The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: The Double jeopardy suiton jutsu is utilized to separate two poisons on the same projectile weapon. Can be used on any projectile such as kunais, shuriken, senbon needles. D-Rank Jutsu
Name: Mesu: Chakra Scalpel メス Canon/Custom: Canon Rank: D Element: Non-Elemental Type: Ijutsu Range: Physical Contact Description: A more advanced medical jutsu that is used as a blade during surgery, so the skin does not have to be cut, and surgery can be performed simply without having to wait for external wounds to heal after the procedure is over. Used for surgical procedures, however this can be used in battle also. When their charged hands reach the body of their target, they can extend the chakra internally into the targets body to cut and neatly slice their muscles and blood vessels without harming the surface skin. This technique can be used in battle, but because of its hectic nature, the fine precision required for an instant kill is not feasible. Damage can still be done to the vital organs, but the technique should be used carefully in battle. The technique uses 10 chakra points per post for a maximum of 10 posts (maximum normally used for medical procedures).
Name: Mystical Palm Technique Canon/Custom: Canon Rank: D, C, B, A Type: Foku: Supplementary 補 Element: Non-Elemental Range: Close (0m ~ 5m) Specialty: Ijutsu Duration: D-8, C-7, B-6, A-5 Cooldown: D-2, C-4, B-6, A-8 Description: This medical ninjutsu allows the user to speed up the body's natural healing process by sending chakra from their hands into a wound or afflicted body part. This allows the user to heal a patient without the need for medical equipment or surgery, making it highly useful on the battlefield. It can be used to treat both external and internal injuries. It is vital to match the amount of chakra used to the severity of the affliction or injury. This requires a great amount of chakra control. Depending on the medical knowledge of the user, they can heal different levels of injuries. Depending on the level the users uses of this jutsu, the costs per post vary.

(This ability of the jutsu is currently unavailable, until it can properly be evaluated into a working system that is considered fair for all uses.) By sending an excess amount of chakra into the patient's body, the user can overload the patient's normal circulation, trapping them in a comatose state. In order to obtain the effect of the comatose on an affected person, at least one rank higher than the needed chakra must be inserted into the body on contact, and will take full effect by the end of the victims next post. The effects of the comatose is a simple knock out that lasts for three rounds. This can only be used with B-Rank or higher, of this technique. When used at the A-rank, it can knock out someone for five rounds. This state can be healed by dispersing the chakra throughout the victims body by a skilled medic.
This process takes one post to do and another to regain functionality. This can only be done once per topic, period.
D-Rank costs 10 on activation and 5(10) per post that it's maintained. Can be used to heal minor injuries and flesh wounds.
Battle Condition Upkeep Cost: All upkeep costs for this jutsu are increased by 5 per post, while in combat, or in close proximity to it.(Topics are require the induction of extreme stress.) This condition can be removed with proper combat training. The user must successfully complete a combat topic, one for each rank, in which they successfully perform the technique. No particular order is required to perform this training. (Meaning you can use B-rank in one topic, then D in another.) Only one can be trained at a time, though you can use more than one in a topic. The first one you use will count towards this training. If you use a rank that you have already trained first, then the next rank used in the topic, that isn't trained is applied instead.
Name: Shunshin no Jutsu (Body Flicker Technique) Canon/Custom: Canon Rank: D Element: Non-Elemental Type: Ninjutsu Range: Close (0m ~ 5m) - Medium (0~10m) Duration: n/a Cooldown: n/a Description: This jutsu requires one hand seal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)
Name: Fukasu no jutsu: Boiled Air 蒸 Canon/Custom: Custom Rank: D Type: Offensive Element: Katon 火 Range: Close (0m ~ 5m) - Medium (0~10m) Specialty: Ninjutsu Duration: Two posts. Cooldown: One post. Description: Tekishi created this technique when he felt as though he needed more offensive capabilities utilizing the Katon element. After performing a few hand seals, he focuses his chakra into the oxygen and hydrogen particles surrounding his opponent (can be entire body or a particular body part) and then heats it up, creating a burning steam. The focus of the chakra is stationary; therefore, a moving target is much harder to hit with this technique. 5 chakra per use. Steam causes first degree burn.

Description: The Searing Scalpel technique allows Tekishi to add the Katon element to the Chakra Scalpel, which causes 3rd degree internal burns to the vital organs/muscles, tendons and bones that are attacked.

C-Rank Jutsu
Name: Water Clone Jutsu Canon/Custom: Canon Rank: C Element: Suiton 水 Type: Ninjutsu Range: Close (0m ~ 5m), Mid (5m ~ 10m) Description: The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water. Like other solid clone techniques, the clones can be used to perform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, as it can not travel very far from the original body. Additionally, water clones only have one-tenth of the original person's power. Like other clone techniques, if the water clones are injured enough they will revert back to normal water. The maximum amount of clones is 6. This clone is destroyed in a single blow, and has a 3 post cooldown.
Name: Hidden Mist Jutsu Canon/Custom: Canon Rank: C Element: Suiton 水 Type: Defensive 守 Range: 10 meters high X 15 meters wide. Specialty: Ninjutsu Duration: 5 Posts Cooldown: 4 posts. Limit of Twice per topic. Description: After completing the required hand signs this technique will allow, the water to be drawn out of the air. This is done by merging the hydrogen particles and the oxygen particles for the user to create a large mist around the area that will limit visibility for up to five feet in front of anyone caught within the mist. The mist is rather large in size, but can be blown away by a strong enough Fuuton technique(B or Higher), and can be partially blown away by smaller ones.
Name: Katon: Hosenka no Jutsu Canon/Custom: Canon Rank: C Element: Katon 火 Type: Ninjutsu Range: Close (0m ~ 5m) - Medium (0~10M) Description: The ninja does the necessary hand seals and then emits a series of small fireballs about as big as softballs. The ninja can also hurl a projectile which is covered in these same flames. To the opponent the attack appears to be only the balls of flame, they do not see the hidden threat within the flames. Meaning that even if the flames are put out, the projectiles still converge on the target. The flames can be used to cover different projectiles like shuriken or kunai. There can be a maximum of 10 fireballs, and each one causes second-degree burns. Cool down four posts.

