The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Extendible steel-woven tail, provides offense by stabbing and defense by rotating around the body in the manner of a tornado. Each notch in between the rope is sharpened and serrated for rapid tearing action on opponents, whereas its tip is as sharp as a razor blade and pierces through things like iron with ease. Can reach up to fifteen feet.

Academy Student: Capability of cutting and slicing skin for deep lacerations (4 inches deep if pierced with tip, 2.5 inches deep if pierced by serrated edges).
Genin: Capability of cutting and slicing skin for deep lacerations (3 inches deep if pierced with tip, 2 inches deep if pierced by serrated edges).
Chunin: Capability of cutting and slicing skin for deep lacerations (2.5 inches deep if pierced with tip, 2 inches deep if pierced by serrated edges).

Name: Right Arm 1A; Cluster Cannon Component (C-Rank Weapon - 10,000 Ryo)
Type: Ranged Weaponry Rank: C Quantity: 1 Description: The hand flips upwards from the wrist, revealing a large cannon. This cannon fires off a spiked ball, roughly the size of a basketball. This ball will then open on command of the user, releasing a large number of smaller spiked balls (3), which can be used to flail around and deal great damage to defenses or limbs.
Components/Limits:
The size of the initial ball is 3' in radial direction.
The size of the 3 released balls are 1' in radial direction.
The initial chain can travel up to twenty feet.

Abilities: Due to pneumatic systems within the arm of Hyperion, this weapon moves fairly quickly and can deal massive concussive damage upon contact, to the point of probably breaking solid rock with ease. Due to increasing chakra channelization throughout techniques, the higher the rank of the shinobi, the more difficult it is to pierce their Earth Release techniques and cause physical harm.
Damage Quality:
Academy Student: Only needs one hit to fracture a limb or cause serious concussive damage. One hit to skull can kill, but only with direct contact being made. Can pierce Earth Release techniques with ease. (E-Rank and Above)

Steel-Woven Tail (B-Rank Weapon - 100,000 Ryo)
Contains a series of chakra replicated body pathway networks which allows the user of Hyperion to channel chakra into either for safekeeping, or to utilize it to boast an electrical current through Lightning Chakra. When this is done, the tail of Hyperion can produce any Lightning jutsu that the user wishes to produce, though the need for handsigns still apply whether to the user or Hyperion, and the jutsu selected maintains the same limitations and capability. This is especially effective when the tail has pierced the opponent and can generate an electrical pulse throughout their body.
This effect generates an electrical discharge which flows from the body of the tail allowing it to affect multiple enemies. When using this attack on a great number of enemies at once, it can effectively double as an instant defense. The body of the person touched by the lightning stimuli, being as though it is inside of their body, will misinterpret the lightning nature as "electrical signals from the nerves", making its muscles contract. This causes the body to involuntarily go stiff, while at the same time receives damage.
However, being as though the tails electrical pathway acts as a machine, and machines do jam up, this requires a dice roll in order to properly influence their opponent. The user must roll a 'Dice'. With a 30% chance of jamming, the equation is as follows.
Dice = #1-100 Success Rate: 70%
0-30 = Fail 31-60 = Success 61-91 = Fail 92 - 99 = Success 100 = Doubled Damage and effect, Machine Overload. If the machine is overloaded, it requires the user to make a 500 W/C repair topic rewiring the chakra pathway systems within the tail. If this is not done, the tail can no longer function as a chakra channelization rod.

Put more detail into the effects of each of the parts of the puppet and the weapon in terms of the damage that can be inflicted. Also, a list should be made of the effects the weapon has on different ranked shinobi.
All good to go, except this: give a list of the effectiveness of the tail for each rank and give percentages for the chance that the raiton abilities will function with the tail due to mechanical jams, etc.
