The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

When the user moves the blade, an optical illusion will be caused, the light of the blade moving a half-second before the actual one. This technique thus is able to slip past defenses by deceiving a foe's reactions. This makes fighting against the swordsman quite a challenge.

Chakra Flow refers to both the flowing of chakra through a viable jutsu as well as any technique that increases the potency of the skill by flowing chakra through it. Usually, Blood chakra is used to flow through Water chakra in order to either dramatically increase their various pre-existing properties or to gain additional advantageous effects. The user must be able to insert blood into the technique to initiate chakra flow, but direct contact with the weapon/technique is not necessary to maintain chakra flow. This allows most water techniques to have higher density or form sharper attacks with water or simply gain better control over the jutsu.
Injecting +5 chakra into the water, it will cause the water to have a thicker substance. +10 will make the water feel almost solid if struck. +20 will cause the water to form small pin-like protrusions that will puncture enough skin for minor bleeding. +30 will cause longer pin-like protrusions that can puncture straight through skin. +40 will cause blade-like protrusions that can cut through bone. +50&up can cut through solid steel.

Name: Kawarimi no Jutsu (Substitution Technique) Canon/Custom: Canon Rank: E Type: Ninjutsu Element: None Range: 50 feet Chakra: 5 Handsigns: Description: With this technique, users replace their own body with some other object, generally with a block of wood, the moment an attack lands. This creates an optical illusion, making the enemy think the attack was successful. From this, the user can use the lapse in the enemy's attention to attack or flee from the battlefield. Explosive tags can be attached to the replacement for an added surprise. It's a basic ninjutsu even taught at the Academy, but it's a useful art that can be applied in variety of situations.
Name: Bunshin no Jutsu (Clone Technique) Canon/Custom: Canon Rank: E Type: Ninjutsu Element: None Range: Small-Mid Range Chakra: 5 Handsigns: Description: Hand signs are Ram → Snake → Tiger A ninjutsu that creates an intangible copy of one's own body, without any substance. Since the clone itself doesn't have the ability to attack, and thus can only be used to confuse the enemy, it is mainly used in combination with other ninjutsu. It's a basic technique, but depending on one's ingenuity, it can be used effectively. The clones may dissipate when they come into contact with something.
These clones can be easily distinguished by persons with dōjutsu. A person with normal eyes can also distinguish the clones from the original, since the clones do not have shadows and will not disrupt the area around themselves with their movement (i.e. won't kick up dust, crush grass, etc…). Name: Henge no Jutsu (Transformation Technique) Canon/Custom: Canon Rank: E Type: Ninjutsu Element: None Range: Self Chakra: 5 Handsigns: Description: It is typically used to change into people other than oneself, but one also has the ability to change into animals, plants, and even inanimate objects like weapons. This gives this technique an abundance of uses. The transformation of a skilled shinobi will be exactly like the genuine article, so it will be impossible to tell the two apart. On the other hand, a transformation performed by an inexperienced person will have obvious discrepancies. It will be impossible to deceive anyone with it. This is one of the most basic ninjutsu, as such most shinobi know how to perform it. This technique lasts for 4 posts with a cool down of 2.
Name: Chiton: Buraddobanku (Blood Release: Blood Bank) Canon/Custom: Custom Rank: E-S Type: Kekkei Genkai, Supplementary Element: Blood Release Range: Short Specialty: Kekkei Genkai, Ninjutsu Duration: 3 posts Cooldown: 1 post Chakra: 5 Handsigns: Description: This jutsu allows the user to create more blood from already existing blood. This can not be used if there is no blood around, though that being that the user has blood at all times to live....they are sure to not be in short supply of this requirement. The variation in rank only dictates how much chakra can produce how much blood. An E ranked amount produces as much blood as would fit in the average pop bottle (real life reference). At a D rank they can produce twice as much as at E rank. At C rank this produces the amount of blood that would fill a gallon jug of milk. At B rank this drastically increases to the amount of blood found in a 10 gallon barrel. A rank creates 20 gallons, and S rank would create an astonishing 50 gallons of blood.
Name: Chiton: Yuketsu (Blood Release: Blood Transfusion) Canon/Custom: Custom Rank: E Type: Supplementary Element: Blood Release Range: Close Specialty: Kekkei Genkai Duration: N/A Cooldown: 1 Handsigns: Description: When this jutsu is used it increases the rate at which the blood it is applied to clots, allowing for a faster healing of wounds etc. For scratches to small cuts reaching up to three inches in length it requires a mere E ranks worth of chakra, in other words, the clan member can do it with little to no trouble at all. For slightly bigger cuts, reaching up to 7 inches in length it will require a D ranks worth. Anything more then that will require a C ranks worth to clot. This can be used both for a user of the Blood Release or a friendly unit to help with healing.

