The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Doton: Doryuu Taiga (Earth Release: Earth Flow River) Canon/Custom: Canon Rank: D Element: Doton Type: Ninjutsu Range: N/A Description: After the required handseals, the user turns the ground beneath the target into a river of mud. The river will start under the opponent's feet and will expand for a few meters. The river is three meters wide. If the opponent gets caught in the river, he or she will be stuck, bound by the sticky mud. After the jutsu stops advancing, all that is left is a motionless pool of mud. It cannot uproot trees or affect terrain at a large scale. The cooldown is one post after the technique is used.
Name: Doton: Dochuu Eigyo (Earth Release: Underground Submarine Voyage) Canon/Custom: Canon Rank: D Element: Doton Type: Ninjutsu Range: N/A Description: After the required handseals, the user can sink into the ground and travel through the earth. After the jutsu is used, the user can freely move through the earth. The user must emerge again either the same post or the next one. The opponent can sense the user's location through normal chakra sensing, though it takes a sensor to pinpoint the exact location. The cooldown is one post after the technique is used.

The user performs a powerful, roundhouse kick powerful enough to break the opponent's bones. The cooldown is one post after the technique is used.
Name: Fuuton: Shinkūyaiba (Wind Release: Vacuum Blade) Canon/Custom: Custom Rank: C Element: Fuuton Type: Kenjutsu Range: 0 – 5 Meters Description: This is one Rainen’s signature “Ninkenjutsu” abilities. A jutsu performed without handseals, Rainen channels wind chakra through his scythe and releases It during a slash. This causes a strong, slicing gust of wind in the scythe’s trajectory that will travel forward for 5 meters before diminishing. Its lenght is equal to the width of the slash, although the maximum is three meters. It can inflict deep, painful slashes about ten centimeters deep that are often fatal. It can slash through stone, trees and thin armor, but not through thick metal. The fact that no handseals are required makes this jutsu ideal for close range combat. However, charge posts are required instead of hand seal posts. The cooldown is one post after the technique is used.
Name: Doton: Koku Ude (Earth Release: Stone Arm) Canon/Custom: Custom Rank: C Element: Doton Type: Ninjutsu Range: N/A Description: The user will do the necessary hand seals, and the users hands and lower arms will become covered in a layer of hard rock. The stone arms can be used to defend oneself, and greatly increase the users taijutsu potential. The rock weights hardly anything and can punch through small, D-rank barriers. It can resist damage, but B-rank techniques or C-ranked Raiton techniques can completely negate it. After three posts, the rock will start to crumble and let go. The cooldown is one post after the technique is depleted.
Name: Katon: Ryū Kaengiri (Fire Release: Flame Beheading) Canon/Custom: Canon Rank: C Element: Katon Type: Kenjutsu Range: 0 – 2 Meters Description: This is one Rainen’s signature “Ninkenjutsu” abilities. The user first imbues their blade with fire, before slashing in the direction of the desired enemy, resulting in the creation of large arcs of intense flame that follow the trajectory of the previous swing and advance for five meters. Its lenght is equal to the width of the slash, although the maximum is three meters. The flames are intense enough to cause second-degree burns. The cooldown is one post after the technique is used. Name: Fuuton: Uzumaki Tsurugi (Wind Release: Vortex Cutter) Canon/Custom: Custom Rank: B Element: Fuuton Type: Kenjutsu Range: 0 – 5 Meters Description: This is one Rainen’s signature “Ninkenjutsu” abilities. Rainen channels wind chakra through his scythe and performs a 360 degrees slash, spinning on one foot. The slash is very quick and performed within a second. This whips up a slicing gust of wind that entirely surrounds him like a tornado, leveling anything within five meters of him. Rainen himself is safe inside the eye, which is as big as twice the distance between Rainen and the blade as the whirlwind originates from the scythe's blade. The actual wind is five meters thick and cannot suck people in, only slice. It can slice through trees, rock, flesh and thin armor but no thick metal. Should the opponent manage to get inside the eye, they would be unharmed. But the whirlwind is generated while Rainen performs the spin, so getting in the eye is next to impossible. The whirlwind lasts for about half a second after the spin. The cooldown is two posts after the technique is used.
Name: Kage Bunshin no Jutsu (Shadow Clone Technique) Canon/Custom: Canon Rank: B Element: None Type: Ninjutsu Range: N-A Description: Similar to the Clone Technique, this jutsu creates clones of the user. Unlike the Clone Technique, these clones are actual copies, not illusions. The user's chakra is evenly distributed among every clone, giving each clone an equal fraction of the user's overall power. The clones are capable of performing jutsu on their own and can even bleed, but will usually disperse after one or two solid blows. They can also disperse on their own. The clones will be created in roughly the same condition as the original. The cooldown is two posts after the technique is used.
Name: Fuuton: Harikēn Kama (Wind Release: Hurricane Sickle) Canon/Custom: Custom Rank: A Element: Fuuton Type: Kenjutsu Range: N/A Description: This is one Rainen’s signature “Ninkenjutsu” abilities. Rainen further enhances his scythe with wind chakra. He will allow the chakra-absorbing metal to store wind chakra creating a visible layer of chakra around the scythe, even forming a second blade at the other end of the pole, pointing in the opposite direction of the real blade, allowing Rainen to throw it as a boomerang. The maximum range for this is fifteen meters. The scythe will become so sharp it can slice through the opponent’s weapon if it is A-rank or lower, as well as solid rock and trees. It also gains increased durability, enabling it to resist the Kiba blades and allowing him to block A-rank techniques or up to B-rank lightning techniques with it. With this jutsu active, the cutting power and range of Vacuum Blade is increased. The slash now travels 10 meters forward and can easily slash a human body clad in armor in half. Lasts for five posts. The cooldown is two posts after the technique is depleted
Name: Fuuton: Saikuron Odori (Wind Release: Cyclone Dance) Canon/Custom: Custom Rank: S Element: Fuuton Type: Kenjutsu Range: N/A Description: This technique can only be used while Hurricane Sickle is active. Rainen will start spinning around while unleashing the stored wind energy, causing an actual cyclone, twenty meters thick and fourty meters high, to surround him. He can still move in this form, and the cyclone will travel with him, but because he is spinning and in the middle of a tornado, this technique leaves Rainen virtually blind. Lasts for about twenty seconds. The cyclone can destroy almost anything in its path save for other defensive S-rank techniques. It functions like a normal tornado in that it sucks people who come within 10 meters into it. This can be avoided by focusing chakra on the feet to stick to the ground, although with the tornado's strong suction power it will cost the user alot of chakra to stay on the ground, virtually draining him/her if he stands within ten meters for the full duration, costing him/her 25% of his/her chakra. This is only for the full duration. If one manages to get out of range, the ammount of chakra lost is 3% per second. If a human body gets caught in the tornado it will be sliced into hundreds of pieces in a few seconds. Although most other S-rank techniques cannot pierce it, an S-rank fire technique can set the tornado on fire, making it dangerous for Rainen to keep the tornado active. The cooldown is three posts after the technique is used.

