I need help making stuff and does my oc have to start out as a genin?

To start off with- you need to read & understand our systems and rules before you attempt to make a character. As for your character itself, we have reached a decent amount of higher-ranked shinobi, so your character will start out as a Genin. Click this link for character creation. Follow that template given in the sticky notes and create your character.