The immune system can usually tell its own blood cells from blood cells from another person. If other blood cells enter your body, the immune system may make antibodies against them. These antibodies will work to destroy the blood cells that the immune system does not recognize. What the user's blood does is mimic's the contacted blood and once changed, it then alters the blood to change into the user's or keep it the same as the original.

Name: Hyouga-Ryū Rain (Glacier-Style Line) Canon/Custom: Custom Rank: D Type: Offensive Element: Water Release; Blood Release Range: Short-Range Specialty: Kenjutsu Duration: 2 posts Cooldown: 2 posts Chakra: 10 Handsigns: Description: The user infuses their elemental chakra onto the edge of their blade and swings their sword in a single quick and powerful cutting motion to attack an enemy in front of them. If it strikes an enemy while it has Water chakra, the blade of water absorbs small amounts of water out of whatever it cuts if it can. If struck with Blood chakra, the blade with draw blood out of the wound more than a normal cut. 11 fluid ounces with a direct hit. Glancing strikes will instantly dry the area 4 inches from the weapon.
Name: Chiton: Tekketsu (Blood Release: Blood and Iron) Canon/Custom: Custom Rank: D Type: Kekkei Genkai, Defensive Element: Blood Release Range: Self Specialty: Ketsuekijunkan Duration: 6 posts Cooldown: 7 posts Chakra: 10 Handsigns: Description: This technique makes blood-chakra flow through the body at a higher rate to form a skin-deep armor. Despite encasing the user's body, the armor has no apparent affect on the user's speed or agility. The armor is shown to be able to defend from all forms of blunt-force trauma under B rank, C rank takes three hits and all D rank and lower trauma are immune to the user. At the same time, it enhances the user's strength for more powerful physical strikes and break free or through restraints and walls. Because this technique works by constantly absorbed blood, it requires no extra chakra after initiating it, yet still needs a sufficient amount of blood to be performed. While powerful, it is highly absorbent and too much fire or water will eventually affect the user's mobility and reduce its defensive might. Also, if in a muddy terrain, the user's excess weight can lead to sinking under.
Name: Chiton: Kotsuniku (Blood Release: Blood Relations) Canon/Custom: Custom Rank: D Type: Kekkei Genkai, Supplementary Element: Blood Release Range: Short-Mid Range Specialty: Ninjutsu Duration: 1 to 5 posts Cooldown: 5 posts Chakra: 10 Handsigns: Description: A skill used by a user of the Ketsuekijunkan kekkei genkai to detect someone's blood flow. By simply touching the ground with the users index finger, they can detect the presence and number of enemies. Using this technique, the ninja can tell when enemies are approaching, and can easily track down targets. The range of this technique varies between users and only works on objects that are either touching something on the ground or they themselves have flowing blood in their body. The ability extends to telling when a person is lying from the fluctuations in a person's blood flow made from dishonest actions.
Objects with blood are shown as a vibrant red while all other objects are seen as black. Making seeing what is between the user and the target unknown.

