The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.

When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. The cone is five meters long, and five meters wide at the end in every direction, as it gets closer to the mouth it gets thinner. The flames disperse after the initial use, but anything set ablaze by them will still still linger with normal fire being created. (ayatsuru), meaning to manipulate. This character allows a person to manipulate and control their opponent. The effect manifests when the user writes the kanji in the air at the target's direction; at which point, the kanji appears on the recipient's person. That individual then becomes a subject to the user's will. However, it is not absolute, since a person with more chakra than the user can easily dispel this. this kanji can only last for 2 posts, and has a 4 post cooldown. Target must be at max mid range to be effected.
(iwa, rock), This character allows the user to immobilize targets in short range around them, with less strength than the user's level in fuinjustu. effect lasts for 4 posts with a 6 post cool down. Kanji travels up to long range.
(baku, explode), This character causes several explosions that can also be used to dispel clones. The explosions can cause massive craters in the ground, as well as brake bones if a person is hit by one, or nearby one. Any that is nereby an explosion (max 5 meters) will be pushed back 10 meters. Explosions are 5 meters wide, can only have 5 explosions made at once per kanji and the kanji can only travel up to mid range. 1 post duration 3 post cooldown
(hi, fire), This character creates small blaze, and the size may vary, max 10 meters wide, 15 meters long, the kanju can only be sent up to long range and the flames are hot enough to cause 2nd degree burns. Blaze lasts for 3 post, 6 post cooldown. Need fire element
(en, flames), This character creates a large wall of fire to keep the enemies away that is 5 meters tall, and 10 meters wide, the wall can stand up to B rank and below attacks, except for suiton, which is c rank or below. short range. Can be held for 4 posts with a 6 post cool down. If someone were to touch the wall besides the user, they would be inflicted with 2nd degree burns on their skin, and be pushed back several feet. (zan), which comes from the verb 斬る (kiru), meaning to kill with a blade. This character creates several wind blades, about 4 meters long, they can travel up to mid range as high speeds, and cut clean through skin and bone, as well as B rank and below defenses, A rank swords can completely block the blades, and B rank swords can halve the damage and power of the blades. Blades can be controlled for 4 post 6 post cool down. Must have wind element.
(katsu, split), This character causes the ground underneath the target to split open. The split is up to 10 meters in length and width. The kanji can be sent up to long range. 1 post 6 post cooldown.
Name: Heavenly Prison fire sword Canon/Custom: canon Rank: B Type: offensive Element: Katon Range: short to mid Specialty: ninjustu Duration: 5 posts Cooldown: 6 posts Description: The user brings up a large flame in their right hand, which soon after takes the form of a sword that can be a maximum of 55 inches in length and 2 inches in width. If someone is hit by the sword, they will be engulfed in flames. that can cause 2nd degree burns The sword can also easily pierce flesh, and melt through bone give time( contact of one post), if it makes contact with it. C rank and above water techniques can put out the sword. B rank swords can parry the blade at the cost of melting from the intense heat, A rank and above swords can cut through the sword at the cost of being charred and burnt a little, though it will reform instantly one post later.

Name: Fire Release Heavenly Prison Canon/Custom: canon Rank: A Type: supplementary Element: A Range: short Specialty: fuinjustu more specifically Juinjustu Duration: effects of seal last till unsealed Cooldown: 8 posts Description: This is the weaker version of the Great fire Heavenly Prison technique. The ones who are subjected to this technique have a formula applied to them, which will prevent them from moulding chakra and from using techniques. It will also drain them of their chakra at a slow but steady rate about 50 points per post until it reaches 0.
However, for people with high amounts of chakra, such as Jinchuriki, they can still mould chakra and use techniques to a certain extent. The techniques used, however, will be severely hampered, and the seal will cause the user in question intense pain, as though their bodies were on fire; if too much chakra is forced out, the formula will set the victim ablaze. If the ones who have the seal on them leaves a certain radius from the applier ( 1 mile), then it would cause the victims to burst into flames, burning them to ashes. The user can also ignite the seal at their own free will.
Being a fire technique, it cannot work in water, and the victims simply has to submerge themselves in a body of water to use chakra with ease; anyone set aflame by this technique can be saved if water is poured over them. Also, this technique only suppresses normal chakra from within one's body; when enhanced with natural energy gathered externally, one is still able to use chakra. If anyone with the seal applied were able to create a shadow clone, the clone will not bear the seal. The seal will disappear if the user dies, or if some sort of unsealing justu is used, though the rank of that unsealing justu must be A rank or higher. Jinchuriki of jounin rank or ninja of S rank may still mold chakra while this seal is in place, but they cannot use justu above B rank, and the justu they can use will only be half as effective.
Name: Icarus Canon/Custom: Custom Rank: A Type: supplementary Element: Katon Range: all ranges Specialty: Ninjustu Duration: Until cancelled Cooldown: 8 posts Description: The user is able to expel katon chakra from the chakra points on their back in order to form wings made of fire. Each of these wings are naturally 6 meters long, but can be grown to 8 meters, or shrink to 2 meters if the user wishes. They allow the user the ability to fly and levitate from a combination of flapping, thrusts, and using chakra enhanced heat around the wings to help thrust them up and push them around. These wings greatly enhance the user's speed, raising it one rank while active. The user can use the wings to defend against attacks of A ranking or lower, except for suiton, which can only be defended from B rank or lower. The user can shoot small, chakra guided fire balls from the tips of the wings comparable to size of the fire balls used in the Phoenix fire technique , but only a max of 6 per post can be fired, three from each wing. These fireballs can cause massive creators in the ground, and break bones around impacting others. The flames from these balls are incredibly intense, able to cause third decree burns on impact, or burn through near all defenses easily. If anyone besides the user attempts to touch the wings they will be engulfed in intense fire capable of of causing third degree burns.

