The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Hidden Mist Jutsu Rank: D Element: Water Type: Ninjutsu (Hand seals) Range: Long (30 meters high X 50 meters long) Description: Allowing the water to be drawn out of the air by merging the hydrogen particles and the Oxygen particles the user creates a large mist around the area that is un-see-able for up to five feet in front of you though the hearing is not disoriented the eyesight is. Requires one post to charge, lasts five posts, and then seven posts to cool down on. This jutsu can be used up to five times a topic. This jutsu can not be blown away or summoned away by D-Rank wind ninjutsu.
Name: A Thousand Needles of Death Rank: D Element: Wind Type: Ninjutsu (Hand seals) Range: 360 degrees around the user and ten feet radius Description: Allowing the air particles to be condensed with chakra into senbon styled weapons the air senbon then can pierce into the body but disappears immediately after hitting the target. Can be used three times a thread and only able to harm those minority. Can not be fatal unless stabbing in a fatal spot of the body in which they merely stab 1.5 inches into the body. One post to charge, two posts of cool down and creates a sufficiency of 100 needles if user is on the ground and then 1000 needles if user is in the air.
Name: Knowledge of the Scrolls Rank: D Element: N/A Type: Supplementary (No-Hand seals) Range: N/A Description: ALWAYS ACTIVE ~ This technique is due to the studies of Kallen's past knowledge. She had trained and read these scrolls for a while to the most extreme. Able to know all acupuncture spots of the human body and also knows the fatal and nonfatal organ hits of the body.
Name: Earth Bind Jutsu Canon/Custom: Custom Rank: D Element: Earth Type: Ninjutsu Range: fifteen feet raidius Description: The body of any opponent the caster chooses gets entangled in the rocks of this jutsu. The rockes come out like vines where they would entangle the opponent's legs or their body if they are down. This jutsu shoots the rocks out as though they are whips from the ground where they can go upward foughly fifteen feet and can only grab their limbs. Meaning in a way their legs, arms, waist, and neck. All of these get entangled and by these rocks that have chackra channaling in them. It takes five chakra to keep it going once capture has been made. To get out of this jutsu you must exert the same amount of chakra this jutsu has consumed from the caster. This jutsu is only to restrain and can not kill at all even when around the neck. The rocks to clarrify are the best materials found in a twenty meter circumfrance of the user to then combust then together to form the bindings with her chakra making them near inescapeable unless chakra is used to break free if of a lower rank than the caster but if the retained is of same rank then they merely are retained for one post and if they are of higher rank then they can break free from sheer strength. (Warm up 1 post Active as long as chakra is imputted and two posts before capture : Cooldown 5 posts)

Name: Breathing Underwater Rank: C Element: Wind Type: Supplementary Ninjutsu (Hand seals) Range: N/A Description: Allows the user to breath under water for a set amount of time. If the user breaths under water two posts it takes three posts to cool down, if the user breaths under water three posts then it is four post cool down, etc.
Name: Wind Cutter Technique Rank: C Element: Wind Type: Ninjutsu (Hand seals) Range: Long Description: Allowing the user to use a bladed weapon that then when slicing the air creates a vacuum in the air that then creates a three foot blast of air out ward cutting anything in the way unless it is pure concrete. It can only cut threw metalloid, metals, trees, and bone but not concrete, brick, or titanium alloys that are denser than steel.
Name: Shunshin no Jutsu Rank: C Element: N/A Type: Ninjutsu (Hand seals) Range: N/A Description: (2 posts generate) While pulsing the muscles with flows of chakra the user can then jump fifteen meters in any direction she chooses. This also means that with such intense pressure on the body this makes the person in need of resting after five times of using the technique. This is a two in a half hours of rest (5 posts) to allow the user to perform another set of five. So to clarify it can be used 5 times then has a 5 post cool down. If used any more than 5 times the user is then immobilized.
Name: Mizu Bunshin no Jutsu (Water Clone Jutsu) Canon/Custom: Canon Rank: C Element: Water Type: Ninjutsu Range: Long (Can move 100 yards away from user) Description: The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water that have one-tenth of the original person's power. Like other solid clone techniques, the clones can be used to perform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, as it can not travel very far from the original body without losing control. Like other clone techniques, if the water clones are injured enough they will revert back to normal water. Can make up to 9 clones in one go. [1 post handseals : 3 post cool down]