When using this technique, the body appears like it's being turned into water, disappearing from view slowly from the feet upwards. The Body Flicker Technique is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalize the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. The water element is usually used to distract the opponent.
Name: Chiton: Suiton: Kage Suiton no Jutsu (Water Release: Hiding in Water Technique) Canon/Custom: Canon Rank: D Type: Supplementary Element: Water Release Range: Short-Range Specialty: Ninjutsu Duration: 4 posts Cooldown: 2 posts Chakra: 10 Handsigns: Description: This is a ninja technique that allows the user to blend in with water to be undetected. The technique also erases the user's scent and shadow, and is usable on any terrain, making it ideal not only for covert maneuvers but also offensive strikes. Perceiving the user's position is possible only for ninja who are astute enough to observe variations within their surrounding environment, such as the water source being out of place. The usefulness of this ability can be entirely negated by those with special vision or sensory skills, except for particularly adept users, who can completely erase even their chakra signature with it. Chakra signature will reappear if another jutsu is used. The user may be attacked whilst coming out of the water and if done, the user is brought out of the water instantly.
Name: Kirigakure no Jutsu (Hiding in Mist Technique) Canon/Custom: Canon Rank: D Type: Supplementary Element: Water Release Range: Long (30 meters high X 50 meters long) Specialty: Ninjutsu Duration: 10 posts Cooldown: 10 posts Chakra: 10 Handsigns: Description: The user performs the technique specific hand seal followed by the manipulation of pre existing water sources to form a dense mist, the mist can also be expelled from the users mouth. The mist can change densities at will from being semi-transparent, to being thick enough not even light can penetrate the mist. Due to how the mist is formed it is filled with the users chakra, due to this Dojutsu such as the Sharingan and Rinnegan will only see bright colors of chakra, where as the Byakugan due to how it is made can view through the mist. The user is able to sense the movement of the chakra in the mist to find and locate objects and bodies within the confines of said mist.
Name: Shiden (Swordflash) Canon/Custom: Custom Rank: D Type: Offensive Element: N/A Range: Short-Range Specialty: Taijutsu; Kenjutsu Duration: 1 post Cooldown: 2 posts Chakra: 10 Handsigns: Description: The user thrusts their sword at their opponent, aiming the sword further to one side so that the user finds themselves in front of the opponent and the sword blocking off one side of escape. The thrust provides a unique situation for the user as the target either moves to the directed side or get stabbed. But this is only one half of the skill. The user of this Taijutsu attack charges at an opponent with the one arm held out to the side. The arm is then rammed anywhere from the opponent's torso to head forcefully, potentially carrying the foe along with the attacker for a distance before the charge is halted, causing the foe to be tossed forward from the sudden change in momentum. The attack leave the opponent with few escape options and privies the user with a near perfect chance of striking the opponent unaware.

The known weapons are shuriken, senbon needles, Tonfa, sword, fūma shuriken, and a spear. Shuriken: They often have a hole in the center and possess a fairly thin blade sharpened only at the tip. The hole also had aerodynamic and weighting effects that aided the flight of the blade. It has four points and is five inches from point to point. Only 24 per topic. Senbon: They are long needles with a point at both ends. It is seven inches from point to point. 32 per topic. Sword: Twenty-seven inches in edge length. The handle is seven inches. The user can also utilize this spinning motion to trick an enemy that's in front of them. The enemy is fooled into thinking the user will attack them, but instead the user attacks the targets in all other areas but the front.

That chakra is then released into the target, which does a great amount of damage. With the damage done dependent on the amount of chakra used.

Name: Suiton: Teppōdama (Water Release: Gunshot ) Canon/Custom: Canon Rank: C Type: Offensive Element: Water Release Range: All Ranges (30 meters) Specialty: Ninjutsu Duration: 1 post Cooldown: 3 posts Chakra: 20 Handsigns: Description: The user kneads chakra, and converts it into water, and then spits it out in the form of condensed balls. The high-speed water ball attack that causes bruised bones and potentially torn muscles. While this is a water release technique, it can still be employed someplace where no water is available, which is a great advantage. It is also possible to increase the power of destruction of the spheres themselves by building up the chakra inside of them. The number of bullets is determined while kneading chakra. By taking advantage of gravity, the bullets can brutally increase in power. Each about the size of a softball, shooting at a speed of 45 mph. The effects change when how much chakra is put into it changes.

