The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Personality: Rumi is known as being an all around nice guy. While he isn’t very strong physically, he holds a very large reservoir of strength mentally. He is highly capable of thinking of solutions for almost any problem, no matter the size. Due to his fast-paced brain, and his intelligence, Rumi also bears a bit of an ego. He naturally tends to think of people as not as fast as him, or he is somehow better than them at something. He is somewhat of a goof-off, not taking many things as seriously as they should.
While he is all of these, Rumi is also known to be quiet, and doesn’t really talk much to people. He will if he wants to get to know someone better, but that doesn’t happen very often, and he would rather just keep to himself and either read or sleep. Rumi isn’t much of a fighter, either. He tends to just take the defensive when fighting and try to wear his opponents out, which usually doesn’t work. Sometimes he will take the wuss-route and just abandon the fight altogether.
While he tries to act like it, Rumi doesn’t have a very high sense of morals. He tries to be loyal, and trusting, and patient, but he isn’t able. Rumi succeeds at the patience level, as no one can stay calm longer than him, but he fails horribly at being loyal (Especially to women), and if he sees something more beneficial to himself, Rumi won’t hesitate to take it. He also has a weird thing with people handing him things; he doesn’t like it. Rumi hold a sort of calm aura about him, and tries as much as he can to settle things civilly. Though he does not recognize it, The One-Tail has influenced his personality and life greatly.
Likes: Rumi is a lover of scriptures. He spends large portions of his day reading, while hiding out wherever he can. His infatuation with learning has lead him to read multiple books in a weeks time, and he rarely goes anywhere without a small pocketbook with him. He also enjoys just staring out into nature, observing the wilderness and observing his fellow humans; how they interact, how they behave, everything interests Rumi.
Dislikes: Rumi detests it when someone tells him what to do. He rarely follows anyones direct orders, and his ego kind of sets off when he is told what to do. The only people who can really successfully put Rumi in his place, are his close friends, or a political leader. He also has a dislike for hypocrites(Go figure).
Motivation: Rumis’ motivation isn’t one that is very much different from everyone elses. He is pushed forward by the idea that he can protect those that he loves, wherever they are, and he aims to be able to be one of the strongest ninja in the country. He doesn’t aim to be the strongest ninja, for that is much to cliché and overbearing for him.
Fears: Rumi has an intense fear of truly being someone who isn’t smart. He cannot fathom how there are some people in this world who do not use their brain capacities to their full potential, and he fears he may become someone like that. Rumi also fears heights, and breaking any limbs.
Ichibi no Kamereon
Bloodline Name: Ichibi no Kamereon
Bloodline Ability: The jinchuuriki of the Ichibi has the innate ability to change their skin tone. While this does not seem all that useful, this means that the Ichibi can learn to blend into surroundings more easily to disappear from opponents if they have a calm mind.
At the chakra cloak level, the jinchuuriki can become fully invisible to the naked eye, and can climb trees and other obstacles much more quickly than a ninja using chakra. They are also surrounded with a color-changing chakra aura that matches their own body's color so that it can disappear as well. The user can also see in all directions at once, and the eyes can move independently of one another, making it extremely difficult to catch them off-guard.
At one tail, the jinchuuriki becomes the Ichibi himself, gaining the ability to attack from at least thirty meters with its long tongue. If hit directly by the tongue, the opponent will find themselves stuck in place from the sticky saliva, allowing the Ichibi long enough time to escape the fight. The tongue moves at lightning speed and is difficult to follow except when it hits an object, and it stays still for only a moment. It also gains three horns on its head, which it can use to stab an opponent or knock away B-rank jutsu.

History: The fate of Rumi Kulbhum was sealed from day one. He was born to be used as a container for the One-Tailed Bijuu, and nothing more. His parents had conceived him to protect the city, as if the One-Tail would try to harm them in any way. Regardless, ANBU set out for it, aiming to return with the Bijuu in hand in 9 months time while his parents got to work. While it didn’t take a long time to capture the Ichibi, it took a long time finding the Bijuu. Its constant camouflage made it a very difficult opponent, and it constantly burdened the ANBU into taking extra precautions into finding it.
The One-Tail was eventually captured, after much evade, and eventually attack, and it was brought back to Kusamuragakure. The only problem was that they were two weeks early. While the ANBU had to wait for the Rumis mother to produce a healthy, living child, they kept constant watch over the Bijuu, sealed into a jar. The Bijuu kept unnaturally calm. The guards were surprised by its lack of force against them.
Finally, Rumi had been born, and almost immediately upon his emergence, the One-Tailed was released and immediately sealed into Rumi, the Seal resting peacefully on his right Pec. It was easily hidden on his body whenever he wore a shirt, and he lived almost peacefully without being reminded of it during the day. He lived almost a worry-free life. His parents gave no heed or sign that he was born to be a machine used to kill, used for spying on others, and he was none the wiser. He was never spoken to in his mind, he was never confronted, nothing. No one had even brought up the One-Tailed while in his presence. At the very most, he was mentioned secretly, in the deep hours of the night, or when the parents were at work, far away from their son.
