Building A New Foundation
The day had been long and the villagers would close up shop and head back into their respective homes. It’s almost like clockwork for Hyougagakure; they wake up in the morning before the sun rise, work hard and return home after a long day’s work. Such routine did not apply for the emperor of the entire nation. Isais’ schedule would always be undetermined which often leads to late night work days such as this one. Isais would be found sitting in his office within his palace overseeing decrees from the past and revising them in order to form a new foundation. Isais had often been opposed to the way things were originally ran here in Hyougagakure. Now that he’s in the position to change everything, he is taking the initiative of grabbing what’s already established for the village and altering it so that it won’t become a culture shock for many of the current villagers and shinobis.
The objective of it all is to completely change the course in which the village had been going for years now. Isais hopes to increase the amount of elite shinobis that his village produces within a year’s time. He also hopes to raise activity from a Genin level. He supposes that one of the main reasons genins don’t make it to chuunin is because of their lack of motivation and drive. If he can give them some sort of drive or objective to obtain, in the next year Genin can possibly be pumped up to doing B rank missions. Isais would pull out a scroll and begin his first order of business. Writing missions for the village to sign up for based on what needs to be done throughout the village. For instance, the incident with the intruder of Tsukigakure should never happen. Though Isais now has an idea of how the intruder may have gotten in, he still took it upon himself to write up new missions for the military forces of hyouga.

Name: Serving The Village
Difficulty: D
Location: Hyougagakure
Reward: 5,500 Ryo
Experience: 25 Exp
Objective: Go to the Fubukikage’s office and discuss what you can do to become more helpful member of the village. Under the guidance of Fubukikage choose what path you will take to be of service to the village. Choose one and commit to it.
Description: As a way to increase productivity and sharpen the skills of Hyougagakure’s shinobi’s , Isais has asked that every one of every shinobi rank joins a service group and begins performing their shinobi duties to keep the village running effectively. Here are your options:
Good Samaritans: This is a service group focused on the citizens of Hyougagakure. This is usually the group that most Genins are recommended to join. They are in charge of doing many tedious missions such as finding cats, and delivering flowers. Depending on the level of the shinobi one could go from working at a soup kitchen, to secretly preventing an assassination within the village. They carry the badge of a winking kitten.
Village Scout: This is usually recommended to the stealthy type ninjas who currently aren’t of high importance to the village. They walk around often in civilian clothing and have a puppy badge in which they’re supposed to keep hidden unless confronting a suspect. If trouble outside of basic thievery and other petty crimes occur, or if they encounter a ranked member within the bingo books they are to stealthily flee the scene and inform any member of the Lycan Force. Members of this group usually start off as snitches and later are taught to high level combat in order to join the Lycan Force.
Village Runner: This position is usually given to the intellectual and hardworking type of shinobi. This is a position more like the errand boy. This kind of person is usually looked down at as the most dispensable individual but to actually do this job effectively takes a lot of common sense, on the spot thinking and reacting as well as speed and perseverance. This position entails that you will run out and do whatever errand that your authorities tell you. Some runners get to take orders directly from the kage while others at times have to take orders from basic groups such as scouts, in cases where a scout needs help with relaying some information. The jobs given can go from getting some water from a member of the lycan force to delivering an important letter, or even getting an inhaler for a incapacitated citizen. Once a person becomes exceptional as a runner and their talents begin to outgrow the position they are usually the first people considered to be recruited into foreign affairs groups such as Special Ops, and even hunter squads. This is usually because a good runner is someone who exhibits speed, wit, tenacity and most importantly, the undeniable ability to follow orders. Members of this group carry a badge of a shinobi shoelace with wings.
Village Writers: These shinobi are responsible for writing up little current events to keep shinobis and civilians informed on what is going on in their villages. Things as small as the weather is usually reported as well as things as big as village wars. They usually put something out weekly. Members of this group usually end up being Foreign affairs shinobis sent to gather intel on other villages, or deal with things such as diplomacy.

Objective: Make a topic in which you thoroughly scout every location of Hyougagakure. Locate rebel intruders or mischief makers. Defeat the opposition(s), wither it be a custom NPC you make for this mission or an actual rper. This mission can only be taken by a person with the Lycan Force Badge once per day.
Description: In light of recent events, Emperor Isais Neomae has issued that all members of the newly improved scout team known as the Lycan Force will be required to take this mission once every day as part of their responsibilities. Although these members are always scouting specific areas of the village, this mission will require you to meet with the Fubukikage and get his seal of approval. Once approved you are to scout every location within Hyougagakure and a few miles outside of its walls. You may bring along another fellow member of the Lycan Force if you wish but make sure to bring all your ninja gear and do a good job. Upon meeting the opposition be sure to asset the situation and send forward a note informing the Fubukikage of the situation. Engage the target in a reasonable manner, if the target is not legally authorized to be in the village, you may confront the target with whatever force you feel necessary but do not kill the target unless authorized to do so. This mission is no easy task, some days itll be just a regular merchant who is either heading to the village or lost his/her way and other times it may be an S rank ninja from our bingo books. Beware Lycan Force, for every time you take this mission, your life or lives will be on the line. It’s a small price to pay to protect The Good Mother.
Isais puts his pen down and begins to crack his fingers as he looks to the shadows and speaks, “ Go and get me the Fubukikage”.