On an additional note. Nijuunokiken: Double Jeopardy mentions poison, but not what the poison does. Please clarify on this specifically, because as it stands, poison is considered a weapon, and will have to be purchased as one in the weapon shop, after creation and approval.
Mystical Palm Technique: This is a technique with various ranks to it. Therefor, you must pick which rank of the technique you are getting, as each rank counts as a separate jutsu. After you pick, clean it up so that it states the effects of the one rank.
Fukasu no jutsu: Boiled Air: If I'm understanding this technique correctly, it can't miss, which is a no go. In truth, I really don't like this technique at all, because it is a remotely completed, ranged technique. To effect the particles as you are stating in this technique, would require either a kekkei genkai to do so, or a direct means to. Also, such a skill is far too advance for that of D-rank.
Bitaminkajoushou: Hypervitaminosis A: We currently don't have a system for poisons here, though they are more so considered a weapon, rather then a jutsu. Some however, can be created within the body through medical knowledge. How you have this technique described, it is not created in a means in which poison techniques within the medical fiend are used. It is in fact, a weapon. Being so, I would take it out and take the idea to our weapon section.

1) Cleaned up mystical Palm Tech 2) I removed Hypervitaminosis A to post as a weapon, replaced with D ranked Searing Scalpel technique. [side note - i didn't go into the detail of how this poison is made, if that's another thing that must be done just let me know...old site I was on used to be made as jutsu] 3) Added how Boiling Air can be avoided...although it doesn't make sense to me.. if this is a roleplaying site.. why should I give out how the technique can be avoided.. shouldn't my opponent have to figure this out themselves? 4) Edited Hoteru Mesu
The reason you have to give the opponent a way to dodge/escape is because otherwise it would be godmod. Would you like it if someone(Like a Rankujo) used a jutsu that charged the air particles around you to explode without giving you the ability to escape? It's too sure of a hit, each jutsu gives any member the ability to evade- however factors such as SPD, physical handicaps & wounds, etc during battle will affect how well someone can dodge.
To reiterate on what Hisa-chan said about this jutsu, heating up air particles without a direct vector is too advanced for a Genin, as well as would require a KKG for the ability. However if you added a vector such as Katon(Like a flash fire) that would give the jutsu the necessary vector.

Most people believe the visibility of only the opponent is lessened but both visibilities of the fighters take a reduction; therefore, Tekishi created this technique so that any break in the chakra field of the Hidden Mist by the natural chakra signature of his opponent, would allow him to recognize the opponents position and movements during the duration of the technique. - Adds an additional 5 chakra per post to Hidden Mist technique to maintain. - Greatly increases chances of successful ninjutsu, taijutsu and weapon and attacks to administer poisons during the Hidden Mist Technique

Tekishi has acquired the level of mastery with his chakra that he no longer wastes anything. He has also become so understanding and knowledgable of his own chakra pathway and how his body personally reacts to chakra, that he has mastered his proficiency with it. The benefit of this technique as a medical-nin is so that he can have more chakra to heal and protect other shinobi in his squad. This technique cuts all ijutsu chakra costs in half. Upkeeps remain the same. -->For upkeep based techniques, cut the total amount of chakra spent in half and negate the chakra as a one time thing instead of negating the chakra each post.

The essence of the technique is to protect Tekishijin or the group of shinobi / kunoichi he is with from any exterior forces. Particularly this technique is useful because he can utilize the weaknesses and strengths of the elements to his advantage or can be taken advantage of in this same regard. As he acquires more elements through his training he can also utilize those affinities with this technique as well.
This is a pseudo Ijutsu enhanced form, currently we are working on that very jutsu in staff area- so I'm not fond of making a pseudo form.
That doesn't have anything to do with my character and the character development I have going on for myself. I want my character to create a jutsu like this, shouldn't be held up because management is working on one that they are going to put on the board. I've already come up with this since my initial jutsu registration (just removed it to learn it at a later time, which is now).
Mist Tracking
I suggest stating that this jutsu alerts Tekishi of the general direction of the foe. Simply pinpointing someone inside the mist is just too unfair.
The mist is all of Tekishi's chakra, he is able to tell when a body is breaking the chakra cloud he has formed in the fashion of the mist. I will reword it if you want me to; otherwise, I'm working this in to my characters skillset as well in the medic-nin specialty: able to track and sense chakra signatures.
Chakra Efficiency

Will revise into a jutsu that deals with sensing chakra signatures from medical specialty.
Elemental Shield
Make this a specific rank & elaborate on its shape & durability.
Will elaborate on shape and durability; however, I do not want to make it a specific rank. This jutsu was designed to be trainable, so that it can be used against jutsus of various sizes and ranks as well. Just like the Mystical Palm Technique can be trained to heal wounds of various sizes.