We will focus on the D ranks
Mudflow River: What happens to the opponent? do they slip, fall ect. Please describe what happens to the opponent, as well as how fast the mud river flows, how large it is, and the area it affects.
Submarine Voyage: How fast can you move, after jutsu activation do you need to use the jutsu again after you have already traveled underground? Or is it like you do the jutsu, and for a certain amount of posts you can go in and out of the ground freely? If is please put a duration for this.
Whirlwind: How fast do you spin, if it bits and opponent what happens? What can it break? For example; This kick can: shatter brick, break bones ect. Also mark this as passive as this is a taijutsu skill.

Add a cool down for each jutsu
Midflow river Does it flow like a river? Can it uproot trees? Edit that in and also edit in that if the opponent concentrates chakra into their feet they can stand on the mud.
Submarine Voyage Is there anyway to tell where you are when you are using this jutsu?

Does the wind chakra increase the size of the blade? Which I would do since this is an A rank. What are the kiba blades? It would be best to use jutsu, for example this can last against an S rank jutsu or attack ect. Also does the added wind increase the speed of the slash?
Do remember this is an A rank so if you want to bump it up a tad you can
How far can you throw the scythe forward before it comes back to you? And take out the making of wind slashes because that would make it have more then one jutsu. You can however say that it increases the strength and power of the vacuum blade.
Hurrican Sickle is approved, unless another mod says otherwise
Cyclone dance Use a percent for how drastically your eyesight decreases. How much can this cut into a person? Does the cyclone have the ability to suck people in if their close enough?
Name: Fuuton: Kiyouheikiko (Wind Release: Wind-Enhanced Arsenal) Canon/Custom: Canon Rank: C Element: Fuuton Type: Ninjutsu Range: N/A Description: Requires charge up. This is simply said the ability to enhance standard ninja tools by breathing out wind chakra onto them. Danzo has displayed the ability to do this in his fight with Sasuke. In a kunai’s case, a veil of wind chakra will be formed around the knife. The veil will have the same size and sharpness as your avarage katana, no more no less. Meaning it can cut through flesh and weak armor, but not through trees, rock and other weapons.
If it is used on senbon, the senbon will glow white and gain increased piercing ability, enabling them to go straight through a human body. Their speed will increase to 85 mph and they cannot pierce rock, trees or amor.
Finally, if it is used on a shuriken, it will cause a veil of slicing wind to surround the spinning weapon. The round vail has a diameter of about half a meter. This makes it sharp enough to cut through trees, rock, armor and flesh, as well as extending its range. Speed is increased to 90 mph, and its size also makes it less subtle and easy to predict. Cooldown is two post after it is used.
Name: Doton: Koku Dangan (Earth Release: Rock Bullets) Canon/Custom: Custom Rank: B Element: Doton Type: Ninjutsu Range: 0 – 10 Meters Description: After doing the required handseals, the user will spit small stone bullets from his/her mouth in a machinegun-like fashion. The bullets can pierce through flesh. The stream of bullets will last for about two seconds, and a total of thirty bullets are shot over one post. The spray of bullets only reaches up to five meters. The cooldown is three posts.
Name: Katon: Kimaira En Tanebi Odori (Fire Release: Chimera Flame Ember Dance) Canon/Custom: Custom Rank: B Element: Katon Type: Ninjutsu Range: 5 – 10 Meters Description: After the required hand seals, the user spits out a series of small, football-sized fireballs shaped like dragon heads. The fireballs have homing properties as they bend and curve towards their target, making it hard to dodge. They cannot make sharp curves, so the closer they get to the target, the worse the homing becomes. The fireballs can only track one target at a time. About five fireballs are shot. When they hit something, they will burst into small explosions equal to a paper bomb. They travel at about 85 mph. They can follow the target as long as it is within thirty meters of the user. The cooldown is three posts.

The fireball is about six meters long and four meters tall and has homing properties at it bends and curves towards its target. It trravels at about 100 mph. When it collides with something, the explosion that follows will destroy anything within ten meters. It cannot make sharp curves, so the closer it gets to the target, the worse the homing becomes. It can follow the target as long as it is within thirty meters of the user. The cooldown is five posts.
