The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

This technique allows the user to use crows and chakra in order to create clones of his/her self. After a crow clone is destroyed, dozens of black crows are dispersed from the clone, but still enables the user to speak through the destroyed clone for as long as there is a crow within the area.All of the clones are of equal stengthas the orginal, can also be used in combination with a genjutsu technique but this technque muct be in effect first. This tech would require a one post charge time to create the clone, multiple charge time can also be done the more charge time taken for the tech eg. two post charge time equals two clones a max of 3 clone can be created so this would require a 3 post charge time. This technique lasts four posts and has a cool down of two posts.

The clone will still require a one post charge to create. Although the anime suggests it takes less chakra, that part of the description is pointless here, bc of the chakra pool. Also, in the anime, to my knowledge, only one crow clone was ever created at a time. Is this jutsu capable of multiple clones?
Name: Lightning Release Armour Canon/Custom:Custom Rank:A Element: Type:Lightning Range:Short Range Description: By wrapping his/her body in a layer of lightning chakra, the user can electrically stimulate his nervous system and speed up his neural synapses to react faster to danger and push his physical prowess to the absolute limit, allowing him/her to gain tremendous raw speed and monstrous power. This armour, combined with kenjutsu, allows A to utilise ninkenjutsu. When using the armour at full power, it makes the tips of his/her hair spikes up. W.ith the addtion if the user has weapons like swords or katanas it makes there fight skill 2X efficent that they were previously
Costs 40 chakra because its an A rank ablity but to go full power requires to use an extra 30 charka.
While using this technique his reflexes are comparable to that of Konoha's Yellow Flash, making it difficult, even for the Sharingan, to keep up with him/her. By combining this armour with the Body Flicker Technique, he/she can even dodge powerful amterasu in a split second and other power attacks.
The armour also increases his defence, drastically reducing, if not completely negating, damage from incoming attacks. In addition, the armour seems to increase his strength, though this could be part of his own natural abilities.
This technique Lasts 10 posts with a cooldown of 8 posts

Name: Raiton: Violent Lightning Dragon Technique Canon/Custom: custom Rank:A Element: Raiton Type:Ninjutsu Range: 0- 30 meters Description: This technique shapes a large amount of ration chakra into several giant, 5 powerful dragons made of ration. These dragons attack at the opponent with great force and speed. If the opponent(s) is hit by one of these dragons, he/she will be dealt with physical damage from the impact of the attack and burn damages from the shock and voltage of the dragon’s raiton. If damage is dealt directly, the dragon has the same force as a bolder being speared right through the opponent with enough force to breaking iron, with the effects of the shocking damage which feels like a spear being pierced right threw the victim. The ideal place to use it is near a body of electricity or lightning, but with this A rank technique being that of a jounin level a ninja can summon up their own raiton to utilize this technique. The amount of raiton used depends on the skill of the ninja using it. The basic, standard size is 30 ft. It can maximize 100 ft if the user is around enough electricity/lightning/or has enough added ration chakra. To increase the size of these dragons to anything past 30 ft will cost an additional 5 points of chakra for every 10 ft increased. Each of these dragons shoots out towards the same or individual targets and can be set to hunt the targets without the micromanagement of the user. These dragons tend to be very violent and vicious. If the user wishes to make the dragons larger than anything passed 60 feet the required handseals will be extended to 2 posts, making them much harder it is to dodge. Any increase in size must be done before the technique is in complete effect. Handseals are obviously required for this technique, and these dragons last five posts and have a cool down of six.

Lightning Dragon - Ok, if you want this, first, go to my tech list and read the description for Water Dragon. Use that system to your best ability to make the description for this one. When you do that, bump and I will take another look.
Still too powerful. Cannot last for five posts, it is a firing jutsu, meaning it goes at its Target once its created. You can only create one, and I need a speed in which it travels to hit its opponent. If you want it to be more than one, than you'll have to have them separate into five dragons, only to meet again at the same point at the same time at the enemy. You can create it up to 100 ft. in length without all the difficulty.
Name: Katon: Haisekishō (Fire Release: Ash Pile Burning) Canon/Custom: Canon Rank: B Element: Katon Type: Ninjutsu Range: Mid Range Description: After handseals, the user releases a cloud of chakra altered gunpowdered ash into the air. While it surrounds the enemy, it leaves them blinded in a smokescreen, but at his ill the user can ignite the ash and cause it to explode. The explosion causes first or second degree burns when it hits the opponent. Though it is powerful, the user must also watch the wind currents and be careful of igniting, incase of blow back.

Well, the one Takeshi has given is the better description and apparently there are now two different versions. Taks version will replace the one you have, and 8,000 ryo will be the new price. However, bc of the confusion set forth, I'm pricing it for you at 6,000 instead of 8,000. You are the only person I will do this for due to pin pointing a mistake. Either Takeshi or myalef will edit the Jutsu in the Canon tech list.

2nd Opinion: I'd have to agree with Dom on this as I find it a bit much. Almost like a summoning of five living dragons covered in lightning with the only downside being you cant ride them.
