The islands in Ocean Country have been celebrating the arrival of the next Umikage, Saizo. The long bridge leading to SHIPPUUGAKURE NO SATO has been closed for outsiders because they wish to celebrate this moment with Ocean Country natives only.
As usual, the Storm Country has been hosting the Asgard Games to welcome their Kanetsukage, Cornelia. It's a double special occasion because Cornelia is also the first female Kanetsukage. She has been picked for her courage, loyalty and outstanding power by the BOUFUUGAKURE NO SATO elders.
Not only that, but the Cherry Blossom Country has become relieved as well. It seems that everyone is slowly picking up after the war now. KUSAMURAGAKURE NO SATO proudly presented their new Sakurakage, Altair.
TSUKIGAKURE NO SATO is still thriving on the merchants coming in and out. They have not experienced anything special lately. Their wealth has remained the same as they were not forced to invest into shinobi unlike the others.
On the cold isles of the Blizzard Country, HYOUGAGAKURE NO SATO has still refused to create a free traveling policy. Some habits never change. To protect their traditions, they have even warned outsiders to not interfere with their matters.
Now that everyone is picking up again, who will come out on top?

Name: Rasengan Canon/Custom: Canon Rank: A Element: none Type: Ninjutsu Range: Touch Description: Minimum Chunin to use. The user channels an extreme amount of chakra into their palm, so much in fact that it takes on physical form and will explode in the hand before forming into its needed spherical form, for this reason a hightened understanding of chakra control is needed to use this so only people with ninjutsu as either their secondary or primary specialization are able to use this. When the technique is activated the user has two chances to hit their opponent, one in the post it is activated and one the round directly after, however if you miss the first time and have to use your second shot the power is considerably lower. If you land a hit the first time the rasengan dissipates and the second shot is unusable.
To actually begin the technique itself there are two ways, which way you use depends on your power level (rank). Chunin and Special Jounin require the use of a clone (any clone besides the basic E rank) to help them maintain chakra control and rotation, they must use the clone to continually spin the chakra for the time they need to use an A rank jutsu into their palm. For Jounin, S ranks and SS ranks the hand seals are able to be skipped due to their higher understanding of chakra control, they are only required to charge and rotate chakra into their palm for the same time it takes them to use an A rank jutsu.
First Strike After the activation of the technique the user charges forward and thrusts the technique into their opponent, the force power of the rasengan is enough to cut trough any material with ease. When the technique hits the opponent the the inital entrance wound is not to bad, barely a scratch, however it then rotates and expands out like buckshot. This results In a funnel like wound when if the intial strike was a three inch hole in the stomach it would gradually grow larger until the exit wound which would destroy the majority of the opponent's back side. This level of damage will normally kill someone within one to two posts. After the attack lands the user is thrown back from the recoil a minimum of forty yards through the air.
Second Strike Exactly like the first strike the user charges towards their intended target and thrusts their hand into the opponent. The second strike is made possible however by using stretching the energy that covers the sphere like a shell very thin, thus the power is considerably lower on the second chance. The loss of power makes it so the technique does not go all the way through an opponent, they are only able to make an attack deep enough to go in and expand about three inches in every direction. The damage inside does not destroy organs or tissue but simply ruptures and tears a bit. There will be serious internal bleeding resulting however.
This technique has a major drawback, however. The chakra drain and stress on the body make it so this technique is only able to be used once per week. However if someone is doing a large amount of in character battle they are able to recharge it through sheer will, for every three IC battles you are a part of in the cool down of the original use you are able to use rasengan once more, it can be recharged a maximum of three times in a week, an attempted start of a fourth will cause the user's body to completely shut down and kill them.

Name: Samurai Sabre Technique Canon/Custom: Canon Rank: A Element: n/a Type: Kenjutsu Range: Short to Medium Description: Through the use of chakra flow, the user channels their chakra through their swords, extending both the reach and cutting ability of the blade to twice their normal level, while allowing the user to fire crescents of chakra whenever the blade is swung. These released chakra crescents are five feet long and are capable of great destruction, as shown from how these projectiles completely penetrated a considerable stone pillar, before continuing to damage the immediate surroundings.
Users can also use the ability to use shape transformation during the implementation of this technique, sculpting their respective chakra blades into various rudimentary weapons that extend beyond the natural dimensions of their original swords; such as broadswords, spiked shafts and even axes. This capability allows them to rely on smaller swords while retaining greater reach, damage and the possibility of conducting surprise attacks as necessary.
