The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Wind Release: Updraft Canon/Custom: Custom Rank: E Type: Supplementary Element: Wind Range: Self Specialty: Taijutsu Duration: -- Cooldown: 1 Post Description: After focusing chakra into the soles of his/her feet, the user of this jutsu will jump into the air and then, by aiming their feet in a certain direction and releasing wind chakra from their feet rapidly, 'jump' a second time while in mid air. This second jump can only be up to half as high as the user could jump normally. Anyone hit by the jet of air coming from the user's feet will simply feel a slight push against them, nothing serious.
Name: Rope Escape Technique Canon/Custom: Canon Rank: E Type: Supplementary Element: N/A Range: Self Specialty: Ninjutsu Duration: -- Cooldown: 3 Posts Description: The user channels his/her energy into the ropes/chains/bindings that they are being restrained by and loosens them, either by forcing the bindings to stretch/snap or by simply untying/unclasping them. Whatever the case, this basically allows the user to escape any simple bindings that they are stuck in.

This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)

The user can't control the twister after initial attack. The twister is strong enough to rip apart wood. Can be augmented with other jutsu.

Firstly, the opponent's evasion margin is restrained upon seeing the high kick, thus augmenting the chances for the low kick to hit the mark. So originally the high kick is little more than a feint. Each kick leaves behind minor bruises, normally, but the damage is obviously augmented by the user's strength stat.

Name: Willow Walk Canon/Custom: Custom Rank: C Type: Supplementary Element: N/A Range: Close to Mid Specialty: Taijutsu Duration: 3 Posts Cooldown: 4 Posts Description: An ancient technique that tricks the opponent into thinking the user disappears by having the user stay in the opponent's blind spot. First, the user quickly dashes past the opponent, distracting them with either a feinting strike, or by throwing something in their face. Then the user acrobatically stays within the opponent's blind spot, 'dancing in their shadows' as one might put it. This technique is not directly offensive or defensive, and is very difficult to circumvent, since even if you know the user is in your blind spot that doesn't really make them easier to strike. This technique ends the moment the user makes an offensive action, or they allow themselves to be seen. This technique only works on one person at a time, and is easily circumvented by the byakugan and sharingan, or other such techniques.
If the target has a higher speed than the user of this technique, the user becomes much easier to detect, and as such the technique is basically useless. The opponent being faster simply removes the possibility of staying in their blind spot. Alternatively, if the opponent has a speed that is lower than the user's, it becomes much more difficult to detect the user of this technique, which means that without some sort of special doujutsu, or a good enough tactic to route the user of this technique, the user may essentially stay in their blind spot for the entire duration with no worries of being detected by the target.
Name: Katon: Hosenka no Jutsu Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: medium Description: The ninja does the necessary hand seals and then emits a series of small fire balls about as big as soft balls. The ninja can also hurl a projectile which is covered in these same flames. To the opponent the attack appears to be only the balls of flame, they do not see the hidden threat within the flames. Meaning that even if the flames are put out, the projectiles still converge on the target. The flames can be used to cover different projectiles like shuriken or kunai. There can be a maximum of 10 fireballs, and each one causes second-degree burns. Cool down four posts.
Name: Katon: Great Fireball Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 50 feet Description: A technique where chakra kneaded inside the body is converted into fire, and expelled from the mouth in a massive orb of roaring flame. The scope of the attack is altered by controlling the volume of chakra that is mustered. The released flames will engulf their target, and leave a crater on the ground's surface. At its largest, Goukyaku no Jutsu is 10 feet in diameter, and can travel at 30 mph. Four post cooldown.
Name: Fūton: Shinkūha (Wind Release: Vacuum Wave) Canon/Custom: Canon Rank: C-Rank Type: Offensive Element: Fuuton Range: Short to Mid Range Specialty: Ninjutsu Duration: 1 post Cooldown: 4 posts Description: The user takes a deep breath and spins while exhaling, compressing the released air into a solitary blade of wind that covers a substantial area around the user, due to their circular motion. The resulting sharpened blast is large enough to slice through multiple targets located a significant distance from the user, causing grievous injuries to those hit and slicing through wood and weak metals.

Leaf Whirlwind, Shadow Of The Dancing Leaf- I will have to get back to you on these two jutsu. Also, even though Thousand Years of Death is E Rank- I don't suggest using it as an E Rank. E Ranks are intended for non-direct combat purposes.

Aww... Even though it doesn't even really do any damage? Well, it's definitely not worth being a D rank, so I guess I'll just scrap it. Other than those three, the rest are okay though?

Leaf Whirlwind is acceptable, but Shadow Of The Dancing Leaf is derived from the Gates system- being that the user requires 5 times their strength to kick their opponent high into the air.

I understand that, but I actually altered the jutsu slightly so that it wasn't all about kicking the opponent into the air. In fact, it's really only following closely in the opponent's shadow, to remain unseen. Sorry if that wasn't clear enough... Maybe I should change the name, as well?

Well, the way the jutsu is worded is incomplete then, because part of the jutsu is kicking the foe into the air- so please make it custom with another name and specify your jutsu only works on targets who are airborne.