Name: Flying in the Air - Fly Rank: B Element: Wind Type: Ninjutsu (Hand seals) Range: short to long Description: Allowing the user to then be able to create a torrent of wind while growing out wings of condensed air on their backs they can fly in the air. The wings are impenetrable and unable to be crushed by anything other than a technique of the same aptitude, though the wings are highly flammable. This requires two posts to generate but then eight posts are able to be flying. This technique can only be used twice in one thread with a three post cool down. There are six wings total that are made total.
Name: Kiss of Knowledge Rank: D-B Element: Water Type: Ninjutsu (No Hand seals) Range: Touch Description: Kallen will kiss an opponent to learn their clan ability and jutsu. On the first post of kissing, Kallen will gain no knowledge of the clan. On the second post, she will gain knowledge of the clan ability and E-rank jutsu of the clan only. On the third post, she will gain knowledge of D-rank jutsu of the clan only, etc. Based on the amount of knowledge she gains from the kiss, she will have to give up a certain amount of chakra to continue the kiss. The opponent will lose no knowledge due to this jutsu. Does not require hand seals. (In OOC Kallen is to have recorded somewhere what all she knows of this clan. If she doesn't then it is known as short term memory loss and can not be recorded again.) [2 post warm up and 7 post cool down]

Name: Water Style: Dragon Water Whip Canon/Custom: Custom Rank: B Element: Water Type: Ninjutsu (2 post warmup : Active 6 posts : 15 post cool down) Range: Within 4 Meters Description: This jutsu creates an orb of water around the user protecting them from steel base weapons or weapons of the density of steel (Ex: Kaguya Bone) and then they form many sharp whips of water that can be directed towards and impale a target or multiple targets. The whips can also change direction in mid-trajectory, bending to seek out the targets. This water is a defense offensive move. The water moves with half the speed of a sneeze (approximatly 50 MPH). There can be 18 whips made at once but to add more requires more warm up time. One more warm up post per 9 to add.
Name: Water Style: Team Water Festival Canon/Custom: Cutsom Rank: D-B Element: Water Type: Ninjutsu Range: D-rank: 50 meter radius C-rank: 100 meters radius B-rank:200 meter radius around user Description: Must be done with a partner. Both partners are to clasp hands as water will erode out of the air and begin to pour down senthisizing rain. This rain will down pour healing rain that embodies a stabilizing nueron inside of it to then allow a healing process of the jutsu to begin. The technique requires 4 posts to generate, lasts 3 posts, then it is 3 plus whichever rank you did. (Example 3 + D-rank = 4 post cool down, 3 + C-rank = 5, etc). Also this jutsu takes up the normal amount if done by one to both users. If only one person uses this jutsu then he/she must pay double the ordinary cost. The healing rain heals cuts, stabs, and the passed out can now walk as though they are old and the old can walk as though they are middle aged. The healing rain can not heal death, but can minimize life threatening wounds. This rain heals all things in the radius including but not limited to the terrain, enemies, and animals.
Name: Airiel Water style: Death of Kaguya Whip Blade Canon/Custom: Custom Rank: B Element: Water and Air Type: Weapon Ninjutsu Range:
Extended: 10 meters Condensed: 2 meters
Description:The user is able to create a whip through a similer fashon as the Kaguya themselves. Kallen will place her hand at the top of her spine where H2O particals will deconstruct and then create a long blade of water while the air molecules increase in density and compress to visibility to create a hilt. The blade can manuelly become a whip and a blade at will from the user. There is a twist to this blade. For the amount of chakra this user possesses the blade has additional abilities.
C-Rank ninja: The jutsu has no extra abilities B-Rank ninja: The jutsu can become a shield that can block the basic elemental (Water, Wind, Lightning) chakra attacks of up to 50 chakra damage against it. A-Rank ninja: The jutsu can become a shield that can block the basic elemental (Water, Wind, Lightning) chakra attacks of up to 60 chakra damage against it. S-Rank ninja: The jutsu can become a shield that can block the basic elemental (Water, Wind, Lightning) chakra and physical attacks of up to B rank, all up to 70 chakra damage.
(When activating the defense the user must expell half of the chakra required from the targets jutsu, he expels a C rnak tech I expel 15 CP, in which then can block up to 50 CP damage, that is 1 A rank and one D on the side, or one S rank) Charge time: 3 Activity time: 5 Use per thread: 1

Name: Poisonous lips Rank: S Element: Water Type: Taijutsu (No Hand seals) Range: Close Description: Creating a poison out of the moisture on the lips of the user the user can then poison the target of anyone she kisses. The poison is effective due to who this jutsu targets. If this jutsu is used on a non-shinobi that person is paralyzed for life, if it is used on a Ninja that target if they were gathering up chakra for a jutsu by performing hand seals that jutsu ends on that kiss and that target's arms are paralyzed until end of their own post leaving them only to defend themselves. This jutsu takes three posts to set up without hand seals but two posts to create with hand seals. Then it is active for eight posts then has an eight post cool down.