This transformational quality also appears to extend to even the crescents of chakra launched from the blade, forming a diverse range of projectiles that includes giant buzzsaws and shafts of chakra, the shape of which are seemingly dependent on the structure of the previously formed weapon. The chakra coating lasts five rounds with a six round cool.
Name: Mikazuki no Mai (Dance of the Crescent Moon) Canon/Custom: Canon Rank: A Element: n/a Type: Ninjutsu / Kenjutsu Range: Short to Medium Description: The user creates three clones similar to kage bunshin and each one of them assaults the enemy from a blind spot. The attack occurs on three fronts simultaneously, so it's almost impossible to catch them flat-footed. Furthermore, the mighty attacks are so severe that receiving a blow even from one among the three will inevitably result in a wound that will immobilize the target. In order to move again the enemy will need medical help since it slices through and shreds the muscles where it hits completely. In addition, because of the magnificence this ninjutsu projects as they jump at the opponent's upper body in an orbital pattern, the elegance of which is reminiscent of the shape of a crescent moon. 2 post charge regardless of rank (the exception being genin which takes three) and a 6 round cool down.
Name: Cloud-Style Flame Beheading Canon/Custom: Canon {Manga} Rank: B Element: Katon Type: Ninjutsu, Kenjutsu Range: 25 ft from user Description: 3 post charge time, The user first imbues their blade with fire, before slashing in the direction of the desired enemy, resulting in the creation of large arcs of intense flame that follow the trajectory of the previous swing. A skilled user of this technique, such as Atsui, is capable of surrounding their immediate area with a circular wall of flames, incinerating multiple targets even if they approach from numerous angles simultaneously. {on contact 1st degree burns and temporary numbness in that are for 2 posts}.
Name: Fire Release: Mist Blaze Dance Technique Canon/Custom: Canon Rank: C Element: Katon Type: Ninjutsu Range: 50ft x 50ft x 30ft Description: After performing the necessary hand seals, the user is able to create and blow a flammable gas from their lungs. While this gas is completely harmless other than causing a the affected to become light headed on it own once it comes in contact with fire or spark, the gas ignites into a large fireball. This fire ball is more of an explosion, expanding out ten feet past the gas in every direction. If someone is near the center of the cloud this has the potential to be lethal (more from the force than the heat) but more often than not the effects are full body second degree burns. The user is not affected by the gas cloud in any way except that their vision is impaired like everyone else and if it is set off they are affected like normal. 4 round cool down.
Name: Kawarimi no Jutsu No Jutsu Canon/Custom: Canon Rank: E Element: None Type: Ninjutsu Range: 50 feet Description: One round charge up rather than hand seals; Kawarimi no Jutsu is a basic Ninjutsu technique. When in danger the ninja will quickly substitute themself with another nearby object, this object must be something like a log or stone roughly the same size as the user. The size doesn't have to be exactly the same as the user but what this means is a person can't replace themselves with a leaf or a twig, nor could they replace themselves with a giant boulder, if questions arise over uses of this technique contact an admin but any decision they make is final. In addition this can not be another person unless that person is willing. This allows the ninja to quickly flee and hide while the original object takes the brunt of their opponents attack. These objects or other people must be within 50 feet of the user when the technique is performed. There is a 5 round cool down between uses of this technique and it can only be used a maximum of 3 times per topic.
Name: Kawarimi no Jutsu (Body Replacement Technique) Canon/Custom: Canon Rank: E Type: Supplementary Element: None Range: All Specialty: Ninjutsu Duration: 2 posts Cooldown: 2 posts Description: his jutsu lets the user quickly switch places with another nearby object, such as a plant (normally a section of a log), an animal, or even another person within reach using the Body Flicker Technique, the moment an attack hits. This creates an optical illusion, making the enemy think the attack was successful. The user can then use this confusion to escape or launch a counter-attack. Exploding tags can be attached to the replacement for an added surprise.

How this is done is unknown.
Name: Henge no Jutsu (Transformation Technique) Canon/Custom: Canon Rank: E Type: Supplementary Element: None Range: All Specialty: Ninjutsu Duration: 3 post Cooldown: 2 post Description: The transformation technique is considered to be among the more difficult E-ranked techniques, since it requires constant emission of chakra while mentally maintaining the form. On top of that, the user would be, most likely, interacting with the environment. This puts mental strain on an inexperienced ninja. Thus the best way to determine if it is indeed a transformation is to cause this strain upon the user; though this is of course not always successful.

