The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: Bakusaiga takes on the form of a katana with a unique design. The backside of its blade features various rune-like lines running along it with a beige hilt featuring the same design. This blade is forged from the scales of the steel demon dragon Ryukotsusei and is considered indestructible, the blade feels like it is made of reinforced tempered steel. One of the Ryukotsusei’s abilities is retained in the Bakusaiga. The blade itself is 4 feet 6 inches in length.
Abilities: After the user charges chakra into the weapon for at least three posts they make a slash in the air, this slash leaves behind an energy trail of yellow and green. This powerful blast then explodes outwards, away from the user, at a speed of 25 ft/s, to reach a max distance of ten feet, anything that is touched by this is affected by its full ability. If caught by the energy blast the target loses half of their life force, meaning they are seriously injured with half stats in everything. Anything that an affected target touches for a round after they were hit spreads the effects to that thing whether it be person, weapon, or even just random objects in the area. If this blasts hit inanimate objects it also brings them to half strength, allowing them to be destroyed easier. This half-life effect stays for 5 rounds and is only usable once per topic with a 10 post cooldown initiated in the next topic. The ability costs 50 chakra to use. However if the blade itself is hit with a jutsu of at least B-Rank, the chakra can neutralize the sword’s capability of utilizing this ability, almost as if the sword is protecting itself from overload. This ability once launched, can be negated by a Wind technique of at least B-Rank.
History: This blade was forged out of the scales of the elder dragon Ryukotsusei, the very same dragon that the Banryu was forged out of thus these two are considered brothers by spiritual beings. The ancient samurai who originally used this weapon was known as an infamous tyrant that attempted to take of the Death country and invade the netherworld but was defeated by the guardians of the Xanadu clan and it was left there for decades on end stuck in the skeleton of it's former master, until a wandering merchant that was on his way to auction off his stolen goods in the death village found it and took it with him. No one in the entire country would even look at the blade because they knew where it came from. Disheartened, the merchant traveled across the world looking for someone who would take it off his hands but was always turned down. That is until he found himself in the hidden Hurricane village where a merchant that dealt in the the trading of cursed items found him in the market place. The sword stayed in the store for countless years and eventually the man passed on the store to his son who was not aware of the curses on his inventory. Seiryoku managed to haggle with the shop keeper on the sword to get it at a discounted price and he has kept it on his person ever since.
Can this be healed? If someone were to have a revitalizing tech, which restored energy and such, would it work? And should two people affected touch one another do they lose another half of their life force, making them at 25%?
1: It cannot be healed, but the duration of the weakening only lasts 5 posts, some restoration techniques would take close to that time to charge before use anyway
2: No if 2 objects affected by the ability come in contact they do not half again.
