The Sakurakage trudged through the ice with heavy robes covering his entire body. He was to meet Hyougakure's officials and possibly anyone else if needed be. His mission? To make sure there wasn't any bad blood between the two villages. It was said that the two villages didn't really get soon so well in the past but Kouketsu didn't care about the past, it was Hyougakure that Kouketsu was concerned about. They could still hold a grudge against the Kusa officials and Kou just wanted to let them know that it was out with the old and in with the new in Kusa now. The previous officials were on trial anyways.

Upon reaching the village gates, the young Senju removed his hood to allow the guards who must be atop the giant glacier to see his face. Either they knew him or they didn't, either way Kou was still here to see Hyou officials. Kou walked up to the frozen walls and pulled a Kunai slowly from his side. He then tapped on the ice a bit and chuckled.

"I guess the ice is as solid as it seems. Very intriguing."

Kouketsu looked up at the walls and called out to the guards above.

"I'm here to see Hyougakure's officials. If you didn't know who I was then you're about to find out. I'm the most recent Sakurakage of Kusamuragakure. Nice to meet you all."

The Sakurakage bowed and then awaited for anything to happen. It was rather cold and the winds were harsh as well. He didn't want to be stuck out there forever.

"No way..." Hosi looked down below with much confusion on his face. Right in front of the walls of Hyougagakure was someone who claimed to be the Sakurakage. An infamous Kage  right in front of the village.

Hosi then began to hear many people running from place to place, then messenger birds being released into the village. There was no doubt about it, many of the shinobi guardians where in an uproar from this new surprise. No one would have ever thought that the important leader of a clan would show up alone to a possibly hostile village, not meaning that Hyougagakure was hostile. Either this Kage was a force to reckon, or very idiotic.

While the other ninja's prepared for the worse, Hosi took this chance of to do a few things on his own. First, he began to write a message explaining that a man claiming to be the Sakurakage was at their front gates, then stole one of the thousand snow birds that were being released into the world. He would send this bird to Xavier instead of to the emperors palace, where all the others were going. Then he stole a kunai from an inventory room, which proved hard due to all the shinobi's gearing for war.

When he was sure that he was not caught by anyone for stealing possible war items, he isolated himself in a ghost hallway, one that was not filled with frantic ninjas or flying birds, to put his just-sketched out plan into action. After Plan A, sending a message to Xavier and stealing a Kunai knife, plan B would commence with Hosi transforming himself into the image of a jounin. He would use the ability Henge no Jutsu, a technique he learned from the academy, and he would blend in with the rest of the shinobi; taking on the same appearance as the snow Jounin. He was proven excellent with the Henge no Jutsu by his professor, so there was no way that anyone could know his real appearance, or so he thought.

When he seemed to find the right vessel, he would undertake plan c: meet the "Sakurakage." With little thought or second guessing, Hosi picked the perfect place to jump off out of the glacier inner's, and onto the outer layer of the wall. Choosing this perfect spot, he would pant his feet right on the walls and begin walking on the ice tower. He was not that far from the ground, so walking on the wall to get from top to bottom was not a bad idea.  

His position while walking on the glacier walls, something he was getting quite good at doing, would be right above the Sakurakage's head. The Genin dressed as a jounin would start his run, gaining speed as he moved faster and faster to the Kage's post. Then, when his body was almost close enough for the Kage to hear Hosi's breath, the genin would jump and land right behind the leader of Kusamuragakure.

The Genin/Jounin would feel a horrible pain in his legs, waves of electricity and shock moving to his waist. There would be a small yelp that would come from Hosi's mouth before he would compose himself. When he was ready, he would move his eyes to the Sakurakage and speak.

"Hello! My name is Ho- Hokari, at your service." The Genin/Jounin would give a bow, showing that he respected the Sakurakage, then he would rise and continue his speech. "Excuse our late greeting, you must understand that your showing has caused us a little worries lord Altair."