Rumi lived almost normally, people (tried) to treat him normally, he was accepted by the public (As much as any child would), and he had a good attitude. But Rumi was a soft-spoken child, and didn't really like to be around others as much as others enjoyed his company. Rumi constantly left the sanctuary that was him home to delve into the deep and mysterious trees that surrounded Kusa, to read the different literature that the Villages library had to offer. By the time he had reached the age of 10, Rumi had already completed reading the majority of the Villages main library. He began to request books from different libraries throughout the country, his thirst for knowledge never ending.
Rumi went through his childhood, up until his early teenage years like this. He had always been a sort of introvert, and quite shy around people. He never knew of anything wrong with him, and most people were indifferent to him. Not many people showed any sort of emotion to Rumi that displayed anything other than the norm, and if they did, he rarely noticed.
When in class, Rumi was a quiet, attentive student. He was always the one that the teacher would use as a good example, and would often be referred to as a "Teachers Pet." He had never let names mean much to him, so why start now? He continued his intelligent behavior, scoring high in the class when finally graduating the Ninja Academy. He passed with flying colors, except in one area; Fighting. Rumi was never a very accomplished fighter. He would often fall through with his plans of fighting anyone, and he was constantly beaten in games that required physical strength over another person. He had passed as a Genin, but he spent a good while stuck in that stage, not going anywhere in his ninja career.
Rumi was more of a peacemaker than a fighter, and would rather spend his time doing peaceful missions that required no combat, than one that required searching for someone. It wasn't until two years later that Rumi finally entered himself into the Chuunin Exams. He was 16 at the time, not exactly going anywhere with life. He entered it whole-heartedly, not preparing very much for it. When he entered the Exams, he was basically the first Genin to lose. He failed miserably against the other shinobi his age and younger.
This was sort of a wake up call for Rumi, and his current state of physical stature. Rumi began to plan out his big transformation. He planned on getting into peak physical condition, and best everyone that came his way. Unfortunately.... Rumi isn't one for sticking to plans. He is incredibly lazy when it comes to things like this, and he failed to succeed. A year had passed, and Rumi had barely changed in terms of physical condition. And then came time for the Chuunin Exams, and he was much less than prepared. Rumi lost horribly once again, and sulked back into his abode, his ego destroyed.
Once again, Rumi attempted to work on his physical condition, and actually worked hard the coming year, instead of the last one. His body changed, and muscles began to define themselves on his body. He was suddenly a great deal stronger than he was last year. And his chakra proficiency was a ton better than before. He still had a bit of trouble controlling it, but he was better. It wasn't until he repeatedly began checking himself out in the mirror, where he began to gain a bit of an ego, and he began to pay attention to the seal on his chest. He never really knew where it came from, and his awareness began to irritate Rumi that he didn't know.
Then came the Chuunin Exams, the time for Rumi to shine. The third time around, during these fights, Rumi excelled against his opponents. He fought these people easily, his chakra and his muscle overpowering them. Finally, Rumi had succeeded in becoming a Chuunin. He had won. Not only that, but after being promoted, far after everything had died down, Rumi heard a voice in his head, a voice that was far from his own mental voice. Good Job.
Multiple times within the next two years this voice would interject in Rumis mind, giving advice or just giving words of encouragement. RUmi had figured it was just someone playing a childish prank on him, mentioning it to his parents over the table at dinner, laughing. But his parents looked at each other, and began to explain to him that he was in fact a Jinchurriki. It took quite a bit for Rumi to take the news, and finally, on his own, approached the Bijuu that delved in his mind. The Bijuu was timid, its barriers obviously up against any intruders. After three more years, RUmi has slowly been trying to communicate with the Bijuu, but it has barely been responsive, giving quick, one-word answers, other than its usual advice and words of encouragement.
He has been kind enough to lend Rumi some of his knowledge and powers, and has slowly been warming up to the young man. But yet, the One-Tailed Bijuu is a bit hard to get to come out of hiding, as we all know.
RP Sample: Damn, this guy was persistent. Why couldn't he just leave Dachou be? Dachou rolled his eyes, an annoyance clearly evident in the way he slouched his shoulders and his head rolling back lazily. He spun around on his chair, almost like a little kid, and lolled his head back forward.
"The food I can probably handle. Maybe. But yea, I can live with this life. It is of mine destiny, if you will. Do what you want, just don't include me in it."
Dachou stated it quite simply, quite obviously. He made every word perfect, and his eyes pierced straight into Naracas, cutting deep into the existence of his soul. but, if Naraca were to see Dachous striking golden left eye, he was sure to see that his right eye almost looked like it didn't have any pigment in it whatsoever. And that was partially so. His right iris was a very light grey, almost white, while his pupil was deep, dark, and completely contrasted it. It was almost eerie to look at.
From that Naraca may or may not deduce that Dachou was blind in that eye, but what was really the point was figuring out that Dachou was indeed lying. He had been thinking quite constantly on how to escape this prison, but so far, to no avail. But Dachou was a great liar, so how could Naraca figure out his lies, his thoughts, his mind. That was the only thing that Dachou kept hidden from everyone else. He wanted to keep his intelligence to himself. He didn't want to help anyone, to aid people was not Dachou-like in any way. He was a lone wolf.
