The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Mental Communication: One Way Telepathy Canon/Custom: Custom Rank: E Element: N/A Type: Ninjutsu Range: 0-100 yards Description: Passive. This technique's only use is to allow the sole user, Tairyo, to be able to speak directly from his mind into other peoples minds. This requires no charge up or handseals, has no cooldown, and requires no chakra. The mental voice of Tairyo is deep, melodic and a strong bass. It is very calming to hear, but when angry, much like a clap of thunder, sudden loud sound, then ominous quiet. To use in Battle Tairyo must make contact with whomever his wishes to speak with, at which point Tairyo must pay five chakra.
Name: Mental Communication: Two Way Telepathy Canon/Custom: Custom Rank: D Element: N/A Type: Ninjutsu Range: 0-100 yards Description: Passive. This jutsu allows Tairyo to open his mind to those whom he has already spoken to, giving them the ability to talk back to him mentally. This technique can last for the rest of the topic, if ended earlier it requires a five post cooldown. To use in Battle Tairyo must make contact with whomever his wishes to speak with, and they must touch him back, giving up ten chakra, Tairyo paying the difference of five, for activating One Way Telepathy.
Name: Mental Communication: Fear of the Word Canon/Custom: Custom Rank: B Element: N/A Type: Ninjutsu/Fuuinjutsu Range: 0-15yards Description: Requires charge up equal to handseals requirement for B rank jutsu. This jutsu can only be used on those Tairyo has already established Mental Communication: One Way Telepathy with. After charge up is complete A seal is formed inside the victims mind, this seal seeps through the users head, becoming visible on every layer of tissue, even on the skull. This seal activates when a certain trigger word is said, once said, by anyone, the victim becomes so over come by terror of the person who said the word that they are unable to operate properly, they lose control of their bodies, and cannot regain control for the first post, if the victim is of a higher rank they may break free, by expending the same amount of chakra Tairyo used to create this jutsu. They close in on themselves, shaking and crying uncontrollably, while muttering incomprehensibly. They lash out at anyone who gets too near them, attacking viciously, with 2.5x to all combat stats, jutsu power, physical power, stamina, etc. At least once during this period of mental instability they must attack an ally. This lasts for four posts, with a seven post cooldown.

One Way Telepathy - Since you had this on Saga, not much has changed with its use. However, since it apparently needs chakra, in battle, please add that you must touch the person in which you want to communicate with in order to start the jutsu. Still passive, just requiring touch.
Two Way Telepathy - Same thing applies here. Except the person in which you wish to speak to must touch you also, giving up the 10 chakra to do so. Still passive. Just requiring touch.
If you are ok with the battle versions of this jutsu, then say so, and I will price. Also, if you don't want this to apply to casual conversation in a topic, I'm ok with it bc it only complicates a simple talk. However, if a battle were to ensue, then the rules would kick in.
Fear of the Word - This seems more like a fuuinjutsu/genjutsu from how it is described. Looking at it, that would leave an enemy completely numb, and unable to move. You would have to describe further in detail how bad it messes up movement in full. Im not sure because fuuinjutsu is rare on the site, but I believe a 100 yard range is far too much. Fuuinjutsu should have to atleast make contact, but I'm not for certain. If not, only a 15 yard range would suffice. Lastly, the seal needs to be visible.
First two are edited, though if he is already speaking to someone, before battle kicks in, and they are talking back, would they need to pay the chakra again?

I'm saying that if for example, you and I make a bar topic. No chakra needed, its simple telepathy and its ok. HOWEVER, let's say in that same topic, Sesshomaru comes in and starts to attack. Once the topic is in battle mode, then u touch me, and vise versa, to activate it for battle and deduct the chakra. Hope that helped clear it up. If so, edit appropriately.
Fear of the Word - So basically this is now the 'Confusion' spell you see in RPG's and the user attacks an ally? You may want to make it to where there is a MUST attack an ally atleast once after this. Am I correct with my assessment of this?

It says anyone that gets near them. To protect the integrity of the technique, as I said above, it would work like a confusion spell in an RPG, which makes someone attack their ally. Using that knowledge, the enemy in which you use this on must attack an ally atleast ONCE, or if they get within a certain range, the attack on the ally MUST happen. That is based off of you saying they attack anyone who gets near them.
