The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Description: These are two bracers (with gloves attached to them made of identical material) of teflon that wrap up the arm in a very specific rotating patern to the right on the left arm, and to the left on the right arm (The bracers appear as if they're rotating) Each of these bracers weigh approximately fifty pounds each, meaning speed is reduced.
Abilities: Quarters speed (25% speed reduction of current speed), multiples strength by two (100% increase in current physical strength)

History: Genesis was gifted these dual arm bands, which had been blessed by Ares himself, when he was around the age of 14, when he could still move with the weights. He trained with them on at nearly all times to improve his strength. The blessing Ares reduces his speed more then it should, but also increases his strength more then it should.

Being maliable metal it would prevent a horizontal slash across his arm to a degree (the plate on the hand and the metal individually) would prevent him from being sliced. But, due to their weight he would also, unfortunately, probably, be sent downwards pretty badly from a strong attack from above, or sideways if it comes from the side, etc(equal to or above his rank Tai.)

Metal can't really cut through other metal that easily (More specifically a sword to sword, or sword to metal blah blah blah)... To be able to cut through the metal would mean his arm was somehow completely stationary, and then it would be irrelevant as to what metal was cutting but rather how much force. As the metal is malliable (as in it's more like a leather with metal synthetic in it) it would simply crush his arm.
So, cutting through it wouldn't be possible (due to momemtum from swings not actually slicing through the metal, but rather connecting and pushing his arm completely out of the way due to the weight of the bands.) And if the blade can somehow cut through steel, flesh, muscle, and bone like a hot knife through butter then it's enhanced beyond normal metal...
So basically no metal could actually cut through it without some chakra enhancement, due in combination to the fact that it's malliable and it's weight

The point of enhanced blades is the reason for my question. There are a ton of incredibly Sharp registered weapons on this site that can cut through lower grade metals. so therefore, these need to have a durability factor, to protect from these types of blades...

As I said, the only way this material would be sliced through would by if the blade doing it had absolutely no force behind it, or Gen's arm was stationary.
Basically, the material could stand up to any regular blade, unless it was enhanced with chakra and stated that one of its abilities was to cut through metal like butter.
(Even then, as I said, momentum would prevent them from beind cut unless gen was completely immovable then his arm would be crushed by force behind the slash, and no sliced in two)

Malleable metals can be crushed and sliced more easily than very solid metals. Copper, for instance, is very malleable, and therefore considered a soft metal. For this reason, copper is considered a very low-grade metal, as far as weapons or armor go. This seems to be about as malleable as copper if it is within normal means to bend it, and so this gear will be considered low-grade armor with a special ability to make up for this low ability for defense.
If any custom sword says that it can cut through any type of low-grade metal, it will be able to cut through the Gear of Ares, and likely the skin and muscle underneath. Again, this is if Gen is stationary. Which seems more likely to happen since his speed is halved.

But, due to the weight it would cause his arms to move from force rather then cut through them if he's standing since all regular swords would apply force to the metal and push it from weight, rather then cut it if they held no weight.
By stationary I mean his arms against the ground or something of the sort.

All regular swords cut before they can push, including against heavy, soft metal. Heaviness has nothing to do with how hard a metal is, because gold is heavy but extremely soft and malleable. And even if the sword does not completely cut through the soft metal, it will crush the metal and make it extremely easy to cut on the next swing. Weight =/= strength, especially if the metal is malleable.

Fine, to make this all easier; it's identical to Kevlar. Stronger then steel so it can't be cut by steel, but malleable, also blessed by the god of war to make it much heavier then it should be and increase stats.
That way, if a sword connects with the twists then his arm gets pushed, if it hits between then obviously it cuts him
