The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

It developed after the loss of Emily, Kai's former love. She was struck down rather unjustly and the memory of her still haunts him today. Literally. From time to time Kai will see visions of his lost companion, and friend. When this happens, his body has learned to detach itself from his conscious mind, and allow the subconscious to take over. Meaning very simply, that when having these "Visions." he might very well still be walking around, shopping, or other wise doing exactly what he was doing before the vision stuck him. Only without morals or reason having any shred of appearance. O_O.

Name:Fuuton: Air Pocket Technique Canon/Custom:Custom Rank:D Type:Supplementary Element:Fuuton Range:None Specialty:Ninjutsu Duration: Up to 5 posts Cooldown: 2 Description: This jutsu has a wide variety of uses, though is primarily used for espionage. Using futon to control and collect air around one's face, oxygen is collected around the nose, mouth, and chin area. Though normally not visible to the naked eye. Certain Doujutsu would be capable of detecting the use of this ability. Like wise, if the user is viewed while underwater, it would appear as a pocket of air, held in place unnaturally around their face. This jutsu allows one to store, and use breathable air. Though, normally it's only convenient to store up to about 5 breaths. And large gasps of air would take 2 from what would be a normal ration. The jutsu itself, can allow a person to wait underwater for extended periods of time, serving an oxygen supply, and can also be used to breath in otherwise places with contaminated air. To resupply the "Pocket" one needs to be in an area with fresh, breathable air and as a last note; it is possible to resupply each breath as it's taken, so long as you are in an open air environment.
Name:Katon: Blowing Smoke Technique Canon/Custom:Custom Rank:D Type:Supplementary Element:Katon Range: Medium Specialty:Ninjutsu Duration: Up to 5 posts Cooldown: 2 Description: No, this has nothing to do with telling a lie. At least not on the surface of it anyway. Perhaps as a mean to escape a lie, but that's entirely beside the point. The user will first take a large breath of air, which mixes with chakra to become a thick black smoke. Upon exhalation, the smoke erupts, and if done well can be blow out quite some distance(see: Range). The amount of smoke when performed with a full breath of air is enough to completely engulf a small clearing. So a SMALL battle field would quickly become a zero visibility area. Being that it does take on the properties of it has the tendency to "sting" a persons eyes should it come in direct contact with them. In the case that the smoke might be blown directly into the eyes, it could even cause lasting damage to the eyes left untreated. This makes Doujutsu hard to use within the smoke. Because although seeing through it would not be much of a problem, keeping one's precious eyes open within the smoke can become dangerous. Though fighting is still possible, in most cases this jutsu is used as a means of escape, and more or less makes "Smoke bombs," look like a child's play thing.

Name: Katon: Hosenka no Jutsu Canon/Custom: Canon Rank: C Type: Offensive Element: Katon Range: Medium Specialty:Ninjutsu Duration: 1 Post Cooldown: 4 posts Description: The ninja does the necessary hand seals and then emits a series of small fire balls about as big as soft balls. The ninja can also hurl a projectile which is covered in these same flames. To the opponent the attack appears to be only the balls of flame, they do not see the hidden threat within the flames. Meaning that even if the flames are put out, the projectiles still converge on the target. The flames can be used to cover different projectiles like shuriken or kunai. There can be a maximum of 10 fireballs, and each one causes second-degree burns.
Name: Wind Release: Air Bullets Canon/Custom: Canon Rank: C-Rank Type: Offensive Element: Fuuton Range: All Ranges Specialty: Ninjutsu Duration: 1 post Cooldown: 4 posts Description: This technique shoots multiple bullets of air at the victim with intense speed. The bullets also have great power, able to crush boulders. Can fire 5 bullets during duration.

