The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Spark Canon/Custom: Custom Rank: E Element: Raiton Type: Ninjutsu Range: Touch Description: After performing the appropriate handseals the user releases a bit of raiton chakra into their hand, the built up raiton chakra has enough "power" in order to generate power into things that wouldn't require that much energy to be powered, IE: a flashlight, battery, communication system etc. Has a cooldown of 2 posts between uses.
Name: Bunshin No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance and thus this clone can do absolutely no damage at all in any way. The copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent. As soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. The number of clones able to be produced is determined by the user's rank as follows. D Rank; 2 Clones. C Rank; 3 Clones. B Rank; 4 Clones. A Rank; 5 Clones. S/SS Rank; 6 Clones. 4 round cool down.
Name: Kawarimi no Jutsu No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.
Name: Henge no Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Henge no Jutsu is a ninjutsu technique which every ninja learns at the Ninja Academy. Henge allows the ninja to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. However, while transformed only the user's shape and appearance changes. Meaning that if say the host turns themselves into a sword they won't be able to cut anything unless their body could do so naturally. This technique lasts for 4 posts with a cool down of 2.
Name: Ikimuno Benkuo Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: This technique requires a one post charge of chakra in the throat in order to be activated; Ikimuno Benkuo is an academy level technique which allows human shinobi to communicate with non-human animals as easily as if they were both speaking the same language. This does not allow the user to learn the language of an animal nor does it allow the animal to actually speak, this technique simply takes barks, hisses and other forms of animal noises and translates them into versions that the user is able to completely understand in their head and in turn do the same to animals the user speaks to. Lasts 5 posts with a 2 round cool.

Name: Elemental Blast Canon/Custom: Custom Rank: D Type: Ninjutsu Element: User's Primary or Secondary Range: 20 ft Specialty: KKG Duration: 1 Post Cooldown: 3 Posts Description: After completing their handseals, the user engulfs their hands in their desired element, after choosing a target the user will launch the element at the target at about a speed of about 15 mph. The base of the attack shall knock the target back 7 ft and dependent upon the element used, the attack and results shall vary. Katon(Fire) shall launch a stream of fire about 3ft in diameter at the target, if direct contact is made the area hit shall receive 1st degree burns. Raiton(Lightning) shall launch a bolt of lightning about 2inches in diameter, if direct contact is made the area hit shall receive 1st degree electrical burns and numbness. Suiton(Water) shall launch a stream of water about 3ft in diameter, if direct contact is made the area shall be knocked back an extra 4ft with the force being the equivalent of being hit by a moving car. Doton(Earth) shall launch a stream of 55 rock shards at the target each about 3 inches in width and 6 inches in length, if direct contact is made the shards shall pierce 3 inches into the skin. Fuuton(Wind) shall launch a crescent wave the same size as the user at the target, if direct contact is made the wave can cause 5, 3 inch deep incises in the skin. ----------------------------------------------- Name: Shunshin no Jutsu (Body Flicker Technique) Canon/Custom: Canon Rank: D Type: Ninjutsu Element: N/A Range: 0-2 miles Specialty: Supplementary Duration: N/A Cooldown: N/A Description: This jutsu requires one handseal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic) ------------------------------------------------------------- Name: Suiton: Gunshot Technique Canon/Custom: Canon Rank: D Type: Ninjutsu Element: Suiton Range: 30 meters Specialty: N/A Duration: N/A Cooldown: 3 posts Description: The user kneads chakra, and converts it into water, and then spits it out in the form of condensed balls. The high-speed waterball attack possesses enough power to considerably injure an opponent.. While this is a water release technique, it can still be employed someplace where no water is available, which is a great advantage. It's also possible to increase the power of destruction of the balls themselves by building up the chakra inside of them. The number of bullets is determined while kneading chakra. By taking advantage of gravity, the bullets can brutally increase in power. Each about the size of a softball, shooting at a speed of 65 mph. The effects change when how much chakra is put into it changes. As follows: 10 chakra: Softball sized waterballs, Contusions, 5 'bullets'. This jutsu has a 3 post cooldown.

The depending on the element used the results of the jutsu shall vary. Katon element causes the attacks to cause 1st degree burns upon the first hit, if hit in the same area again thereafter the burn shall move onto the 2nd degree. Raiton element causes the attacks to cause 1st degree electrical burns and slight numbness upon the first hit, if hit in the same area again thereafter the area shall go into paralysis for 2 posts. Suiton element causes the attack range of the user to increase by 6 inches Fuuton element causes the user's attacks to become 1 rank faster. Doton element causes the user's attacks to become more powerful by 1 rank. Fuuton element causes the attacks to cause 4inch deep incises in the area hit.
