The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Abilities: The blade is unique in its own, touching either the left or right side of the blade and releasing chakra into it(10%) releases a different ability. The length of the whole blade is 6 feet long. The blade can easily in its normal state can cut through rock in one of its enhanced states it is able to cut through weaker metals. The blade cannot be destroyed due to the fact was created by an unknown source.{It cost 10 chakra per release, and last for 4 post, 6 post cool down}
Effects: Lightning~ Numbs what ever it comes into contact within a 4 inch area for 2 posts. Wind~ 2 inch gashes are created when hit, can damage up to bone strength. Fire~ extreme burns 2nd degree burns, pain renders what ever body part it hits within a 4 by 4 area difficult to move for 1 post.
History: was inside of a crystallized rock atop MT. Hakushin, Nami found a way to free the blade and claimed it as his own Naming it Hakushin's will.

Raiton is a no-no. Nerf it so it says "numb" instead of "paralyzed." Fuuton sounds reasonable - approved. Katon is a little overpowered. Nerf it to "difficulty moving effected area," and then we'll start talking price.
Also, be sure to include the length of the weapon, and the length of the blades.

Thanks for editing that in. Just a couple more things to address and we can go ahead and price.
1. What kind of material can it cut through and block, respectively? Is this weapon indestructable? If not, what kind of force would be required to break it?
2. Due to the unique appearance in addition to the large dimensions of the weapon, do you mind adding in how you transport and attack with the weapon? A seven foot tall weapon is a tad large for a ninja to be touting around with one arm.
