The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

This jutsu utilized a large circular seal. The seal prevents things like diseases, bacteria, and other form of sicknesses from entering or exiting the quarantined area. This can then be used for highly accurate incisions necessary for surgeries and anatomical dissections. Unlike regular scalpels, the chakra scalpel can actually make cuts inside the body without actually creating an open wound, limiting the risks of an infection. The chakra scalpel can also be used offensively, although it requires great precision to be effective. Because of this requirement, using the Chakra Scalpel offensively is highly unusual. It can effectively cut muscle tissues and tendons, rendering the target immobile.

An outline of a human body with two large circles at the head and a map of the anatomy are the most predominant features. The medic places his hands in the circles and has the victim lie down. Once chakra is forced through the seal, it configures the chakra to act in a similar fashion to the healing hand technique.

The chakra is also very hot, and is commonly used to cauterize a wound as well. Unfortunately, this jutsu is, at best, a temporary fix and is only suitable to take care of bruises or cuts. Those ninja learn how to reverse jutsu such as the Fleshbinding Technique to cause harm. This jutsu in particular sends out a wave of chakra over the opponent's skin with a touch, causing minor cuts and bruises in a large area. The learning of such techniques is forbidden in most professional academies and frowned upon by most medical nin. The damage is 2x the size of a hand, the cuts are 2 inch deep on various locations of within the "twice the hand size palm" radius. Furthermore, it creates bruises within that radius too.
Name: Numbing Technique [Jinto no Jutsu] Canon/Custom: Custom Rank: D Element: None Type: Medical Ninjutsu Range: Close-range Description: As its name suggests, this jutsu acts as a local anesthetic, numbing the nerves around an area and dulling one's sense of pain. This jutsu is generally proffered to narcotics on the battlefield since it doesn't hinder the mind. This can be used by the user on himself without putting his hand on the certain position. If used on someone else then it must be used as the healing palm.
Name: Poison Isolation Technique [Gekiyaku Kakuzetsu no Jutsu] Canon/Custom: Custom Rank: D Element: None Type: Medical Ninjutsu Range: Close-range Description: This jutsu temporarily prevents the effects of poison by controlling and filtering blood as it moves through the patient's body. After the technique ends, then the poison affects the patient normally.

The chakra causes the release of endorphins and adrenalin, inducing a fight or flight response. This gives the patient a small power boost. The power boost will increase the reflexes, strength and speed to a 150% of the patient's own capabilities. Lasts four posts and has a four post cooldown.
Name: Anatomic Analysis Skill [Kaibougaku Aneraiza no Jutsu] Canon/Custom: Custom Rank: C Element: None Type: Medical Ninjutsu Range: Close-range Description: Requires one post charge. After making physical contact, the user sends weak chakra pulses throughout the body. The chakra has no direction but instead follows along the patient's body normally. The pulses can then be read, giving a detailed analysis of the patient's body. Although performing the actual technique is very easy, reading the feedback is feat only trained professionals can accomplish. Three times per topic use and 4 post cooldown in between.