Name: Suiton: Mizurappa (Water Release: Water Trumpet) Canon/Custom: Canon Rank: C Type: Offensive Element: Water Release Range: Mid-Range Specialty: Ninjutsu Duration: 2 posts Cooldown: 6 posts Chakra: 20 Handsigns: Description: The user launches a large jet of water from their mouth through their hand in the form of a powerful torrent towards their intended target. This gives the appearance of playing a trumpet, hence the name.
Name: Suirō no Jutsu (Water Prison Technique) Canon/Custom: Canon Rank: C Type: Supplementary Element: Water Release Range: Touch Specialty: Ninjutsu Duration: Until arm is removed or 5 posts Cooldown: 5 posts Chakra: 20 Handsigns: Description: This technique is used to trap a victim inside a virtually inescapable sphere of water. The only downside to this technique is that the user must keep at least one arm inside the sphere at all times in order for the victim to remain imprisoned. This technique requires a sufficient amount of water, which can be provided by expelling it from one's mouth. Once trapped the target is unable to escape while within it due to the heaviness of the water. Because of the density of the water it can be used, to a limited extent, for defensive purposes if performed on oneself. It can also be stored in scrolls as traps. Water clones can be used in preparation for the technique, which block an opponent's attack and trap the attacker in the prison using the clone's own water. Raiton jutsu used on the sphere(C rank or above) will damage the user, more damage with higher ranks. This happens due to the electricity traveling into the users arm.
Name: Suiton: Mizuame Nabara (Water Release: Starch Syrup Capturing Field) Canon/Custom: Canon Rank: C Type: Supplementary Element: Water Release Range: All Ranges (35 feet in diameter) Specialty: Ninjutsu Duration: 5 posts Cooldown: 6 posts Chakra: 20 Handsigns: Description: The user spits out high-viscosity, chakra infused water, aimed at a surface of wide scope. This is a stream of sticky liquid which can be used to form an adhesive trap that can inhibit a person's mobility. One can effectively reduce their enemy's area of activity with this technique, and has the effect of being able to take complete control over the battlefield. The normal scope of this technique is normally just a few meters, but if prepared, it is also possible to make an entire pond of starch syrup. Being caught in the technique can be avoided by channeling chakra to one's feet allowing one to walk upon it uninhibited, beforehand. Takes 20 chakra and the user however does not have to focus chakra to their feet to hover.
Name: Chiton: Ketsuekikensa (Blood Release: Blood Test) Canon/Custom: Custom Rank: C Type: Kekkei Genkai, Defensive Element: Blood Release Range: Short-Range Specialty: Ninjutsu Duration: 3 posts Cooldown: 4 posts Chakra: 20 Handsigns: Description: After completing the required seals that end with the user putting their fist in the palm of the other hand. In an quick and fluid motion, the use pulls their fist away from their hand, pulling blood from both the top of the fist and the palm of the hand. The fist is covered in the blood and creates a 6mm think shield of blood at is at minimum, half the size of the user. The strength of the shield when created can block normal weapons without chakra enhancements up to B rank. The user is limited to a five foot radius in all directions once the jutsu is activated but while attacked, the user is unable to move. 20+00 = Blocks D rank and below ~ Half the size of user 20+10 = Blocks C rank and below ~ Full size of user 20+20 = Blocks B rank and below ~ Three times the size of user
Name: Kage Buyō (Shadow of the Dancing Leaf) Canon/Custom: Canon Rank: C Type: Supplementary Element: N/A Range: Short Range Specialty: Taijutsu Duration: 1 posts Cooldown: 5 posts Chakra: 20 Handsigns: Description: A technique where one follows the opponent, closely matching his or her body's movement, just like a leaf that dances in the air is followed by its shadow. The technique is usually preceded by a swift upper kick that will launch the target into the air. It is mainly used to position an opponent into a vulnerable aerial position. This move by itself is harmless, but it is usable as a stepping stone for a great many powerful techniques like Front Lotus and the Lion Combo. That being said, it also has a rather high degree of difficulty.
Name: Suiton: Hahonryū (Water Release: Tearing Torrent) Canon/Custom: Canon Rank: C Type: Offensive, Defensive Element: Water Release Range: Mid-Range Specialty: Ninjutsu Duration: 4 posts Cooldown: 9 posts Chakra: 20 Handsigns: Description: This technique creates water that spirals in the user's hand which fires at a high speed towards the enemy. The overall amount of water formed is large enough to help extinguish even large-scale fire release techniques. It is also shown to be able to be conjured from the surrounding area in the form of a torrential wave.
Name: Mizu Bunshin no Jutsu (Water Clone Technique) Canon/Custom: Canon Rank: C Type: Ninjutsu Element: Water Release Range: Short-Mid Range (Close (0m ~ 5m), Mid (5m ~ 10m),) Chakra: 20 Handsigns: Description: Hand signs are Tiger. The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water that have one-tenth of the original person's power. Like other solid clone techniques, the clones can be used to perform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, as it can not travel very far from the original body without losing control. Like other clone techniques, if the water clones are injured enough they will revert back to normal water. The maximum amount of clones is 6. This clone is destroyed in a single blow, and has a 3 post cooldown.

