The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Bunshin No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: --- Description: Hand Seals; Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance and thus this clone can do absolutely no damage at all in any way. The copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent. As soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. The number of clones able to be produced is determined by the user's rank as follows. D Rank; 2 Clones. C Rank; 3 Clones. B Rank; 4 Clones. A Rank; 5 Clones. S/SS Rank; 6 Clones. 4 round cool down. ------------------------------------------------------------------------- Name: Kawarimi no Jutsu No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic. ------------------------------------------------------------------------- Name: Henge no Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Henge no Jutsu is a ninjutsu technique which every ninja learns at the Ninja Academy. Henge allows the ninja to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. However, while transformed only the user's shape and appearance changes. Meaning that if say the host turns themselves into a sword they won't be able to cut anything unless their body could do so naturally. This technique lasts for 4 posts with a cool down of 2.

Name: The Eternal Eye Canon/Custom: Custom Rank: D Type: Supplementary Element: - Range: - Specialty: Ninjutsu Duration: 1 Post to tell, unlimited for activation. Cooldown: 4 Posts Description: Upon activation the Baruzinga will flair red and will then be able to tell the trajectories of any sort of thing within the users eye sight for a single post. This could be as simply as seeing where a tennis ball would bounce after hitting the ground, or which way a body will move. After the first post the eye loses this ability but throughout retains it's natural abilities. The perception of the clan members eyes were raised to astounding levels. The eye ultimately raises their preciseness, which allows them to hit their mark without worry of missing, and even allows them to do such physical attacks that would be deemed superhuman or nearly impossible. This can range from slicing a number paper tags in half before it has time to detonate, or catching projectiles and weaponry with the tips of their fingers and launching them right back.
Name: Quick Slash Canon/Custom: Custom Rank: D Type: Supplementary Element: - Range: Close Ranged (Depends on length of blade) Specialty: Kenjutsu Duration: 3 Cooldown: 6 Description: Upon the activation of this jutsu the user will go into a state of mind where they can feel objects approaching, from there they will use their clan's finese and speed to slice the objects that come within their range. However this means the user cannot run or tumble away instead they are reduced to a very slow walk as their blade flashes around them in a three hundred and sixty degree dome of protection. The user also channels chakra into their elbows and shoulders for this jutsu allowing the limbs to contort at extremely odd angles.
Name: Hōminguatakku Canon/Custom: Custom Rank: C Type: Offensive Element: Lightning, Wind Range: 0-20 meters from the eye. Specialty: Ninjutsu Duration: - Cooldown: 5 posts Description: Using the Bullseye, the user can also see the paths of chakra that the weapons thrown or fired would take. With this done, the user can shoot or throw any amount of weaponry in their arsenal, and the user can adjust those paths with the eye. This forces the attack to be blocked, as the projectiles will continue to come back at them, even when dodging them the first time. The user can deactivate the target at anytime. If the user wishes, he/she can choose which of their projectiles will go towards the target, and which won't. This happens due to the eye of the Ko-Seido creating a chakra path to a target which causes weaponry to home in on it's frequency much like riding an invisible wave.

Name: Molding in Stone Canon/Custom: Custom Rank: E Type: Supplementary Element: Earth Range: 5 meters Specialty: Ninjutsu Duration: Up to 6 posts Cooldown: 5 posts Description: After forming the hand seals for the technique the user will mold into the stone beneath them under five meters, it also allows them to sense the earth above and around them for about twenty square meters. Of course during the technique they cannot move except to cancel the technique and appear above the surface. Thus the jutsu is only good for ambushes, or hiding.
Name: Charge Bolt Canon/Custom: Custom Rank: B Type: Offense Element: Lightning Range: 5 meters Specialty: Kyujutsu Duration: 1 Post Cooldown: 6 posts Description: The user will infuse lightning onto their arrow or bolt and will then shoot the item. Once shot the user can either keep the jutsu on the bolt increasing it's piercing power so that it will pierce through shielding jutsu of it's rank or the rank above(doton only), or they can have it jump up to five meters from the object to hit a chakra source of their choice(within range). If the second option is done it will parlyze an opponent for a single turn, but render chakra unusable for up to three turns(if user's rank or below, if above the user's rank it will not disrupt their chakra flow).

B-rank jutsu have a minimum of 6 posts for a cooldown, so change that.
Make the duration 1 post as well. All jutsu take at least one post to use.
The E-rank must have a duration - a maximum amount of time the user can be molded with the stone. Make that a maximum of 6 posts for the jutsu to last. Keep in mind that since it is a "duration jutsu," it will cost you 2-3 chakra per turn after activating it. (2-3 chakra because it is an E-rank.)
