Clan jutsu available to be made for custom clans are as follows: 2 D-ranks, 1 C-rank, and 1 S-rank. Also, make sure that these jutsu relate to your clan and it's doujutsu. You also need to state that your clan needs to have raiton and katon as required elements, since they are part of the clan's jutsus.

In the 'S' rank jutsu, what is 'Pairo no Doragon'?
He can either concentrate all of the energy into a part of his body (fists or feet) which then would result in a blast about 100 meters wide and long, completely incinerating all in its path. He can also release the energy as in explosion in all directions of 100 meters wide and tall using himself as the epicenter
I'm not sure if 'incinerating all in its path' is good as a definition. What rank of defense would hold up for how long. Like if someone were to use a wall of wind-jutsu (wind>lightning), what would happen? There shouldn't be a 'insta-kill' move, regardless of rank or position. There has to be a good downside to the technique. The once a topic is good and the whole using two times kills ya but otherwise, not really seeing to much of a drawback.
Aside from these, I don't see any problems.

Pairo No Doragon is a clan jutsu I had to take out because of the template, but it was already approved so all clan members have to pay for it when I put it up and A Rank Wind jutsu would negate the damage, I forgot about that elemental disadvantage actually.

Just put the whole wind thing in there or a 'A rank jutsu from a jonin or higher that isn't earth' would also slow/deflect/derail the course of the attack and you should be set.