Name: Rising Sun Technique Canon/Custom: Custom Rank: B Rank Type: Offensive Element: None Range: Arms Length Specialty: Taijutsu Duration: 1 post Cooldown: 6 posts Description: This move is more a counter offensive, than an all out assault. The user will wait, and take a comfortable fighting stand, based on their own individual fighting styles. Upon assault from any form of close range attack, preferably taijutsu, the user will attempt to block the attack, and immediately perform a counter strike. Of note, is the ability to block said incoming attack, or not. Should the attack have any supplementary effects that go unwarranted they would still by pass the initial rudimentary block. Unless acted upon by some other means. Once the one coming attack has been deflected with the lead arm, the opposite arm will rise in an upper cut like fashion. To increase the force behind the punch, the user pivots their body, and feet into the attack, throwing their weight upward and ultimately leaping off the ground. This twisting motion, digs the fist into the surface it strikes, and the no holds bared leap into the attack, assures that all of the available force is send THROUGH the opponent. In an ideal situation, this attack is launched at vital organs, or bones. Likely targets are to be kidneys, or a persons chin. Depending on the strength of the user VERSUS the endurance of the opponent. The damage can varies from light bruising, to severely damaging, or even breaking bones or internal organs. As a final note, the hand used to block CAN also be used to grapple, given the right situation.
Name: Katon: Great Dragon Fire Technique Canon/Custom: Canon Rank: B Rank Type: Offensive Element: Katon Range: All ranges Specialty: Ninjutsu Duration: 1 post Cooldown: 6 posts Description: The user compresses a large amount of chakra built up inside their body and changes it into a dragon head-shaped fireball. The user then skillfully manipulates that great fire, and attacks their opponent. Even outside of the attack range, its power and reliability are stressed. The flames have a high temperature, as they can create an upward movement of air currents which in turn can give rise to thunder clouds. A master of this technique can fire off several flames in succession and anyone caught in the technique could potentially be reduced to ashes.

Name: Katon: War Flame Canon/Custom: Custom Rank: A Rank Type: Offensive Element: Katon Range: All Ranges Specialty: Ninjutsu Duration: 1 post Cooldown: 8 posts Description: Tien Shinhan would be proud. This is Kaishi's most notable "Signature jutsu" upon the time of it's creation. It starts much like any other Katon, the user gathering a large breath of air and super heating it inside their lungs. However, after forming the seal of the Tiger, the thumbs and index fingers of each hand are bought together, fully extended. This makes a triangular opening between the hands. The arms, are then fully extended, and the opening used like a "Scope" to view the target through. The collected air kneaded with chakra is then breathed THROUGH this opening as a flame. Besides serving as a targeting device however, the triangular opening is surged with a massive amount of chakra. this chakra, forms a sort of "Filter" that acts like a magnifying glass does to the sun. Effectively increasing the heat of the flames to ridiculous proportions. This ability has enough force, and heat behind it to melt heavy metals such as steel and iron, and incinerate organic material on contact.
Name: Katon: Solar Eclipse Canon/Custom: Custom Rank: A Rank Type: Offensive Element: Katon Range: Arms Length Specialty: NinTaijutsu Duration: 1 post Cooldown: 8 posts Description: This jutsu is set up, and executed in EXACTLY the same fashion as "Rising Sun Technique." The main difference being, as the counter strike is being thrown, and not before, the users hand is engulfed in flame. However, it's not the skin that's burning, but a layer of chakra wrapped around the fist and forearm. This layer of chakra must constantly be fueled, as it is continuously burned in order to both keep the flame burning, and protect the skin from becoming the source of fuel. The obvious benefit is adding flames to the melee attack, causing severe burns to cloths and skin upon impact.

Your E Rank jutsu cannot have a direct battle purpose- these jutsu are usually supplementary and for providing you with an environmental or situational advantage.
Katon: Blowing Smoke Technique
Just a suggestin, considering this is a smoke concealment- logic dictates that it will sting the eyes and make difficulty in breathing. State this as well as making Doujutsu more difficult to be effective, though they can still see through the smoke- such as the Byakugan
Rising Sun Technique
Being this is a physical attack against physical body- the difference in damage will depends on the difference between your strength & their Endurance. Also- state how he attempts to "block" the opponent's attack at the start of this technique. GIven if he attempted to block another Nintaijutsu user with an element, he would be wide-open to their attack regardless if he blocked(Example: such as mu Bakuton element- if I punched at you with my Meteor Wave and you blocked: you would still be blown away)
