame and burning debris. Can only be used once per topic. Causes third degree burns.

Katon: Ikegaki no Kaon (Fire Style: Hedge of Heat) - How much hotter does it get temperature wise. Once again, lasts a bit too long for D rank, needs a cooldown.

Katon: Kinrui no Hakko (Fire Style: Glowing Fungus) If it last for seven posts with no cooldown, youcould practically use it forever. Change it to 3 posts. give it a cooldown. How is it formed? in the hand? does it need handseals? How bright is this light??

Ok, This is my moderator test so lets get started
First of all for the S-rank, How high does the blast go from the ground? And I think that it being an instant kill within a 200 foot range is a little much so either the range should be reduced or the power of the blast should be weakened, take your pick.
And for the A-Rank, I think it's a little much for each individual ember to cause Third degree burns, knock it down a bit. And how quickly are these embers moving, be specific.

Shizen, you did a great job for your first try. There are a few other things I wanna see from the S rank however. Aimi, although u say its similar to the repulse, does it block the same ranks as repulse or do the ranks change bc this is now S rank? Explain that part thoroughly to me.
