The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Bunshin No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Bunshin no Jutsu is a Ninjutsu technique which every ninja learns at the Ninja Academy. The Bunshin technique creates a copy of the ninja without substance and thus this clone can do absolutely no damage at all in any way. The copy resembles the ninja in every way. This clone can function as a distraction or as means to confuse one's opponent. As soon the Bunshin gets attacked or comes into contact with an opponent, it will disperse. The number of clones able to be produced is determined by the user's rank as follows. D Rank; 2 Clones. C Rank; 3 Clones. B Rank; 4 Clones. A Rank; 5 Clones. S/SS Rank; 6 Clones. 4 round cool down.
Name: Kawarimi no Jutsu No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.
Name: Henge no Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: Description: Hand Seals; Henge no Jutsu is a ninjutsu technique which every ninja learns at the Ninja Academy. Henge allows the ninja to transform themselves into any person or object. This allows the ninja to move with stealth or to trick their opponents. However, while transformed only the user's shape and appearance changes. Meaning that if say the host turns themselves into a sword they won't be able to cut anything unless their body could do so naturally. This technique lasts for 4 posts with a cool down of 2.

When the seal or its medium come in contact with any part of a targets limb (regardless of any potential armor or coverings), said limb becomes paralyzed. Paralyzations broken by brute force are not done so instantaneously. There is a slight window of initial hindrance and concentration for one to break free. Duration of this technique does not begin until at least one seal is applied. Each individual target may only have a maximum of four seals applied to them at any time.

Still unsure about this jutsu, but it doesn't feel quite explained enough. Would said object/medium's seals be rendered their effect useless if things crossed lines(such as blocking them with a kunai)

To answer your question, the seals themselves wouldn't be rendered useless per say. If the seal is attached to a medium and is trying to be attached to a target it can be blocked or dodged normally as anything else, so long as it does not make contact with a targets limb, as in which case it would take effect. So blocking it with a kunai or other like means would be valid. And if the jutsu is used without a medium, simply attempting to be applied through direct contact, then the target would need to avoid direct contact with the user.
Denki Shigamitsuku - Paralysis seems like a bit much for a D-rank technique. I would go more towards numbing and restraining limbs, since it's done with the cloth. I would also place an ability to be able to break out of this based on a certain level of strength. After all I don't think you're going to be able to restrain someone who is much stronger than you or the technique for the full duration. Also, with you abilities to manipulate cloth taking into consideration, it shouldn't be hard to justify this level of restraint, as you can increase the durability of your cloth.
Idō Shīru Yusō - This is just baby flying thunder god. Change it please. Even if you gauge the speed on it, it pretty much serves the same purpose. If you want a speed increasing jutsu, I would suggest a seal to place on yourself or others that permit it, or just make a ninjutsu that allows such, within reason for it's rank of course.
Mahi Shīru - There needs to be a maximum amount of seals you can place total, whether it be on the same target, or multiple targets. This number can increase by rank if you would like to spread them out effectively. With a max of only 4 at a time on a single person. I would also decrease the amount of seals you can place down to 2, simply because for the activation of it once, you can practically render someone useless if you manage to apply all three at a time. With the max at 4 and placement at 2, you make it so you have to use the technique twice to render all 4 limbs temporary paralyzed. At higher ranks, it becomes more difficult to restrain foes in general, so I may consider increasing the amount of seals at the A-rank to 3, though this is still iffy because it only requires contact with a part of the limb, for the seal to affect all of it. We may discuss this if you would like to.

Idō Shīru Yusō - I believe you misunderstood this technique. It has nothing to do with increasing anyone's speed or physical movement. It just simply moves previously made seals by the user remotely.
