The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Water Release: Gunshot Canon/Custom: Canon Rank: D Element: Suiton (Water) Type: Ninjutsu Range: 30 meters Description: The user kneads chakra, and converts it into water, and then spits it out in the form of condensed balls. The high-speed waterball attack possesses enough power to considerably injure an opponent.. While this is a water release technique, it can still be employed someplace where no water is available, which is a great advantage. It's also possible to increase the power of destruction of the balls themselves by building up the chakra inside of them. The number of bullets is determined while kneading chakra. By taking advantage of gravity, the bullets can brutally increase in power. Each about the size of a softball, shooting at a speed of 65 mph. The effects change when how much chakra is put into it changes. As follows: 10 chakra: Softball sized waterballs, Contusions, 5 'bullets' This jutsu has a 3 post cooldown.

Name: Katon: Ryūka no Jutsu Canon/Custom: Canon Rank: C Type: Offensive Element: Suiton Range: 1meter-60 meters Specialty: Offensive Duration: Instant Cooldown: 4 posts Description: The user breathes fire along a cord or any other type of long object, which rushes forward in straight line at a speed of 30 mph, catching the enemy on fire. A line of enemies can be used as the conductor as well. They must be at the most 5 feet away from initial target. The flames are meant to target, and assault the enemy's upper body just like a projectile weapon. Does damage of about the equivalent to a explosive tagged kunai or shuriken at 1/4 the explosive power. To be countered in needs a constant force of C rank suiton. Constant as in flowing.
Name: Phoenix Sage Flower Nail Crimson Canon/Custom: Canon Rank: C Type: Offensive, Supplementary Element: Katon Range: About the average shuriken. Specialty: Ninjutsu, Shurikenjutsu Duration: Instant Cooldown: 2 posts Description: The user unleashes a volley of shuriken with one hand, and at the same time, exhales fire-infused chakra onto them in order to increase the weapons' destructive potential by making them capable of inflicting severe burns of the 1nd Degree upon direct contact with either the intended victim, or any other object caught within their trajectories.
Due to the chakra-based nature of the flames that surround them, the shuriken will continue to burn after impact, regardless of the flammability of the object that they ultimately collide with. The flame ends when the chakra in the flame dies down. (3 posts).
Name: Starch Syrup Capture Field Canon/Custom: Canon Rank: C Type: Supplementary Element: Suiton Range: 1 meter in diameter to 30 meters in diameter. Specialty: Ninjutsu Duration: 5 posts Cooldown: 4 posts Description: [The user spits out high-viscosity, chakra infused water, aimed at a surface of wide scope. This is a stream of sticky liquid which can be used to form an adhesive trap that can inhibit a person's mobility. One can effectively reduce their enemy's area of activity with this technique, and has the effect of being able to take complete control over the battlefield. The normal scope of this technique is normally just a few metres, but if prepared, it is also possible to make an entire pond of starch syrup. Being caught in the technique can be avoided by channelling chakra to one's feet allowing one to walk upon it uninhibited, beforehand. The inhibitation is just like a fly to a fly catcher. If no chakra is applied to the feet, the opponent stays in place.

B-Rank Jutsu:
Name: Suiton: Bakusui Shōha Canon/Custom: Canon Rank: B Type: Offensive, Supplementary Element: Suiton Range: Small pond sized to the size of a Lake. Specialty: Ninjutsu Duration: Lasts for the rest of match unless tampered with. Cooldown: One Time Per Topic Description:The user spits out a great volume of water from their mouth, swallowing up and crushing the enemy with the advancing surge. The user can ride the wave, allowing them to move at high speed, and attack the enemy, now swept off their feet, without fear of counter-attacks. The amount of water created is proportional to the amount of chakra used; when used with Kisame's enormous chakra, even a dry wasteland can become a small ocean. Afterwards, the excess water can be used for additional Water Release techniques. If the foe is hit by the crashing waves at full force, some possible Bone Fracturing and Internal Bleeding. It goes at about 65 mph.
Name: Water Release: Water Dragon Technique Canon/Custom: Canon Rank: B Type: Offensive Element: Suiton Range: 1meter-3 mile Specialty: Ninjutsu Duration: As long as it takes for it to hit the target or another object. Cooldown: 7 posts Description: This technique shapes a large amount of water into a giant, powerful dragon, which hits the opponent with formidable might, dealing physical damage. If damage is dealt directly, the dragon has the same force as a spear thrown with enough force to pierce through iron. The ideal place to use it is near a body of water, but if the ninja's skill allows it, it is possible to use it even in a place where there is any water. The amount of water used depends on the skill of the ninja using it. The basic, standard size is 30 ft. It can maximize 100 ft if the user is around enough water. The larger the dragon, the harder it is to dodge. Handseals. Cooldown of 4 posts.
Special Jounin if their primary element is water, can create the dragon without any water around only ONCE. Jounin and up for everyone else still, only ONCE.
If a ninja were to maximize the size of the dragon, here is what is required per rank. An ocean for chuunin. A lake for Special Jounin without water as primary. A river for Jounin and Special Jounin with primary element being water. Can create at maximum size only once without any water around. The next attempt needs a river.
Name: Fire Release: Fire Dragon Flame Bullet Canon/Custom: Canon Rank: B Type: Offensive Element: Katon Range: 1 meter- 1 mile Specialty: Ninjutsu Duration: As long as it takes for it to hit the target or another object. Cooldown: 8 posts Description: The user kneads their chakra into flames, which are then manipulated into a genuine-looking dragon. Since the art of having the flames obey the user's will is outrageously difficult, its mastery is restricted to a limited number of skillful shinobi. The mastery frees it's movement. New users have rather...choppy or restricted movements. Travels at the speed of 55 mph. Can leave 1st,2nd,and 3rd degree burns depending on the exposure to the attack.