When you've lived in Hyougagakure for the the majority of your life, you pick up a couple of things and one of those things were that they are an isolated group of people and when you're isolated you rarely expect visits from outsiders, especially those baring high titles. Today apparently was going to be of those 'days'. Xavier would be sitting atop the emperors palace, naturally ofcourse he would be in trouble if he were caught, he was no high ranking official on the political or military side of the scale. He was just another ordinary shinobi, at least that's how he saw himself. Though with the passing of certain events his name was mentioned every so often. He himself he even wondered how it came to be but he could never find the answer. People knew of him and what he had helped to accomplish, though his role was minor gossip would spread like wild fire through the frozen village. Xavier would sigh lightly and stare at the sky as snow would land on his face and melt into his skin as boredom plagued the young shinobi. Though he was maturing in age his mentality still had some what of a child like essence to it, causing him the need to do something to keep himself occupied. He would rise from where he sat, stretch, and yawn before shoving his hand s into his pocket and stare out over the village and as he did he would notice the small bird swooping down. Holding out his finger the bird would land and he would receive the message sent to him by... the Shichiyou Monarch garrison, odd, why would this be sent to him of all people. Finishing the message he would stare at the piece of paper for a second as if he had read it wrong "A kage... From Kusamagakure? What the hell is he doing all the way out here?". It was at that point Xavier would have a bit of a flashback to his and Isais' conversation some time earlier, shaking the thought from his mind he would look over the message once more to make sure he didn't misread it. He pondered if Isais already knew about the situation, and if he did how he planned to handle it; though Kusamagakure were former allies of Hyouga there ties were soon broken the moment the word got out about Tenzou's demise.

Xavier's curiosity would compel him to meet the situation head on, jumping down from the roof of the Palace he would begin to head toward the village gates. On the way there he would stop by the Kage's office and borrow one of the Kage's hats, he was no stranger to playing kage and he was sure Isais wouldn't mind if he did it once more. He made his way toward the monarch, donning the hat and preparing for what was to come, as far as he knew this was all a trap to get inside the village though time would tell. He would reach the monarch in no time and when he had everything was in chaos. Shinobi were running around preparing weapons and launching off multiple carrier pigeons, to the palace no less. Xavier would clear his throat "Enough!" his voice rang across the monarch, allowing those in his presence to hear him. They would all pause what they were doing and look to him, they all knew who he was though they seemed a bit surprised to see him with the kage hat on "what's going on?". Though Xavier was no official people seemed to still look to him for guidance and support and at the moment he was in charge. One shinobi would approach him and begin to explain the situation "Well... there's a guy down there, claiming to be the sakurakage and wishing to see our officials". Xavier would sigh a bit "that's it? why are we all so worked up then?", he would walk past him and look down the monarch at the shinobi and notice there were 2 men instead of just one. Jutting his thumb in there direction he would ask "so who's the other guy? His assistant or something?" they all seemed a bit confused and approached the wall to see what he was talking about. "That's one of ours!!" "what's he doing?!?" "Is he insane?!!!!", the commotion started to rise as the members of the garrison attempted to find out why the hell this shinobi had suddenly decided to approach this foreigner. Xavier would look around at the faces before speaking again "alright enough of this, I'm going down to find out what's up" one of the men would speak up against the idea "but you aren't even an official, you don't really have th-" "Listen he doesn't know that and I've got enough authority alright? just look out for your emperor, he may or may not show up". With that being said Xavier would launch himself off the wall, activating ember meteor as he fell and land behind the Sakurakage and the random Hyougagakure shinobi, his jacket billowing behind him as the wind caught it.

Looking at the both of them he would speak to the Hyougagakurian first "why are you down here? No one gave you permission to engage, you do realize how much trouble you're in right?" before he could respond he would look to the Sakurakage and remain quiet for a few seconds as he analyzed him without making it obvious, he was a senju so he was a bit out of his element though no less a threat. A couple of seconds would pass by before he said anything "and you... You're the presumed Sakurakage I'm guessing? Pleasure to meet you, the name is Xavier, Fubikikage of the Hyougagakure. What brings you to the lands covered in ice you're a bit far from home y'know?". He wouldn't take his eyes off of the man, his presence here was an odd one and until Xavier found out whether or not his intentions were good or bad he was a threat that needed to be dealt with.

Kouketsu gazed at the walls of the mighty Hyougakure ice and sighed a bit. At first it seemed like no one had heard him. He was going to speak up again but then a lot of commotion suddenly sprouted atop the icy walls. Flutters of wings could be heard as multiple birds were let loose, perhaps noting of Kou's arrival. It wasn't every day that a Kage stood at your doorsteps. Normally it wasn't a very good sign. Kou looked up at the blue sky that mixed with the blue hue of the wall. Upon looking up, a Shinobi was revealed. This particular Shinobi strutted down the wall of ice heading straight for Kou. Soon the ninja would pick up pace and end up in a full fledged sprint. Before he could crash into the Sakurakage he jumped behind him, landing his flashy leap.

