The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Penetrating Ice Drill Canon/Custom: Cannon Rank: 25% of Chakra Element: Ice Type: Ninjutsu Range: 30 feet Description: Using the ice affinity in the Un-Serpent Gauntlets, Raleth will form an ice drill on both his hands by condensing the ice chakra around it. This is the same length as handseals. The drill cover's Raleth's entire forearm and is 6 inches wide at the base, then tapers to a point about 4 inches away from Raleth's fists. The drill is as strong as steel, anything that can break steel can shatter it. A D rank Katon jutsu can melt the drill, and any C rank jutsu can break it. It can penetrate refined leather and clash with steel weapons, but it cannot penetrate any steel nor cut it. If can go up to 2 inches into human flesh. If Raleth adds 20 of his own chakra into it the drill can spin at about 100 rpms, which increases the penetrating power to where it can penetrate 3 cm into steel, or it can be fired off of the arm like a projectile that moves at about 35 mph. It cannot penetrate steel, but it can penetrate an 2 inches into skin and will break apart. Raleth can spin the drill and fire it, in where the drill will move at 40 mph and can penetrate one cm into steel. The drills can last for 4 posts, with a 5 post cooldown. During the time the drills are active, Raleth cannot do any handseals so any jutsu requires handseals cannot be done. Refer to here for the approval of weapon's chakra

Now, since I approved the gauntlets, lets get to work. Will this technique take from the gauntlets' chakra system? Also, if you plan on adding your own chakra to do more, C Rank Chakra cost is twenty, not ten. So you will have to exert 20 chakra.

Ok, well percentages will be a little different than actual chakra number, since it cannot define exactly how much chakra is within them. Therefore, I'm setting the percentage at 25% from the gauntlets.
Lasting for 10 posts is a bit much at this rank. Lasting for 4 posts is probably all you can get.