Hm? Dance of the shikigami isn't listed as a kkg on the wiki. Konan was confirmed to have no bloodline that manipulated paper, she was simply talented in origami and turned it into a fighting style. There is no advanced element named "paper" or paper release in canon to say otherwise.

Juinjusut doesn't require its own specialty, there is nothing different from it than regular fuinjustu, unlike puppetry following under weapon arts, this is the same practice, sealing, and effect. Juinjustu are just fuinjustu used to bring people under the control of another, there isn't really in effect that separates them from normal fuinjustu style.

I see, to make this fair; you can only paralyze one person per use- a skilled shinobi would be able to paralyze all the enemies within their immediate vision: this being said, if you planned to do that, it would cost an additional 10 chakra per target. State this In your description. Also limit the duration to 1 post, being it is a D Rank jutsu.

Remember by our general jutsu rules regarding cooldowns, a B Rank jutsu has a 6 post cooldown- being that it has a 5 post duration, I would bump the cooldown to this to 8 posts. Either that or reduce the duration of this jutsu a bit.

Bluntly put, I do not believe it is fair for a sealing technique to be able to drain an opponent's chakra. I will have to get Eden-chan or Hisa-chan to go over this jutsu.

The issue being that these wings give you a speed boost, while also being able to be used as weapons, while also being able to shoot fireballs... doesn't seem OP? See my point? Take out the fireballs sections if you would.
As a general rule, your cooldowns largely vary for the ranked jutsu; you need to go through your jutsu and make sure they all follow the minimal cooldown requirement per rank. Such as D-2post cooldown, C-4, B-6, A-8 &S-10. Your A Ranks are missing nearly half their cooldown requirement

I do not see the big problem with the seal, many other seals in canon drain chakra it is not a new thing. Seals that need to be placed with contact are usually somewhat strong since the actual reality of making contact with someone in a fight, unless they want to be hit, is generally a lot lower than a projectile base attack, or an attack with a wide range.

Is it possible for the user to anyway to break free of this technique?
Is looking into the eyes the key to using this technique? Or is it activated in multiple ways? If it is the eyes please do make that clear.

I would guess chakra is being exuded from the user and immobilizing the target or targets by binding their bodies with it physically, but it is not much explained upon in the manga or the wiki. I wouldn't really think of this as a genjustu as 1st of all known of the known users had much skill in genjustu anywyas, besides Kaguya, though she most likely excels in all forms of ninja techniques. I would also not call this a genjustu because it is not casting an illusion of any kind, the target feels like they are bound by steel ropes, it doesn't make them see steel ropes, or believe they are there, secondly the justu has no sensory trigger to issue it a genjustu, as it has been known to be cast many different ways. Oroichimaru originally showed it being cast by simply getting near to Anko and performing a half tiger seal, without any need for eye contract or physical touch. Kaguya and Fuka showed the ability to perform the technique by simply looking at their victims, though with Fuka the user felt as if there body was being turned to stone, differing it from Orochimaru's version. Kaguya had tears roll from her eyes as she did the technique and naruto and sasuke simply stopped moving with no other similarities to the other two versions of the technique.

I don't really know what speed system you want me to use for this. I've looked at other peoples' justu pages and found no use of speed comparisons or speed rankings, I've also seen other people with this same technique have the same copy as me, which is taken from the site's canon page. So I don't really know why I am the only person being asked to do this, let alone how to do it anyways lol.

It's really not godmodding since I am not controlling them for no given reason, there are many techniques in naruto that allow a person to control another, many genjusut, puppet achivement with a human body, the yamanaka clan, the nara clan, etc, so I really do not see the big deal. It won't work? I've seen other justu have the same listings for range and get approved just fine, strange. Yes you are reading correctly, I will fix the cooldown, and yes the castor can move once they send the kanji, why would they not?

I won't repeat the range question that I asked before, The explosions happen in radius of the kanji when it stops moving. They would have to be hit by, or nearby the explosion to have a bone broken, added in knock back effect and cooldown.

You say they don't see or believe they're there but they're being bound by literally nothing, they can "feel" steel ropes but nothing is actually there which is a qualification for genjutsu. Anko had the curse mark which probably allowed Orochimaru to immobilize her, looking at your target is a trigger as Itachi or any Sharingan user adept in genjutsu(Sense we're using canon examples) can simply look at an opponent and they're caught.

You wont be the only one subject to the change, the jutsu library will be reviewed and any changes that are made everyone will have to take the updated version into their jutsu registrations, so you'd be saving yourself the trouble by doing this now.
As for how, just simply give it a speed based off MPH but make it seem fitting for its rank, if its too high we'll lower it or too low we'll increase it. Range should be self explanatory.

Genjutsu is a tricky and sensitive case. However they are limited in their own right. Those two canon clans aren't made and probably won't be due to the concept of godmodding in them, if they were they'd be nerfed and supervised severely. The big deal is you're literally taking control and power from ones character and allowing yourself to do whatever you want with them for 5 posts. Honestly there is no means of changing it to roll with this concept, you may have to change it completely to something else, I do apologize.

I'm aware they'd have to be near the explosion but how close? If A was about 5 feet from the explosion while B was 25 feet away would B still get broken bones? Which is why a range is needed.

When I said how quickly it molds, I meant how quickly does it go from being a little flame into a sword but you said the answer, instantaneous. Add it in.
How hot is it? Can't be melting swords instantly if it isn't hot enough.
All further grading on the Temporary paralysis technique can stop at this time since it will likely be removed/banned. The reason being pretty obvious. This will be decided soon.