Kou turned to meet the daring fellow that approached him. Apparently the fall had taken a toll on the lad because he yelped in pain shortly after landing. He should of expected to at least feel the shock of landing on the ice from such a jump like that. The ninja pulled himself together and glanced at the observant Sakurakage. He spoke shortly after announcing that his name was Hokari. There was a bit of hesitance and Kou noted it. He probably wasn't that high of a rank since Jounin were specifically trained for endangering moments. They shouldn't be nervous at times like these. The ninja bowed to the Kage and then composed himself once more only to speak again. This time the ninja called him Altair. Of all the people to be called, this name ticked him off the most.

"I'm not Altair, but thank you," the Kage replied in an annoyed tone. "I would tell you my name but I'd rather not announce myself to members of the Hyougakure village just yet."

The hint of annoyance by being called Altair was all too clear. Altair left Kusa on its own and allowed the council to take over. Being called the name of a previous Kage you despised was like getting the middle finger then being slapped right after. Downright disrespectful. Before he could voice his opinion on being called Altair, another commotion could be heard. The flutter at the top of the walls would stop abruptly and leave silence in its wake. It seemed that someone else had arrived, possibly someone important. Then out of nowhere, a commanding tone could be heard. A simple word, enough. Then nothing else could be heard for the wall was large and Kou didn't have superhuman hearing abilities and couldn't hear that far out.

Peering up, the Kage noticed a head jut out from atop the wall. It bore a hat on top of it, a Kage's hat. More commotion followed. Hand gestures were made and more heads peered over the edge to inspect the situation. Seconds later, another daring shinobi dived off the edge of the wall to meet the two conversing ninja. Kou waited as he finished his leap as well, noting the wind catching the robes the shinobi wore. Immediately the ninja spoke to his comrade, saying he wasn't supposed to be standing there with the Sakurakage and how much trouble he was in.

"Trouble? For wanting to meet another Kage then your own? That sounds a little unfair. I even get excited when visitors arrive at my gates."

The man glanced at Kou as well, becoming silent for a passing moment until he spoke once more.

"Nice to meet you as well Fubikikage. I've come to discuss things with the higher up officials. I hear your village has an emperor as well. Sounds interesting. And yes, I am a ways from home and I hope the visit doesn't take too long."

"So that's how it is?," Hosi thought to himself as he interacted with the Sakurakage. The leaders welcoming demeanor changed  with the mention of the word "Altair." The man showed such detest for the name that he made Hosi believe that he was telling the truth, about the Altair subject only. Before the shrouded genin could say more, he was interrupted by the sudden commotion above, then the drop of an unexpectedly fast ninja.

Xavier landed with grace behind the Sakuragakure, letting the leader know that Hyouga enjoys landing behind their enemies, and making a flashy entrance. Then Xavier looked to towards Hosi and spoke power demanding words,"why are you down here? No one gave you permission to engage, you do realize how much trouble you're in right?"

On the outside Hosi smiled, so wide that his eyes contracted in his socket; but on the inside, Hosi was thinking of new cuss words that would fit Xavier. "I am the one that sent you, bastard! AT LEAST TREAT ME WITH SOME RESPECT!," he thought inside his mind as the Kage and the impersonator spoke. He would remain silent through out the entire time the two conversed, but he did find himself shaking his head up and down in extreme agreement with the Sakurakage's words about him wanting to see another Kage. Anything that would get him into less trouble than he already was in.

As the Sakurakage asked why he was in trouble Xavier would release I slight sigh and return his gaze to him "He's in trouble because in Hyougagakure there are rules and when someone doesn't follow said rules you get in trouble, fairly simple concept. You don't just go tossing yourself off the wall, I'm well aware of the excitement of meeting a foreign kage however rules are rules". Xavier wasn't really one to be all nitty gritty about rules and regulations; however, he was playing as in important role and as such he was going to act accordingly. Xavier would look to Hosi once again, who had a smile plastered all over his face, still unaware of his true identity "next time you decide to go jumping off the wall and leaving your post, at least try and get permission first". With that matter handled Xavier would return his attention to the Sakurakage and smile, attempting to remove any unwanted and negative feelings "What things did you intend to discuss with our officials?" he would completely disregard the bit about the emperor if he wasn't certain of that information than why confirm it? Better to leave him in the dark for the time being. Xavier would look up the wall at the soldiers that stood staring, watching for any signs of a potential confrontation.

The winds would pick up a bit, blowing towards Xavier's back and giving him a bit of a chill. He would look to Hosi again, inspecting him "What was your name again?". Xavier was curious as to which one of the shinobi decided to suddenly leave his post, it was an unexpected occurrence, the majority of these men served under Tenzou to begin with and his discipline was strict so for this to suddenly happen could only be seen as odd. He would await the both of their responses, patiently as the day would drive on.
