The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Cooldown: 3 post cooldown Description: Semasu gathers her chakra into her mouth and mixes it with her Doton element, the effects are a burst of thick brown mud from her mouth that falls freely in the direction she casts it. The Mud Wall has no special property, it simply hardens once it lands on the ground. Great for blocking projectiles and diminishing heavy hits/blasts. Objects caught within the mud are stuck once it dries.
Effective against Genin-ranked shinobi
2 D-rank Raiton or 1 C-rank Raiton can destroy the wall

I'm considering this in in WIP state? If so, please put it in a tag in the title like: [WIP] so no one is confused.
Also, since I'm re-doing the entire jutsu libraries, you can have what ever approved CANON jutsu you want BUT once the new versions are uploaded and made public, it'll be down to you to change them to the newly updated versions. If you don't, you may keep the jutsu you have but you cannot use ANY canon jutsu unless it's a newly updated one. This is a just a warning for the future. Since...it's...going to take me....AGES @_@ Just a word of advice :) <3
The E-rank Magnetism needs a limit as to how far away you can be from the metal object. As you do not have the actual element for magnet style, this can only range to about a foot away from you.
The D-rank "Chakra Precision" would only be able to scratch metal as it is stronger than human skin. As for human skin, it can only cut 2 inches into human skin.
The D-rank "Mud Burst" must have a cooldown as it is in fact a jutsu. Also where you say "Great for blocking projectiles and diminishing heavy hits/blasts" this can only be applicable against genin-rank shinobi. Also, state that 2 D-rank raiton or 1 C-rank raiton can destroy the wall.
Raiton: Magnetism - There needs no duration as it is a type of jutsu that is used once at a time. So make the duration 1 post and as it is an E-rank, make the cooldown 1 post as well.
First Aid - Needs a 2 post cooldown.
Mud Burst - Needs a 3 post cooldown since it's a D-rank.

The objects she can magnetize range from a small metal ball the size of a quarter to any sword in average size she holds in her hand. The magnetism stays with the objects even after it leaves her hand and can magnetize up to 4 kunai/shurrican.

I'm going to have to ask this to be a D rank minimum. E ranks have little to no combat capability. Unless you wish to take out the bruising and lower the speed, this technique is higher than acceptable ratings for an E rank.

Specialty: Nintaijutsu Duration: 1 post Cooldown: 4 posts Description: Semasu snaps her fingers and releases eight small orbs from her hand, these orbs are compact and the size in diameter of a quarter. The orbs travel in a straight path from the direction her hand points and explodes on impact with whatever it touches, the explosions are small but potent- capable of inflicting bruises or cracking bones at point blank.
Name: Warui Seishin(Bad Spirit) Canon/Custom: Custom Rank: C Type: Offensive Element: Bakuton Range: on-contact Specialty: Nintaijutsu Duration: Post 1- strike, post 2-detonation Cooldown: 4 posts Description: Semasu strikes her foe with a bolstered physical attack and passes long the "bad spirit" to her foe or object upon contact. The physical strike is strong enough to cause deep bruising; the detonation occurs on the hit area on the second post.
Detonation is strong enough to knock down chuunin or lower, but Spc Jounin & above will only be off-balanced. The detonation itself is small and in the shape of a fist; it causes 2nd degree burns and fair bruising.
If two foes are standing within 5ft of one another, the detonation's "fist" will also punch the 2nd foe- causing 1st degree burns and slight bruising.
Name: Paji(Purge) Canon/Custom: Custom Rank: C Type: Supplementary/Defensive Element: Bakuton Range: 1ft Specialty: Ninjutsu Duration: 1 post Cooldown: 4 posts Description: Semasu releases a sudden burst of explosion in the form of an "aura" that negates small & medium-sized projectiles, as well as C ranked or lower instant justsu(Such as a fireball or a lightning bolt) This is an instant jutsu and only negates the projectiles & instant jutsu within the 1ft proximity. Continuous attacks or barrages(such as a flamethrower or a shower of fireballs) render this jutsu useless except on the initial impact.
Opponents within the proximity of the explosion will be knocked backwards or off-balanced and receive 1st degree burns.
Name: Kuron Bakuhatsu(Exploding clone) Canon/Custom: Custom Rank: B Type: Supplementary/Offensive Element: Bakuton Range: Any Specialty: Ninjutsu Duration: Until destroyed or cancelled. Cooldown: 6 posts Description: Semasu summons up to two independent clones; the clones are capable of basic taijutsu and will explode when damaged, trapped or detonated by Semasu.The explosion is moderate, averaging about 10ft radius in explosion and leaves a small crater in the ground, charring dirt and causing small fire to burnable objects in the surrounding area. Those besides the user close to the explosion will receive 2nd degree burns and may cause the opponent to be very disoriented for two posts.
The clones are capable of taijutsu the same level of Semasu, but no ninjutsu or nintaijutsu.
When exploding, enemies caught in or near the explosion will suffer 2nd degree burns and will be knocked back 10ft.
Name: Ryusei no Nami(Meteor Wave) Canon/Custom: Custom Rank: B Type: Offensive Element: Bakuton Range: 15ft Specialty: Nintaijutsu. Duration: 1 post Cooldown: 6 posts Description: Semasu kneads the volatile chakra in her arms or legs and strikes the ground or objects. The explosion is released through her attack regardless is she strikes anything or not- the ensuing explosion is forced into a frontal or directionally vanward attack depending on the direction of her strike.
Inanimate objects such as grass, small rocks, trees and small buildings are destroyed. A small trench will be dug into the ground where the blast hits; direct impacts will send heavy objects flying if not destroyed.
Opponents in direct contact with this blast will receive 3rd degree burns and be knocked backwards 20ft.
This jutsu can only be used twice per post and maximum of any two limbs, via her two arms, legs or an arm/leg combination.

Sandan(Scatter shot): Cd needs to be increased to a 4 post cd. Otherwise it seems fine.
Paji(Purge): I would like more details for what it does. Also, if it is going to negate jutsu of the same rank, they need to be only projectiles that would hit once on impact. Jutsu that fire multiple waves may be able to make it through. In the example, a move like fireball jutsu would not be able to be completely deflected by such a technique because it is not a typical projectile. It can be a constant flow.
Ryusei no Nami(Meteor Wave): State how many times the effect can occur in total, and if it is restricted per limb. Multiple strikes can be attempted or made within one post, so a cap must be met to prevent abuse.
Other than the changes I have suggested, it seems fine. When fixed I shall look over the jutsu again and suggest any other fixes. Post a bump when changes are made.
Name: Pressure Point of Pain and Death Canon/Custom: Canon Rank: A Type: Supplementary Element: N/A Range: Self Specialty: Ninjutsu Duration: Until out of chakra Cooldown: Once per topic Description: Semasu releases two Tenketsu points at once to greatly bolster her chakra by converting her life force into chakra and allowing her jutsu to be increased by 1 rank and change in appearance. The colored chakra of Semasu become visible to the naked eye and creates an aura around Semasu. Given the volatile type of chakra she possesses, this aura around her causes explosions to anything that comes in contact with it.
Restriction: When using this jutsu, it remains active and drains 20 chakra per post and cannot be turned off until she runs out of chakra. At which point, she passes out from exhaustion.
