The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

The way this is worded, you make it sound like the lightning bolt is unavoidable. Also- take into consideration that this is D Rank, so the speed & power of the lightning bolt will also fit such. Limit yourself to one lightning bolt per duration, it would not be fair to spam this attack during the duration.
Inspiring Wind
This is an Ijutsu specialization ability, not Ninjutsu. We do not use percentages here because it is impossible to gauge HOW much of a benefit it gives. We use a point system & a C Rank jutsu couldn't give a stat advantage. At most, this jutsu could lessen the weight of someone to help them stand if fatigued or a broken ankle, etc.

You cannot steal chakra from your opponents.

Note that the 2nd post gives 4th degree burns and can only be used once per topic. Additional chakra must be used to shield allies, such as half the initial amount for the jutsu.

I fixed most of the things you mentioned. I have one problem though.
As far as the 'song of storms' is concerned; I already mentioned that the lightning only causes minor electrical burns, which from what I can tell is perfectly acceptable D-rank damage output. Also, the point is not to strike people constantly, only when they leave or enter the area; meaning that those who entered the fifty foot area would be struck, and those who left would be struck (or at least targeted by the lightning, not necessarily instantly hit). I was wondering if you could reconsider the need for this jutsu to be limited to only one bolt per casting, as that would almost entirely remove the point in this jutsu, and doesn't seem very necessary. Sorry for being a bit obstinate on this one, but I really feel fairly strongly on this. I am not refusing to make the change altogether, simply requesting that you reconsider before making your final decision.

I understand your point & conviction, however- in all honesty, do you expect a D Rank jutsu to be able to shoot more than one lightning bolt per post? It would be too OP at D Rank to be able to hit anyone who entered or left the field- that's like free jutsu attacks with a chance of maybe hit or miss. The jutsu I have graded, even A Rank, have had turn-based lightning number requirements: at most I'd grant 2 lightning bolts per post, but for an extra 2 posts cooldown.
Dust Devil [list][*]State that this jutsu can only hit the foe(s) once per post- IRL battle, they'd have time to react after the first attack, you couldn't just keep spamming them over & over xD
Also- what I was saying about your burns, you need to be specific with what kinds of burns so that thee isn't issue on trivial things like how bad of a burn someone receives.