Name: Healing Wave Technique [Chiyu Shuuha no Jutsu] Canon/Custom: Custom Rank: B Element: None Type: Medical Ninjutsu Range: Mid to Long-range Description: One post charge. While the healing hand technique is the choice of most medical ninja, sometimes the patient simply can't be gotten to in time to be healed. In those instances, this technique is used to heal them from afar. This jutsu focuses chakra into the hands of the user and then projects it towards the patient. While this jutsu is just as efficient at healing as the healing hands technique, this jutsu does cost considerably more chakra. 1st post stops bleeding (closes damages capillaries/veins/arteries 2nd post starts healing muscle tissue 3rd post completes muscle healing and beings surrounding tissue healing 4th post competes tissue healing 5th post strengthens tissue, muscle, and overall injury healing 6th post completes healing completely. This technique can only be used within 35 yards, if the target is even a single inch outside that range, this jutsu dies out. The user has to press both his index fingers together and thumbs together with his palms open. Five post cooldown.
Name: Harvest of Life [Karitoru Itonami no Jutsu] Canon/Custom: Custom Rank: B Element: None Type: Medical Ninjutsu Range: Close-range Description: Considered an abomination of a technique by most in the medical profession, this jutsu uses touch to transmit some of the user's chakra into the victim, after which the chakra seeks out and sucks the energy out of the victim's cells. That energy is transmitted back into the user, were it is used to regenerate his own body. It takes out 20% of the opponent's body and gives it to the user. The opponent would get 20% slower, weaker etc while the user would rejuvenate and heal wounds up to large cuts, open gashes, ripped muscles and gain back some stamina. Five post cooldown.
Name: Physical Transformation Technique [Kenkoubi Henjiru no Jutsu] Canon/Custom: Custom Rank: B Element: None Type: Medical Ninjutsu Range: Close-range Description: This jutsu utilizes an altered form of the Healing Hands Technique to change the patient's appearance. In effect, the user rewrites how the patient is healed, so that he or she is regenerated in a new fashion as to change their physical appearance. Size, skin and hair tone can all be changed, although nothing as drastic such as the addition of limbs can be added, but height and weight can be altered. The changes made by this jutsu are completely real, not illusionary or fake in any way.
Name: Purification technique [Kakusei no jutsu] [Kakusei no jutsu Canon/Custom: Custom Rank: B Element: None Type: Medical Ninjutsu Range: Close-range Description: An advanced medical technique, this jutsu uses the chakra to delve into the patient's body where it freely seeks out, isolates, and removes toxins and other alien forces from the body. The jutsu removes poison and the effect of it.
Name: Tranquilization Technique [Annonbuji no Jutsu] Canon/Custom: Custom Rank: B Element: None Type: Medical Ninjutsu Range: Close-range Description: This jutsu uses chakra to break down the chakra and nervous system temporarily. The breakdown renders the muscles around the area touched unable to move for a short amount of time. To be more precise this actually disables the limb that has been touched.

Name: Chakra Poisoning Technique [Chakra Gekiyaku no Jutsu] Canon/Custom: Custom Rank: A Element: None Type: Medical Ninjutsu Range: Close-range Description: By using a touch as medium, an experienced medical-nin can place some of his or her chakra into the victim. The chakra flows through the victim's inner coil system naturally until he attempts to use his chakra to perform a jutsu. When that happens the user's chakra reacts violently with the victim's, causing a major disruption within the person's body that not only cancels the intended jutsu, but also causes an extreme amount of stress on the victim's body. the effect wears off after ten posts. Lasts six posts and can be used once per topic.
Name: Emergency Provisions Technique [Fuji Junbi no Jusu] Canon/Custom: Custom Rank: A Element: None Type: Medical Ninjutsu Range: Close-range Description: Passive. Many times a medical ninja isn't given enough time to properly heal someone. It's in those cases that this jutsu is used. By forming an extra amount of chakra, the user is able to perform two additional medical jutsu simultaneously. The user can even perform the same medical jutsu twice. Two times per topic use and ten post cooldown.
Name: Strength of my Enemy [Ada Dairiki no Jutsu] Canon/Custom: Custom Rank: A Element: None Type: Medical Ninjutsu Range: Close-range Description: The use of this jutsu is considered taboo to most medical nins. Through physical contact, the user places a small amount of chakra into the victim's body. The chakra seeks out the muscles and takes their energy before returning to the user and using that energy to strengthen his own muscles. In effect, this jutsu saps the strength and physical abilities of the victim and implants it upon the user. The added strength dissipates from the user after a while, but the damage to the victim lasts until he or she rests to regain strength or is healed. Takes away 2/3 of the opponent's strength and gives that to the user.

No, it tells me everything about their conditions. So lets say he got infected by something in his leg and he doesn't know what's going on, I could use this jutsu to determine the what's going on and where. It allows me to read everything in his body for medical purposes.

