The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Since this is focusing more on the sealing part, you'll have to sacrifice the strength of the initial waves. However, I have a question first. Those who are trapped in the orb. Are they able to move within the orb and are they able to escape it? If they can, then there is no need for my first sentence.

Yes, they are able to move and escape from inside the orb, unless they cant swim or have inability to move underwater, but the orb will normally stay where it was placed. The orb is just a big ball of water, not water prision jutsu x 10.

This technique summons multiple chakra chains that can come from any direction or even all directions. They appear out of thin air or from the very ground and move very quick (10 chains at 75 mph), extremely difficult to dodge, especially for the larger targets. They then attach to the users body and usually wrap around. They chains are easily able to restrain even a bijuu-sized creature and several ninja, able to bring them to their knees with the user able to increase and decrease pressure. but the jutsu also has a drawback. Its able to hold a bijuu down for 2 posts at max but is able to hold down regular people for the full duration. Unlike Its superior, this jutsu doesn't bind the user down as well, but the chains are much weaker and far more susceptible to being broken. B to S rank jutsu can break the chains and release the jutsu.

If damage is dealt directly, the dragon has the same force as a spear thrown with enough force to pierce through iron. The ideal place to use it is near a body of water, but if the ninja's skill allows it, it is possible to use it even in a place where there is any water. The amount of water used depends on the skill of the ninja using it. The basic, standard size is 30 ft. It can maximize 100 ft if the user is around enough water. Special Jounin if their primary element is water, can create the dragon without any water around only ONCE. Jounin and up for everyone else still, only ONCE.

A river for Jounin and Special Jounin with primary element being water. Can create at maximum size only once without any water around. The next attempt needs a river.

Cooldown: 3 per topic (Each with individual chakra cost) Description: The sealing formula is used to seal any target into a human body or an object, and is mainly used when a giant enemy or evil spirit needs to be sealed away. To use it, it is necessary for the user to have great ability in seals. (S-Ranks Only) The larger the beasts, the more seals you have to stack up on each other, bijuu take at least two. The beasts or spirit must be restrained before hand. The user is able to stack up most three of the seal, making a 9 symbol seal.

Edited in fixes for all cept 3-Symbols. Well, thing is, each seal costs A-Rank chakra. Meaning three would cost 120 chakra, 2=80, 1=40. I also should have made a table to show how strong each stack is. A bijuu would cost 3 seals, weak spirits would be 1 and everything in between would be 2. If the seal were to be interrupted before the necessary amount is placed, then the the target would break out no problem. Also, if the target for the sealing breaks out of its restraints, then the sealing can't occur.

The primary issue with the 3-symbol seals is that Bijuu sealing is S-rank here. It always has been. We can get that jutsu approved later on when I will unlock the ability to get Bijuu IC. The things you have set for it are fine, but like I said right now, the ability to take Bijuu and seal it in oneself or another IC isn't possible.
However, you can make an inverse of it and make a jutsu that removes the Bijuu from its host and sets it free.You can app it and we can look it over. But for now, this one has to be put on the backburner until we unlock the IC stuff.

This jutsu seems fine, but naturally you seem to have forgotten about clothing & items on the person- describe how exactly this jutsu would affect your apparel.
