The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Usually, the maximum range of a sound based Genjutsu is 1000ft, that includes the usage of things suck as flutes or other devices to increase the sounds effective range.
The amount of people affected in a Genjutsu varies, mostly based on rank of the Genjutsu, but as well as how the Genjutsu works. Simply casting a Genjutsu in a populated area VIA soundwaves, a large number of them could be affected, granted there would probably be some people too busy or not notice your sound and thus be not effected. That being said, the general way a Genjutsu works is that it traps those who are affected in an illusion, merely to make them stationary and easy targets. The other way a genjutsu works is affected them and making them do specific actions based on what they see inside the Genjutsu(Which is usually manipulated by the Genjutsu caster to bring about their desired effects) Genjutsu used in this way is limited to a number of people. Such as Sheffield's A Rank genjutsu "Transmit Vision"

The user transmits the chakra into the opponent(s) and causes them to perceive whatever the user wants them to see. Most often, this jutsu is used on multiple opponents to make them fight each other(Maximum of 6 opponents)- thinking that an enemy has attacked them. It does not change what jutsu they use, only the way they perceive one another in both physical feature and voice.This jutsu cannot be made reality and can be worked through by those afflicted if they understand the unusual resemblance to their allies actions.
As a general idea, if an A Rank can affect six people in this way, any lesser jutsu should target less people, while an S Rank might target more. With this being said, using a basic Genjutsu on a large number of people will likely affect all of the ones who hear it, but not likely everyone... so take these words into consideration and just RP the way you see as fair and not OP.