Special Jounin if their primary element is water, can create the dragon without any water around only ONCE. Jounin and up for everyone else still, only ONCE.
If a ninja were to maximize the size of the dragon, here is what is required per rank. An ocean for chuunin. A lake for Special Jounin without water as primary. A river for Jounin and Special Jounin with primary element being water. Can create at maximum size only once without any water around. The next attempt needs a river.

Enemy attacks are completely intercepted by a fence of water blown out from the mouth, and is raised from below with tremendous might. The water is blown out in the form of a circle around the user, and it makes for a defense without openings. It is also possible for the user to control the amount of water and duration at will. The wall's strength and resistance change following the quantity of chakra poured down into the water, so a skilful shinobi will be able to build a sturdy one. Furthermore, because the field of vision is maintained even while defending one can easily go on to the next move, which is a great advantage. The wall can also be formed from a pre-existing water source.
The water cylinder is 8 meters high and 2 meters thick, S rank fire jutsu can break this wall, A rank fire type jutsu are weakened by 25 percent, B rank fire justus are weaken by 50 percent and C or lower type fire justus are completely repelled. C Rank jutsu and higher are capable of completely penetrating through. B or higher lightning justu are can also break the this jutsu completely. Weapons like swords and kunai are not very affected due to the volume of water that the user creates kunai and other throwing weapons would be completely stopped due to water density and swords that are reduced in swinging power by 40 percent due to thickness and density of the water.

Name: Hien (Flying Swallow) Canon/Custom: Canon Rank: B Type: Taijutsu Element: None/ Water Release Range: Short-range Chakra: 30 Handsigns: Description: An addition-line ninjutsu that augments the killing power of a blade — like a kunai or sword — by flowing chakra into it. The materialized chakra is shaped like a blade, cutting up everything it touches. It is also possible to alter the attack range of the weapon by adjusting the amount of chakra put into the blade. Seeing through the movements is said to be very difficult.
The density of the chakra is so high it becomes visible. It not only raises the power of the weapon, but simultaneously turns oneself into a blade as well. The chakra-enhanced blades are strong and sharp enough to cut through solid rock and iron. The technique works best with elemental chakra, with water release chakra the user can chill the water to cause numbness to the struck area.

After this, a flow of what seems to be liquid would follow in the same manner but much after till a five pointed star appears in front of the user and lines connect from each point to form a Pentagon. Next, the user draws their sword back and thrusts it into the center of the star, which launches the water pressure at the opponent in the shape of pentagonal dragon, the dragon taking on a mist-like form. The water will condense as it's moving and be focused into a single direction, the dragon becoming thinner, more agile and able to chase down a fleeing enemy. The technique then explodes on command, releasing the built up pressure in an instant directly onto the opponent. A 'B' rank Doton technique can counter the dragon and force it to explode prematurely. The dragon is able to pierce through solid steel and explodes with the force of a hand grenade.

The wave has a set impact strength and speed of 50mph, and can be increased by ten for each post the users lets the water gather, increasing the amount and force it is fired forward. The wave once released expands outwards in all directions to form the thirty meter wave that crashes forward ready to crush anything in its path. The jutsu requires a large body of water to use, most commonly a lake that the user is fighting upon. Should the user master the jutsu they can use the moisture in the air to aid them in creating the jutsu, they however need to still have a decent water source such as an area flooded by prior Suiton. Blood is gathered from the whole body and focused into the arms. However, because it is essential to properly control the blood-flow inside the body, this technique's degree of difficulty is very high. The technique gives the user superhuman strength whilst the technique is active, capable of breaking through reenforced stone or for its more practical use, wielding large weapons with greater ease. It takes 40 chakra for initial activation post, 20 for every post after that.

