Before you think I am asking for more jutsu: no. Just a different allotment of them.
Currently, the list of starting jutsu looks like this:
Genin: 2 E-ranks, 5 D-ranks, 3 C-ranks
Chuunin: 2 E-ranks, 4 D-ranks, 4 C-ranks
Special Jounin: 2 E-ranks, 3 D-ranks, 3 C-ranks, 2 B-ranks
Jounin: 2 E-ranks, 2 D-ranks, 2 C-ranks, 2 B-ranks, 2 A-ranks
However, Genin have 5 D-Ranks while Chuunin only have 4, Spec. Jounin have 3, and Jounin have 2. This being said, the higher ranks currently have no choice but accept the 2 D-Ranks and move on.
So my suggestion is this: People of a higher rank should have their final jutsu rank (for jounin that is A, for Chuunin that is B, and so on) the maximum for that rank. So Jounin could never have more than 2 A-Ranks, and Spec. Jounin could never have more than 1 A-Rank. However, LOWER ranks should offer more flexibility. If for example, Jounin wants to have 5 D-Ranks like a Genin, they should be allowed, however they only have 5 of their total jutsu left. And each rank above Genin offers one more jutsu than Genin in each category, NEVER exceeding a total of 10. This example can be applied to any rank or jutsu as well.
My reasoning is as follows: not every Ninja of the same rank has the EXACT same number of jutsu in each stat, and some quite simply CANT have that number unless they use something custom. (don't believe there are any Canon C or D rank Lightning Jutsu, though I could easily be proven wrong). Besides, if people want to have less of a higher rank and more of a lower rank, why should that not be allowed? And if someone could start at Chuunin and have more jutsu of a certain rank than a Jounin does, how does that make any sense?
My recommended system:
Genin may have 2 E-Ranks, 5 D-Ranks, and 3 C-Ranks
Chuunin can have up to 3 E-Ranks, 6 D-Ranks, 4 C-Ranks, and 1 B-Rank
Spec Jounin can have up to 4 E-Ranks, 7 D-Ranks, 5 C-Ranks, 2 B-Ranks, and 1 A-rank
Jounin can have up to 5 E-Ranks, 8 D-Ranks, 6 C-Ranks, 3 B-Ranks, and 2 A-Ranks
When you first look at this, you will simply say "what the fudge Moku, no, that's way too many jutsu." However, the maximum rule of 10 still stands, SO: can a Jounin take 8 D-Ranks? Sure. However they can only take a total of 2 more jutsu. I apologize for the terribad paragraph on what I was suggesting above, that's just the way my mind works... billions of things at once. Anyways, remember... NO MATTER WHAT RANK YOU ARE, THE MAXIMUM AMOUNT OF JUTSU IS TEN.
One final note: if you guys don't like this, make suggestions for things to change instead of simply saying no. Maybe we can come up with a solution together. Also, before you yell about the Spec. Jounin having an A-Rank slot: remember, Spec. Jounin are said to be Jounin level in some aspects but lack the other needed skills to be a full Jounin.