Name: Suiton: Daibakufu no Jutsu Canon/Custom: Canon Rank: A Type: Offensive Element: Suiton Range: 7 meters- 1 mile Specialty: Ninjutsu Duration: 3 posts Cooldown: 8 Posts Description: This technique extends water over a large scale, surges and rises up to several dozens of metres high. Then it streams down to the ground in one big cascade, much like a gigantic waterfall. In doing so, it resembles a huge wave, with tremendous power that can hollow out the ground. What remains after that technique's utilisation is reminiscent of no less than the aftermath of a natural disaster. This is a considerably advanced ninjutsu, and activating this technique requires a fair amount of chakra. The water can also be produced from the mouth. If exposed to the full brunt of the attack, the foe can have most, if not all of the bones in their body broken due to the shear force of the wave's pressure. The Wave Travels at about 65 mph.

Wait why B rank? Because some of the old data is conflicting with some of the stuff. Gunshot is D rank in the data and MIzuame Nabara is the Syrup Starch Feild. In the data it is C ranked. So... I am sorta confused.

The at most weakest is at 10 meters. Travels at about 50 mph.
Point Blank- Slight internal bleeding and near total numbness. Will cause a 10 foot knock back on BOTH the user and the Opponent. Nerves will heal after the battle is over. Damage at full power.
5 Meters away- Slight internal bleeding and Minimal Numbing feeling on the foe. Will cause a 10 foot knock back on user and 5 foot knock back on the foe. B-rank damage.
10 Meters Away- Minimal internal bleeding and slight to no Numbing. Will cause a 10 foot knock back on user and a 3 foot knock back on the foe. Leaving damage at about a c-rank punch.

Gaining horizontal reach of 2 meters and a vertical reach of 3 feet plus the length of the person's arm. This uppercut moves at 50 mph with the amount of raw power in the crouch jump. If the foe gets hit on a perfect upswing, aka the beginning of the rise, they will get B-rank damage.

1st kick- D-ranked power. It is the starting trip up kick. The trip will flip anything twice the user's weight. Trips the foe up only 3 feet. The trip is fast. Incredibly hard to figure and telegraph.
2nd Kick- C-ranked power. The Impact will hit the trip up as soon as the foe is 3 feet up. The kick will cause a bit of sharp pain in the area it hits. Causes bruises.
3rd Kick- C-Ranked power. The Impact is the exact same as the first except it just hits afterward.
4th Kick- C-ranked power. The hit is a hard axe kick towards the foe. This can cause slight internal bleeding, large bruises, possible bone fracture, and a possible concussion. The kick hits the foe into the ground. Causing possible damage upon ground skids.
Drawbacks- After the move is done the user must take a small amount of time to get on balance. Can be possibly countered at this point. Can also cause slight disorientation depending on the person.

Hadoken: Define how fast the projectile travels. Also have it do a reduction of damage the more it fades. If the majority of it fades by 9 meters, but that is when the target is hit, it is obviously not going to be as damaging.
Shoryuken: Remove the, "It can be used as to make combos with repetitive use." It has a cooldown of 4, so obviously you can't spam it for combos.
Tatsumaki Senpuyaku: This is a B-rank Taijutsu move. You only have a C level stat for Taijutsu, so you can't make a B-rank jutsu for it. With how it is already, it is worth a B-rank ranking, so either remove it or weaken it.