S-Rank Jutsu:
Name: Hyouga-Ryū Rokkakkei (Glacier-Style Hexagon) Canon/Custom: Custom Rank: S Type: Kekkei Genkai, Offensive, Defensive, Supplementary Element: Blood Release Range: Self Specialty: Kenjutsu; Ketsuekigasu; Ketsuekijunkan Duration: 8 posts Cooldown: 25 posts Chakra: 50 Handsigns: Description: This requires the user to be a Ketsueki with the Ketsuekijunkan kekkei genkai and a wielder of the Ketsuekigasu. The user is able to use their kekkei genkai to fuse Ketsuekigasu to their back and use its abilities in coherence to their own. The user takes on a more monstrous appearance.
The veins begin to instantly darken all over the users body. The veins begin to spread outward till the body darkens to an almost pitch black in nature. The user then places Ketsuekigasu on their back or chest where it will then grow veins of its own and inject themselves into the user. Within the 1 post, the sword begins to meld into the body of the user, turning into an almost metallic liquid. Afterward, the outer appearance of the user changes drastically.
The sword's metal rises to the skin to form an almost metal bone structure. The metal forms mostly over the face leaving the eyes and just a bit of the mouth free for use. The shoulders are completely covered, the legs are seemingly plated and the chest is well fortified in a rib-like fashion as well as minor plates under then main rib. The back is plated and a spin-like metal covers most its back, the handle of the blade being seen clearly here at the back of the neck. The hair is seemingly unchanged in its appearence though the blood skin is seen to cover the area under the metal and the users eye color glows the users eye color in a dark light.
Due to the blade's infusion, the user is able to heal themselves by using the iron in the blood to areas where the user may be damaged and help in self-repair which takes 1 post for scratches, 3 posts for gashes, 5 for deep pierced wounds. The blood that now covers the user is extremely defensive making it even harder for enemies to penetrate it. The users physical strength is increased so that all taijutsu/kenjutsu are A rank and to the point of smashing through physical defenses are easily done which make stone and rock easily broken and any defensive jutsu under B rank will be broken easily. Name: Chiton: Ketsuatsu (Blood Release: Blood Pressure) Canon/Custom: Custom Rank: S Type: Kekkei Genkai, Offensive, Supplementary Element: Water Release, Blood Release Range: All Ranges Specialty: Kekkei Genkai Duration: Instant Cooldown: 1 per topic Chakra: 50 Handsigns: Description: The user bites the inside of their cheek and spits out a great volume of water with the width of 2 feet once outside of the mouth that quickly swirls with the blood from their mouth. The user can turn their head to spew the water at the enemy and keep them at bay or even aim their mouth at the ground to move themselves upward. The liquid then forms into a giant orb or dome instead of letting it flow freely, the dome is three-fourth's a mile in every direction and half a mile tall. The user uses the blood in the water to deliver oxygen to their lungs allowing the user to breath whilst underwater and causing the enemy to struggle. The added density of the liquid itself is another problem for the enemy as it is far thicker than normal water making escape from it harder than average. Afterwards, the excess water can be used for additional Water Release techniques and by moving the blood in the water away from the Water Release technique, this allows for the user to accomplish the skills while underwater and still having the effect of the desired jutsu.
The use of the Blood Release in such a way comes at a price. The user begins to feel fatigued after the use of jutsu after the Ketsuatsu's activation as the oxygen is not normally flowing through the body anymore at its normal rate, each jutsu costing an extra 5 chakra to use (ex. jutsu 30+5; next 30+10, next 30+15, etcetc). In the topic after the use of the Ketsuatsu, the user will be in a sick state (cold or flu like symptoms) as their immune system is now far weaker due to the amount of blood used in the jutsu and is no longer fully present in their body. The user need also worry about getting cut or bleeding in general as wounds will not heal in that topic either, as the cell fragments that work with blood clotting chemicals at the site of wounds is rarely present now so the user can very well loose their life to blood loss. Know that duration jutsu cost an initial amount and then half of that initial amount for every post after the initial activation. In this case, it will be: 30 chakra for initial activation post and then 15 for the second post.
What damage do the arcs fired cause to the opponent when hit? (state this damage in terms of both when water hits and when blood hits; also, when it hits directly and/or when it hits only specific points of the opponent's body. EX: The arc comes in contact with the opponent's arm but only manages to graze it with the outer edges of the arc. What kind of damage will that do?)

