The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Amazing. This place had so much history. Hidden off, away from the outside world. So much unknown to uncover. So many secrets they could have hidden. Even outside the city there had been so much to see. It was easy to tell that something happened out there. There were many signs of struggles. One could see that the land had been molded. It looked like the people of Heiwa had fought someone or something. A civil war? Or was it something else. The reason they had to cloak their village. Some sort of beasts. He figured it wasn't another ninja village. At least not one of the major ones. There probably would've been some sort of news. They also had seemed to be taking volunteers from all villages from what he saw. They came to Shippuu and even picked up a Boufuu ninja. He was a tad worried about why a Boufuu ninja was in their village. The two villages weren't exactly on friendly terms after all. Maybe it would've been better if he had stayed back. He had enough faith in the villagers and those who stayed back. They would be able to protect the village. If they did get in trouble, they would find a way to track him down. He did leave a note after all. Or did he? Shoot. Hopefully he left a note.
So maybe he didn't leave a note. The people were pretty capable. They'd figure out something. Great. Now it was difficult for him to relax on his quick little trip. He was bound to forget about it eventually. Maybe the beautiful church will ease his mind. He wasn't a very religious person but maybe a quick little prayer wouldn't hurt. He didn't quite know what to do or how the locals did it but he assumed it wasn't much different then his own hometown. Get down on your knees and put your hands together? Seemed like the most common way to do it. The people around him will probably tell him if it was wrong or not just by the way they look or don't look at him. Did he really want to do this, though? Almost seemed like a waste of time to him. But it was part of the Heiwagakure experience. So he would approach what looked like an idol of some sort and kneeled down in front of it. Hmm, what came after the kneeling and hands? Guess he just thought of good things? Also, what kind of idol was this? Didn't resemble anything he'd ever seen before. This country was so weird.
At least they made nice chapels. He was happy that he decided to go before it left them again and the land returned to what it use to be. He kind of wanted to help around as well. None of them seemed to recognize him after all. He could probably pull of the small time ninja act. They'd never know the difference between kage and genin. not by looking at him anyways. He wondered how isolated from the rest of the world they really were, though. They didn't seem behind technologically. Perhaps they were actually ahead. He'd never heard of something that could hide an entire ninja village before. Imagine if he set that up for Shippuu. It would probably ruin all there sea trade. The ships would never find the docks, or even the island. That would be no good. Fishermen would also have trouble returning. Even the fish would be confused. There was no way he could pull it off. Would be far too problematic. Way more negatives then positives in the idea.
Yup. This was apparently the highlight of his trip so far. It was nice. Nothing super amazing. Not yet anyways. There was sure to be something in Heiwa that would catch his eye. Perhaps he just wasn't looking hard enough yet. It was definitely a different culture, though. They didn't dress the same as they did back home. He wasn't sure if he liked that or not. He liked Shippuus wear. It was just so well designed for the environment. He also liked the wind. Heiwa seemed to lack that feature. There wasn't even a fourth of the wind that there was in Shippuu, but that was to be expected. It wasn't surrounded by hurricanes, after all. It would have been unfair of him to assume it could match it. It also made him wonder about the village. When it turns invisible, is it like his own jutsu? A large scale manipulation of how light reflects on it? Did they also hide their chakra? To hide the chakra of all the people in the village? Could that even be done? What a feat. It couldn't be like his own jutsu. It would be far too difficult. It would take a few hundred people to keep up, and even then.
No. They had to be doing something else. Using something else besides chakra. Thats what he was assuming anyways. Oh how he wanted to find it. Look for whatever they could be hiding underground. If only he could find away past the gaze of the villagers. Oh but wait! He could. Still. An act of hostility such as that would not do Shippuu any good. They were not in need of more enemies. Of course, conquering this land wouldn't be so bad. He was more than confident that they would be able to pull it off. As long as the other ninja were out of the picture. He didn't want any of the other villages involved, that was for sure. Then again, he was still not sure he wanted to go through with this. He didn't take office to make enemies and forceful take over is not the way to gain the trust of the people. It could end up being far more trouble to maintain and keep in check after they managed to take over. Something else that worried him is what kind of weapons they were hiding. They already have a massive concealment technique, so what else did they have hidden away up their sleeves? Too many risks. He'd just need to look farther.
Saizo stood up from where he was "praying" and looked around. The people didn't look battle hungry or anything. Kind of made him not want to do it, really. In fact, what it did make him want to do is perhaps take advantage of past exploits. There was still an entire village just laying and waiting there. What he would do with it? He'd have to think about that a little bit. Still, he was bound to think of something. It was a giant volcano after all. There was sure to be something he could do with it. Tourist attraction, perhaps? Jump into the searing hot lava of the volcano for a marginal fee? Geothermal energy? Oh the sever lack of allowable ideas. How bored had Saizo truly gotten? Couldn't even enjoy this place without thinking of another. Must be the church vibe. He never did like churches. Never enough action inside them. Not when he is present anyways.
