The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Now I see you're wanting a D-S rank which can be kind of tricky in this clan template sense technically that would take up all your clan jutsu slots however I think it'll be alright unless someone has an issue, We'll see. Also are you positive about giving up your C rank for another D?
Also does your KKG have a certain range? I don't know if I can have you summoning petals from across the planet to come to your aid.
Onward to the jutsu!
Dance of the Rose Petal (Bara no hanabira no mai)
Is there a rough estimate of how many petals make up this field?
Are the petals susceptible to being set on fire?
How deep are these petals cutting? Keep in mind this is a D rank and from what I read the strength isn't increased by Rank.
I'm getting a sort of Byakuya feel from this, can the user control the petals and make them attack a certain object or do they remain inside the radius?
Is it possible for the caster to be injured by this technique?
Petal Ship Docking (Hanabira-sen dokkingu)
So what exactly do the petals do here, they just lay around and attack randomly or attack when the user says so?

Alright I am just going to answer your questions, since I am on phone and get to your opinion.
1.) There will be a rough estimate of how man petals, and I was thinking probably around 300-600 since they are rose petals and pretty small, thus they need to fully form a radius around the user.
2.) Yeah, one of the weaknesses will be that they can be caught on fire, after all they are just normal rose petals.
3.) Your right the strength isn't increased by strength, and neither is the speed. In substitute to this, the range increased. Damage wise how would 1-4 inch cuts sound? I suggest this because they do after all aim for the vital points of the target, causing the paralysis.
4.) Oh god no, they all remain inside the radius and cannot be controlled in anyway then already stated.
5.) Well, since this forms around the user, technically they wouldn't get hurt, BUT to make it fair they have a disadvantage, because they are stuck in that same area without anyway to escape. Unless they used the Petal Ship Docking technique, but even with that they will still most likely suffer the cuts.
For the Petal Ship Docking technique I think you read it wrong. Basically it just creates an area of rose petals beneath the user, the user is then capable of like morphing into this rose petals, being able to appear from hidden locations only within the radius.