No limit, if somebody has a broken leg, torn muscles in his neck and an infection somewhere, I can trace it all. Three times per topic sure. What about a four post cooldown?
To keep it consistent with the other C ranks, 4 is fine.

Circle of Regeneration - So this is a more advanced version of the Circle of Restoration I assume. The same rule still applies, and the hair acts as a DNA medium for the jutsu. Since it is higher rank, the same steps apply as previous, only with more proficiency. Reconnects the lost tendons, cartilage, ligaments, and veins that connect the arm VIA joints etc. This step the limb or area has 50% usage due to the DNA medium from the user. Second post, restores muscle tissue at a rapid pace, thus restoring 80% usage and the area. Third post, area is completely healed including internal organs except for the heart. The internal organs other than the heart or lungs can have a stab all the way through from a sword and be repaired but a ruptured organ is still too complex for this stage I would assume.

Not only that, up to what proficiency can it heal? Furthermore it's exactly like the healing hand technique which I'm not sure if we already have registered on the forum but I'd like to use the approved version of that technique if we have it, if not I'll come up with a a healing rate, duration and cooldown. I can't pat their head and change their appearance haha, I need to move my hands over them to change their appearance which means they're either co-operating or they're knocked out. I was planning on using this to change somebody's appearance to make things interesting, or as a punishment when somebody got defeated.

For B Rank, I would say a 35 yards isn't out of the question. However, even a single inch outside that range, this jutsu dies out. In order to keep this justifiable in terms of usage, the user has to press both his index fingers together and thumbs together with his palms open. The 'Circle' area created from where the fingers touch, is where you have to place the one you intend to heal. If your confused, I'll go as far as putting a pic together for you as to what i mean. Lol.

Cellular Degeneration - At A rank, it will be able to cover a large portion of the body in which it touches. I'll go as high as saying a 9 inch x 9 inch areaaround your touch. I'll need to know how deep you intend to let the rotting go into the flesh. At A rank, most likely right to the bone, then I'll need just how bad it reduces the use of the area you infect. Two times per topic. 10 post cooldown. Charge time?
Chakra Poisoning Tech - Even at A rank, for this particular effect, 7 post duration is more suitable. Just like most other A rank jutsu, an S rank technique being used will negate this jutsu, and ONLY an S rank. No other. Twice per topic use, 10 post cooldown. Charge time of two posts for this one inparticular.
Emergency Provision Technique - Looking at this, it compares to using special items to up a jutsu's rank in power. I need some kind of my own clearance. Your saying that you can use a technique twice simultaneoulsy and even bypass cooldown times?
Strength of my enemy - Let's talk numbers. Up to how much using percentages can you remove from your enemy? At A rank, the number can be over 50%, but I need to see where you want it.
Reactive Regeneration - So this is pretty much putting chakra into them to act as a regeneration before hand. I'll need to know up to how severe of wounds it can heal, and if the healing process goes over the coarse of multiple posts. At A rank, damage to even the heart is possible, but not if the heart is completely penetrated. It needs a duration. Only once per topic. I feel also that this made need a multiple topic cooldown due to its power atm. Maybe clearing some things up may change that.

7 Post duration. Two posts? o-o It's just an A-rank tech with an A-rank charge up, right? The Xanadu technique also seals away the primary element with a one post charge up. If it would be negated by a S-ranked the whole idea of the tech would be gone, anything we could do to make it work?

It allows me to perform certain Medical Ninjutsu with one hand instead of two, allowed me to use Healing Palm x2, yes it would cost two times the chakra but also increase the healing speed two times. Makes sense for a S-rank master doctor to have something interesting like that.

Only an equal or higher Ijutsu can negate these effects.

Opponent suddenly has 1/3 strength and I get 2/3 of his strength for a while. Yeah, just an example, the stronger my enemy is the cooler this technique is for me.

At A rank, I still see the user surging an S Rank jutsu through to eliminate the effects. This is your call. Perfection will require it to be S Rank.
