The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: A basic cloak, nothing more nothing less as far as composition and durability. Its basic color is black since black is what you get when you mix every other color together equally. This cloak also has a hood and mask attached which is able to be pulled up in order to conceal the wearer's features.
Abilities: The rainbow cloak is able to change color at will, nothing more or less. In addition to colors it can take on the form of pattern on its surface, so it could be a solid black garment one second then the next pink with polka dots then black and white stripes. This in no way helps in battle on its own. This ability costs 5 chakra to do the first time but is then free for the rest of the topic.
History: Shitai needed a means of covering himself while away or otherwise doing things that would be best if not seen easily by most people. At first he attempted covering himself with natural camouflage and other things but in the end nothing worked, so he searched through all the old districts of the Sabaku marketplace until he at long last came across an older man who said he had just the thing for him, a cloak that could change color at will. Shitai wasn't sure about this at first but then the old man whispered to him a secret and he was convinced that it would be worth it, he purchased the cloak and got busy causing chaos unseen. With this new item as his disposal Shitai set out to became an even more deadly shadow in the night than he had been before, being unseen he was able to become a more excellent hunter and his reputation grew infamous.

Can the color changing be controlled by the user? Or is it a complete luck of the draw?