This jutsu requires a duration, as it is supplementary. 40 chakra for initial activation post and then 20 for every post after the initial.
The damage and general description needs to be changed, as it is too close to the description for the Hydrification-style technique which has the same effect.
Hyouga-Ryū Gohenkei (Glacier-Style Pentagon) - 8 post cooldown at least for A-rank jutsu.
This jutsu would require the fuuton element as in the description of affecting air pressure to attack an opponent. I will not continue grading this one until it has been reworded to an element you currently have.
Chiton: Shutsuji (Blood Release: Blood-lines)
"the user may also uses several secondary bones grown from the elbows, knees, and shoulders." This needs to be changed. Blood is used for this jutsu and only the Kaguya can use bones as weapons out of one's body.
How far out do these blades come, from the user's body? These lengths should differ from each body part, as a blood blade protruding from the chest cannot go out as long as blood blades that protrude from the user's palms.
Several is too broad of a term. Please give a definite number of blades that can at any time (up to a maximum of x amount) protrude from the user's body.
Also keep in mind the duration costs for such jutsu. As said earlier: 40 chakra for initial activation post and then 20 for every post after the initial.
Ketsuatsu (Blood Release: Blood Pressure) - Once per topic cooldown
When this "surge" spews from the user's mouth, what is the width of it? Can you move this surge with the movement of your head or body? Does the user have to stay still when performing it?
The duration of this jutsu would be instant.
This jutsu must have intense drawbacks, especially from the loss of blood and the general fact that this is an S-rank jutsu.
"a skilled user can make a dry wasteland can become a small ocean" This can be taken out, as it really isn't needed.
Give dimensions of the large water dome. (height, circumference, diameter, etc.)
Can the user and opponents breath in this dome? If it is a dome of water, then this would have to work in there somehow and be described as to how it is possible for such a thing to occur. Humans can't breathe water. :P
To be perfectly honest, it would be easier to let the water roam freely instead of becoming a dome. Especially considering how the jutsu is performed and also if the user wants to be able to use useful water jutsu. Most water jutsu wouldn't work in a dome, since most wouldn't have much real influence in a large body of water.
Also, what would the density of the water dome be? Such a large body of water is influenced by gravity/atmospheric pressure.
Post a bump when this stuff is done and we can move on.

Not Sure if this rule still applies but its in the jutsu section of mirage index. It regards your starting jutsus.
The level of your free jutsu varies on your starting rank:
Genin: 2 E, 3 D Chuunin: 1 E, 3 D, 1 C Special Jounin: 1 E, 2 D, 1 C, 1 B Jounin: 1 E, 1 D, 1 C, 2 B
You can fix accordingly or take it up with ryouji and he'll let me know what the deal is with that. The reason why this is being brought up is because i remembered that i couldn't have all five of my starter techs because of a deal i made for my one S rank tech.
I also noticed that you tried to buy other jutsus. You'd have to get those approved first. So do you still want them?

So im cool with your techniques, except for somethings. I think to avoid future problems, wherever you mention that you can enhance an effect of a jutsu with additional chakra you should go and add how much more chakra would it require to get a certain additional effect. After that all is approved except these three. This is what you should do to get it approved by me.
Suiton: Teppōdama (Water Release: Gunshot ) = 65mph is mad fast for a C rank. C ranks generally cant kill on its own unless the opponent just gets hit wrong. So some outside factor is attributed for a C rank to kill, like a C rank sword technique for instance. So your bullets with direct hit would cause major bruises at best . Im also assuming that the 10 chakra is what you add onto it to make it larger in size right, cause C ranks cost 20 chakra.
Suirō no Jutsu (Water Prison Technique) = Its not that they can not move when caught its more likeits difficult to escape from within.
B-Rank Suiton: Suiryūdan no Jutsu (Water Release: Water Dragon Bullet Technique) = Max of 70ft instead of 100

I see thanks for pointing that out. But I still need you to make the adjustments that I've asked for. Reason being that back around August of 2012 things like moving at 65 mph which is faster than most moving cars on the highway( speed limit is 60) was considered child's play. Now 65 mph is fast and to have the same killing potential as an actual gunshot is much. Can you imagine that technique being in the hands of a genin as it was intended to be? It would be a disaster. In short that list is out dated and forgotten .Go through the corrections I asked for and we' ll be good .

Realize that a gunshot can kill someone who gets shot in the shoulder meaning this technique is almost certain death. Lower damage to pressure damage, that causes bruised bones and potentially torn muscles. if you want to keep the killing potential to that raise it to A rank. if you want to make it broken bones and torn tendons raise it to B rank
