The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Bunshin No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance and thus this clone can do absolutely no damage at all in any way. The copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent. As soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. The number of clones able to be produced is determined by the user's rank as follows. D Rank; 2 Clones. C Rank; 3 Clones. B Rank; 4 Clones. A Rank; 5 Clones. S/SS Rank; 6 Clones. 4 round cool down.
Name: Kawarimi no Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.
Name: Henge no Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Henge no Jutsu is a ninjutsu technique which every ninja learns at the Ninja Academy. Henge allows the ninja to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. However, while transformed only the user's shape and appearance changes. Meaning that if say the host turns themselves into a sword they won't be able to cut anything unless their body could do so naturally. This technique lasts for 4 posts with a cool down of 2.
Name: Blazing messenger Canon/Custom: Custom Rank: E Type: Support Element: Katon Range: Melee Speciality: - Duration: Instant Cooldown: 1 post Description: The user creates asmall flame, and molds it in the form of a little bird. This bird can transport small objects, for example a message written in a piece of paper, and thus acts as a somewhat effective way of communicating in a pinch. The little bird can only transport one object a time, and the object must be smaller than a kunai. The little bird can travel 1 kilometer away from the user before fading.
Name: Finger Spark Canon/Custom: Custom Rank: E Type: Ninjutsu Element: Katon Range: None Specialty: None Duration: None Cooldown: 1 post Description: The user snaps their fingers after conveying a small amount of fire-element chakra into them. This generates a small spark, which can be used as a lighter. Useless in battle, but can be useful to light a fire, or to set flammable substances on fire.

Name: Shunshin no Jutsu (Body Flicker Technique) Canon/Custom: Canon Rank: D Element: N/A Type: Ninjutsu Range: Close to medium range Description: This jutsu requires one handseal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (Once per topic)
Name: Katon: Yamibarai Canon/Custom: Custom Rank: D Type: Offensive Element: Katon Range: 10 m Specialty: Ninjutsu Duration: Instant Cooldown: 2 posts Description: This technique requires no hand seals, as all it does is to infuse a small amount of fire-element chakra into a small object (not bigger than a kunai), or in a small portion of the ground, by simply making phisical contact with it. If the object of the portion of the ground that was infused with this chakra comes into contact with any source of heat, from the spark of a lighter to another Katon jutsu, it will release a small burst of flames, which will not only damage nearby opponents but also inflict 1st degree burns on them. To clarify, the item won't explode, it will simply be enveloped in flames that will burn nearby opponents. The user must be distant 10 meters or less to trigger the burst. Only one item/portion of the ground can be imbued with chakra with a single use of this technique.
Name: Katon: Netsuparusu Canon/Custom: Custom Rank: D Type: Defensive Element: Katon Range: Melee Specialty: Ninjutsu Duration: Instant Cooldown: 2 posts Description: The user performs the Tiger hand seal, gathers fire-element chakra beneath the pores of their skin, and release a wave of high-pressure hot air that will knock back nearby opponents, preventing them from landing physical blows on the user. To clarify, this technique doesn't deal any damage, it simply pushes nearby opponents two meters back, so that they cannot land Taijutsu, Nintaijutsu or melee-range Ninjutsu techniques on the user. The Ninjutsu stat of the user must be greater than the opponent's Strenght stat for this technique to work.
Name: Rising Kick Canon/Custom: Custom Rank: D Type: Offensive Element: None Range: Melee Specialty: Taijutsu Duration: Instant Cooldown: 2 posts Description: The user throws two high kicks to the opponent in rapid succession. The first one is but a mere decoy: if the opponent attempts to block it, it will be easier for the second to hit. The second kick is itself powerful enough to knock an opponent airborne, in order for the user to follow up with an aerial combo.
Name: Meteor kick Canon/Custom: Custom Rank: D Type: Offensive Element: None Range: Melee Specialty: Taijutsu Duration: Instant Cooldown: 2 posts Description: The user jumps and, when about to land, performs adownward flying kick, which allows him to stomp on the opponent from above. While very easy to perform, this move can dish out some serious damage if the opponent was already airborne, because in this case it will be possible for the user to catch them in their stomach with this kick, spiking them to the ground with force. The downside is that this move is very straightforward and thus very predictable, making it easy to counter.
C-RANK
Name: Katon: Great Fireball Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 50 feet Description: A technique where chakra kneaded inside the body is converted into fire, and expelled from the mouth in a massive orb of roaring flame. The scope of the attack is altered by controlling the volume of chakra that is mustered. The released flames will engulf their target, and leave a crater on the ground's surface. At its largest, Goukyaku no Jutsu is 10 feet in diameter, and can travel at 30 mph. Four post cooldown.
Name: Katon: Phoenix Sage Art Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 50 feet Description: This jutsu can create up to ten fireballs that are each six inches in diameter, which are spat out of the user's mouth, flying wildly in every direction and assaulting the enemy. In addition, the flames are controlled one by one with chakra, so avoiding them all is extremely difficult. Shuriken can be hidden within the flames, creating an unexpected secondary surprise attack. Like the flames, the shuriken can be controlled with chakra. For the most part, however, this technique is used as a distraction, and can cause up to second degree burns on contact with skin. Each fireball moves at 20 mph to allow control of one fireball at a time. Requires handseals. Four post cooldown.
Name: Hayabusa Otoshi (Peregrine Falcon Drop) Canon/Custom: Canon Rank: C Type: Offensive Element: None Range: Melee (mid-air) Specialty: Taijutsu Duration: Instant Cooldown: 4 posts Description: A mid-air attack. While at an elevated position, the user will grab their opponent from behind. Firmly locking themselves to their back, the user will then lock their ankles onto the opponent's neck in order to get their body rigid. Finally, on the descent, the user proceeds to drive and plant the victim head first into the ground. Essentially a belly to back pile-driver, the move can provide a great concussion to his opponent's head.
