The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Vocalism Canon/Custom: Custom Rank: D Element: None Type: Genjutsu Range: If the opponent hears her voice they fall to this spell. Description: Allows the user to focus their mind and create a minor illusion that can be escaped through any person with Kai. This illusion is focused on the eyes and is meant to have the target see only forest, desert, waters, or other things all around him/her that goes on until canceled out. During this time the opponent can visually see Sakurai or any one else for this matter. Yet the background can change to anything in which it causes the distraught feeling of distress. Name: Senbon Taitoku Stance Canon/Custom: Custom Rank: D Element: None Type: Taijutsu (Weapons) Range: Stance Description: Holding the senbon between knuckles but also holding their wrist back and the senbon farther up then most senbon users hold it. This adds to power and accuracy and allows the "Senbon Taitoku" to master their craft. (Must be activated to allow any other Senbon Taitoku attack to be performed)
Name: Senbon Sogekihei (Senbon Sharpshooter) Canon/Custom: Custom Rank: D Element: None Type: Taijutsu (Weapons) Range: 20 meters Description: Using a flick of the wrist this silent technique can send a senbon soaring in. This does more damage than a random throw with the senbon and can add hit certain points slowing enemies down more then most believe possible with a single senbon. (They slow down by 5% each time hit with this tech. The single senbon can fly twenty miles an hour.)
Effect: Throwing a single senbon from far away with extreme accuracy the user can penetrate certain parts of the anatomy that they learn in their training of this jutsu. By hitting these they can slow enemies down with a single throw, or even do minor damage from far away.

Name: Sanjuu Senbon Tosu (Triple Senbon Throw) Canon/Custom: Custom Rank: C Element: None Type: Taijutsu (Weapons) Range: 10 meters (Beyond 10 meters the shot becomes inaccurate.) Description: The user holds three senbon at once with one hand and throws them very accurately no matter how little set up time for the throw. The user can be very accurate and powerful causing minor injuries. This technique can hit a squirrel's head accurately and with out mistake. Any smaller and the user will have to come closer to be accurate.
Name: Vocalism Lv.2 Canon/Custom: Custom Rank: C Element: None Type: Genjutsu Range: Hear shot range Description: With just her voice being heard the effects of Vocalism start up but are even more difficult to be rid of. This one also has the target think they are feeling the actual temperature and climate of the area that their illusion is of. Active for one post. (2 post generate and only used once in a thread)
Name: Senbon Aikuchi Jutsu (Literally Senbon Dagger Technique) Canon/Custom: Custom Rank: C Element: None Type: Taijutsu (Weapons) Range: Close Description: Using the gloves of their Style they can slash with three senbon in each hand and cause minor damages by hitting accurately with the tips of the Senbon. This is good for when the foe has gotten too close to throw and thinks they have a close range advantage.
From close range using the gloves of the Senbon Taitoku the user can effectively slash with the senbon as if they were blades. Doing close range damage, while not very damaging it is still useful for when a Senbon Taitoku is close to a foe and can not throw.
Name: Vocalism Lv.3 Canon/Custom: Custom Rank: B Element: None Type: Genjutsu Range: 20 meters with a whisper and 35 meters of a yell Description: Now it is the perfect Genjutsu trap that still takes a B-rank Kai to break as all the effects of the other two levels of Vocalism as she will have then used this to have them feel, smell, and see as though they are in the illusion and were transfered to that illusion spot. 2 posts active. Name: Koushou Senbon Sogekihei (Advanced Senbon Sharpshooter) Canon/Custom: Custom Rank: B Element: None Type: Taijutsu (Weapons) Range: 30 meters Description: Throwing a single senbon from insane distances the user can hit major arteries and vital organs with a single throw doing devastating amounts of damage. (Harsh Damage) The senbon travels three times faster than the D-Rank's Senbon Sharpshooter technique so it can travel up to sixty miles an hour.

Vocalism is active for two posts? Make it one post. Not being able to see anyone or anything but the background is extremely debilitating for a D-rank.
Judo Knowledge: I'm not allowing the speed increase, nor the knowledge of an opponent's moves before they make them.
The Hiten Mitsurugi Ryu is just confusing... You can draw a sword swiftly, then use the air currents from the quick drawing to draw your sword even more quickly? Do you draw-sheathe-quickdraw? Also, because it uses air currents (which would not exist at any speed in a sheathe), this jutsu requires Fuuton...
Battojutsu: Fuuton again. Also, I'll need to know the speed the sword is actually moving, and how a vaccuum can cut...
Vocalism 2: I'm denying this one, because your target doesn't even have to actually hear it to be affected by it, apparently. Again, only allowing it to be active for one post. Any longer, and it would be extremely debilitating.
Judo Strangle Hold is denied... Making your arms rubber-like would break the bones in your arms, unless you're that ninja from the Chuunin Exams.
A B-rank genjutsu that requires an A-rank Kai? Denied. I will allow this one to last two posts, however.
How do you ignite a slash? A fire requires oxygen, some kind of spark, and fuel to feed off of. Unless your sword is made of very dry wood, you can't even ignite your own sword. What are the effects of the blast made by the sword?
An increase of five times normal is not allowed for anything below S-rank unless it has a huge drawback. As it is, Judo Mastery is denied.
I don't see any need for a charge to put senbon between your fingers. Approved after that edit is made.
How much is a person slowed down by this technique? How quickly can the senbon move? Again, I see no need for a charge-up or cooldown unless chakra is involved.
Triple Senbon Throw: How small a target can you hit, and from how far away? At what range does the throw become inaccurate?

So in all it is three techs all together.) Description: The practitioner is put through a series of rigorous repetitive movements to improve their ability to reflexively react to attacks by evading or deflecting/blocking with their sword. As they develop their training, their speed and reflexes slowly increase.
D-Rank: Improves evasive and deflection/blocking skill marginally. [Having a fourth the rank the user is reflex added that would make you not quite evenly match to the rank above theirs but they end up having an upper hand against their own rank] C-Rank: Improves evasive and deflection/blocking skill slightly. [Now they match the reflexes of the rank above the user] B-Rank: Improves evasive and deflection/blocking skill moderately. [Now having the upper hand of the rank above the user but not completely having the reflexes to match two ranks above the user themselves]
