The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Kawarimi no Jutsu No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.
Name: Ikimuno Benkuo Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: This technique requires a one post charge of chakra in the throat in order to be activated; Ikimuno Benkuo is an academy level technique which allows human shinobi to communicate with non-human animals as easily as if they were both speaking the same language. This does not allow the user to learn the language of an animal nor does it allow the animal to actually speak, this technique simply takes barks, hisses and other forms of animal noises and translates them into versions that the user is able to completely understand in their head and in turn do the same to animals the user speaks to. Lasts 5 posts with a 2 round cool.

Name: Shunshin no Jutsu (Body Flicker Technique) Canon/Custom: Canon Rank: D Element: N/A Type: Ninjutsu Range: Close to medium range Description: This jutsu requires one handseal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)
Name: Abura no Izumi no Jutsu (Oil Fountain technique) Canon/Custom: Custom Rank: D rank Type: Ninjutsu Element: Katton Range: 10 meters Duration: 1 turn Cooldown: 2 turns Description: This technique takes a single turn to perform. Upon performing the needed handsigns, the user spews a fountain of about a liter of thick highly flammable oil from their mouth. This can easily cover surfaces, and enemies, in a layer. Name: Nan Toreiru no Jutsu (Flame Trail Technique) Canon/Custom: Custom Rank: D rank Type: Offensive Element: Katon Range: Close, within arm's length. Specialty: Ninjutsu Duration: One turn Cooldown: Two turns. Description: After a post of handsigns, the user pulls their non dominant chakra hand away. Their dominant chakra hand (whichever they prefer) will be followed by a trail of flame about two feet long, which suspends itself in the air for a moment before dissipating. If the user's hand stays motionless, it will likely suffer first degree burns. If the opponent is hit with the attack, they will suffer the same.
Name: Mosho no Jutsu (Heat Wave Jutsu) Canon/Custom: Custom Rank: D rank Type: Defensive Element: Katon Range: Wave expands about a meter. Specialty: Ninjutsu Duration: 1 turn Cooldown: Two Turns Description: One turn charge as opposed to hand sign usage. The user forces their chakra out from their lungs in the traditional Katon manifestation, and releases an intense blast of heat capable of stopping thrown projectiles such as Kunai or Shuriken. This will not, however, be powerful enough to stop objects over three feet long, as they will simply be too large and heavy. If a human were hit with the technique, they would likely be caused little more than grave discomfort, and thrown off balance. It produces the same amount of heat as a large bonfire, and would feel like you were standing too close to the fire, and would simply have to move. The technique does not last long enough to cause burns.

Name: Katon: Hosenka no Jutsu Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: medium Description: The ninja does the necessary hand seals and then emits a series of small fire balls about as big as soft balls. The ninja can also hurl a projectile which is covered in these same flames. To the opponent the attack appears to be only the balls of flame, they do not see the hidden threat within the flames. Meaning that even if the flames are put out, the projectiles still converge on the target. The flames can be used to cover different projectiles like shuriken or kunai. There can be a maximum of 10 fireballs, and each one causes second-degree burns. Cool down four posts.
Name: Katon: Great Fireball Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 50 feet Description: A technique where chakra kneaded inside the body is converted into fire, and expelled from the mouth in a massive orb of roaring flame. The scope of the attack is altered by controlling the volume of chakra that is mustered. The released flames will engulf their target, and leave a crater on the ground's surface. At its largest, Goukyaku no Jutsu is 10 feet in diameter, and can travel at 30 mph. Four post cooldown.
Name: Fire Release: Mist Blaze Dance Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 50ft x 50ft x 30ft Description: After performing the necessary hand seals, the user is able to create and blow a flammable gas from their lungs. While this gas is completely harmless other than causing a the affected to become light headed on it own once it comes in contact with fire or spark, the gas ignites into a large fireball. This fire ball is more of an explosion, expanding out ten feet past the gas in every direction. If someone is near the center of the cloud this has the potential to be lethal (more from the force than the heat) but more often than not the effects are full body second degree burns. The user is not affected by the gas cloud in any way except that their vision is impaired like everyone else and if it is set off they are affected like normal. 4 round cool down

For this jutsu, we don't need how many handsign it takes to perform the jutsu, more so we need the amount of posts it will take to perform this jutsu. So switching that up to like '1 post to perform it' or '2 posts to perform' would suffice. The amount of oil that you are spewing out (About a liter, as you said) is fine, but just specify where it will be spewing out (a random spot in the ground? Out of your mouth?) and you'll be fine. Also, I think that second degree burns for a D-Rank jutsu is a bit much, don't you think? Nerf it down to First-Degree burns and we're good.

For The Flare Jutsu, I think it's creative, it's a good jutsu, but again with the post amount as opposed to what handsigns you make. You need to clarify the post amount, while the handsigns aren't necessarily as important.

In this one, same thing, just make it after a post of handsigns, and you'll be fine. However, minimize the damage that this does from Second-Degree burns to First-Degree burns, because it seems like second degree burns may be a bit much for a D-Rank jutsu.

This one seems fine for the most part. Just specify how large the object has to be to not be stopped anymore by your heat wave. Also, what is to happen to someone who gets hit by the blast of heat?

The only issue that I found was that majority of the techniques do not have a specific range. Please go through the techniques that do not and specify how far they can travel, expand, etc.
