The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Water Release: Opening of the Pores Canon/Custom: Custom Rank: E Element: Water Release Type: Ninjutsu Range: Self Description: The users increases the production sweat from their glands, causing their body to become hot and sweaty. This has two potential benefits; the first of which is it makes the users body slippery for squeezing into tight places. The second is that the user could possible use their own sweat with a D-Rank or lower Suiton jutsu as the water source.
Name: Oiroke no Jutsu (Sexy Technique) Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; This is an advanced Henge no Jutsu where the user turns themselves into a naked member of the opposite sex. It is often used as a distraction in battle, catching unaware people off guard.. However, while transformed only the user's shape and appearance changes. This technique lasts for 4 posts with a cool down of 2.

Name: Water Release: Tidal Sphere Canon/Custom: Custom Rank: D Type: Supplementary Element: Water Release Range: Long (100 m) Specialty: Ninjutsu Duration: 1 Post Cooldown: 2 Posts Description: The user creates a small sphere of water in their hands. The water reacts to near by chakra sources, parts of it being pulled towards nearby chakra, similar in nature to the Sensing Water Ball. Being made of the users chakra, it doesn't react to the user.
Name: Water Release: Droplet Spear Canon/Custom: Custom Rank: D Type: Offensive Element: Water Release Range: Close to medium range Specialty: Ninjutsu Duration: 1 Post Cooldown: 2 Posts Description: The user creates an orb of water in their hand, which they then thrust forward, cause the water to extend into a spear like extrusion. This spear has mild penetrating powers, and will pierce through unprotected skin, causing mild wounds. Can only be used once per topic without an external water source.
Name: Shunshin no Jutsu (Body Flicker Technique) Canon/Custom: Canon Rank: D Element: N/A Type: Ninjutsu Range: Close to medium range Description: This jutsu requires one handseal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)
Name: Chakra Scalpel Canon/Custom: Canon Rank: D Element: None Type: Ijutsu Range: short Cooldown: 2 posts Description: A more advanced medical jutsu that is used as a blade during surgery, so the skin does not have to be cut, and surgery can be performed simply without having to wait for external wounds to heal after the procedure is over. Used for surgical procedures, however this can be used in battle also. When their charged hands reach the body of their target, they can extend the chakra internally into the targets body to cut and neatly slice their muscles and blood vessels without harming the surface skin. This technique can be used in battle, but because of its hectic nature, the fine precision required for an instant kill is not feasible. Damage can still be done to the vital organs, but the technique should be used carefully in battle. The technique uses 10 chakra points per post for a maximum of 10 posts (maximum normally used for medical procedures).
Name: Mystical Palm Technique Canon/Custom: Canon Rank: D, C, B, A Type: Supplementary Element: N/A Range: Close Specialty: Ijutsu Duration: D-8, C-7, B-6, A-5 Cooldown: D-2, C-4, B-6, A-8 Description: This medical ninjutsu allows the user to speed up the body's natural healing process by sending chakra from their hands into a wound or afflicted body part. This allows the user to heal a patient without the need for medical equipment or surgery, making it highly useful on the battlefield. It can be used to treat both external and internal injuries. It is vital to match the amount of chakra used to the severity of the affliction or injury. This requires a great amount of chakra control. Depending on the medical knowledge of the user, they can heal different levels of injuries. Depending on the level the users uses of this jutsu, the costs per post vary.
(This ability of the jutsu is currently unavailable, until it can properly be evaluated into a working system that is considered fair for all uses.) By sending an excess amount of chakra into the patient's body, the user can overload the patient's normal circulation, trapping them in a comatose state. In order to obtain the effect of the comatose on an affected person, at least one rank higher than the needed chakra must be inserted into the body on contact, and will take full effect by the end of the victims next post. The effects of the comatose is simple a knock out that lasts for three rounds. This can only be used with B-Rank or higher, of this technique. When used at the A-rank, it can knock out someone for five rounds. This state can be healed by dispersing the chakra throughout the victims body by a skilled medic. This process takes one post to do and another to regain functionality. This can only be done once per topic, period.
D-Rank costs 10 on activation and 5(10) per post that it's maintained. Can be used to heal minor injuries and flesh wounds. C-Rank costs 20 on activation and 10(15) per post that it is maintained. Can be used on a wider variety of injuries. Average injuries, lacerations, all averaging about six inches deep. Bruising and smaller burns 1st fist degree burns can also be healed with is rank. B-Rank costs 30 chakra on activation and 15(20) per post that it is maintained. Can be used on more critical or deeper wounds of a max of 10 inches deep, and even minor cases of internal injuries. A-Rank costs 40 chakra on activation and 20(25) per post that it is maintained. Can be used for far serious wounds and life threatening situations. Can be used to heal internal damage to a significant degree, though not completely, as well as all other injuries of a lesser degree. Can not be used to heal bone damage.
Battle Condition Upkeep Cost: All upkeep costs for this jutsu are increased by 5 per post, while in combat, or in close proximity to it.(Topics are require the induction of extreme stress.) This condition can be removed with proper combat training. The user must successfully complete a combat topic, one for each rank, in which they successfully perform the technique. No particular order is required to perform this training. (Meaning you can use B-rank in one topic, then D in another.) Only one can be trained at a time, though you can use more than one in a topic. The first one you use will count towards this training. If you use a rank that you have already trained first, then the next rank used in the topic, that isn't trained is applied instead.
C-Rank
Name: Suiton: Teppōdama (Water Release: Gunshot ) Canon/Custom: Canon Rank: C Type: Offensive Element: Water Release Range: All Ranges (30 meters) Specialty: Ninjutsu Duration: 1 post Cooldown: 4 posts Chakra: 20 Description: The user kneads chakra, and converts it into water, and then spits it out in the form of condensed balls. The high-speed water ball attack that causes bruised bones and potentially torn muscles. While this is a water release technique, it can still be employed someplace where no water is available, which is a great advantage. It is also possible to increase the power of destruction of the spheres themselves by building up the chakra inside of them. The number of bullets is determined while kneading chakra. By taking advantage of gravity, the bullets can brutally increase in power. Each about the size of a softball, shooting at a speed of 45 mph. The effects change when how much chakra is put into it changes.
+5 Softball sized waterballs with Contusions, 5 bullets, +10 Baseball sized waterballs with broken bones and torn tendons, +20 Marble sized waterballs with killing potential.
Name: Hidden Mist Jutsu Canon/Custom: Canon Rank: C Type: Defensive Element: Suiton Range: 10 meters high X 15 meters wide. Specialty: Ninjutsu Duration: 5 Posts Cooldown: 4 posts. Limit of Twice per topic. Description: After completing the required hand signs this technique will allow, the water to be drawn out of the air. This is done by merging the hydrogen particles and the oxygen particles for the user to create a large mist around the area that will limit visibility for up to five feet in front of anyone caught within the mist. The mist is rather large in size, but can be blown away by a strong enough Fuuton technique(B or Higher), and can be partially blown away by smaller ones.

Okay, so you are allowed 2 E Rank jutsu, correct? Well, both of those E Rank jutsu are Academy jutsu, and you get those free anyways. They do not count as your 10 free starter. So think up 2 E Rank jutsu xD