Specialty: Shuriken Jutsu Duration: 2 posts Cooldown: 2 posts Description: With this technique a translucent string, both elastic and highly durable, is attached to a shuriken, making it possible to alter its path after having thrown it. An expert will have the ability to freely glide the shuriken in any direction with just a single movement of their fingertip. The first attack, challenging the enemy, is avoided and after a timelag of one post, it will come from behind. Depending on the performance, the possible tactics can be infinite. Can only be done to ten small shuriken at one time. Following the means of this states that the damage control is 2 inches maximum. Due to the speed and projectile itself it can penetrate up to two inches into the body of a target with the bruising of an area or other damages to muscle being a one inch radius if punctured or a half inch radius if only cut.
Name: Shadow Shuriken Technique Canon/Custom: Canon Rank: D Type: Supplementary Element: None Range: Any range that can be reached via shuriken. Specialty: Shuriken Jutsu Duration: 2 posts Cooldown: 3 posts Description: It's an extremely simple technique where two shuriken, like the Fūma Shuriken, are piled one onto another and thrown simultaneously. However, depending on the way it's used, it can prove its absolute efficiency. The trick is to somehow draw the enemy's attention towards the upper shuriken. Then, to deal with the path of the lower shuriken. If the enemy notices both shuriken, the technique ends up losing all of its efficiency. If successful the attack can vitally injure someone if hitting a certain organ zone that which will cause a bleed out effect if not healed. Other than this effect there is the obvious puncture/cut damage that leaves a three-fourths inch cut (.75 inches) radius of the wound and penetrates 2.5 inches deep unless stopped by bone in which it forms a crack to the bone.
Name: Shunshin no Jutsu (Body Flicker Technique) Canon/Custom: Canon Rank: D Element: N/A Type: Ninjutsu Range: Close to medium range Description: This jutsu requires one handseal. This jutsu is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination.
Name: Manipulated Windmill Triple Blades Canon/Custom: Canon Rank: C Type: Shuriken jutsu Element: None Range: Any range that can be reached via wire. Specialty: None Duration: 2 posts Cooldown: 4 posts Description: The user first attaches strings before hand onto the tossed shuriken and the kunai thrown after it, then one shuriken is pulled back using a tree as an axis, based on the yo-yo's principle. The other shuriken and kunai are decoys, and the true attack is the shuriken that is pulled back. The trick in making this technique successful is to somehow be able to read the enemy's movements, which normally would require the Sharingan. The one weapon that makes the hit will fully impale the target with three inches but will stop at bone with a break to the bone, if it is not a calcium concentrate, and can shatter with a second hit. The area around the effected will be severely bruised to a one inch radius.
Name: Katon: Dragon Fire Technique Canon/Custom: Canon Rank: C Type: Ninjutsu Element: Fire Range: As long as the wire used in the technique. Specialty: None Duration: 2 posts Cooldown: 4 posts Description: The user breathes fire along a cord or any other type of long object, which rushes forward in straight line at a speed of 30 mph, catching the enemy on fire. A line of enemies can be used as the conductor as well. They must be at the most 5 feet away from initial target. The flames are meant to target, and assault the enemy's upper body just like a projectile weapon. Does damage of about the equivalent to a explosive tagged kunai or shuriken at 1/4 the explosive power. To be countered in needs a constant force of C rank suiton. Constant as in flowing.
Name: Katon: Great Fireball Technique Canon/Custom: Canon Rank: C Type: Ninjutsu Element: Katon Range: 50 feet Specialty: N/A Duration: 2 posts Cooldown: 4 posts Description: A technique where chakra kneaded inside the body is converted into fire, and expelled from the mouth in a massive orb of roaring flame. The scope of the attack is altered by controlling the volume of chakra that is mustered. The released flames will engulf their target, and leave a crater on the ground's surface. At its largest, Goukyaku no Jutsu is 10 feet in diameter, and can travel at 30 mph. Requires handseals.
Name: Katon: Phoenix Sage Art Technique Canon/Custom: Canon Rank: C Type: Ninjutsu Element: Fire Range: 50 Feet Specialty: N/A Duration: 2 posts Cooldown: 4 posts Description: This jutsu can create up to ten fireballs that are each six inches in diameter, which are spat out of the user's mouth, flying wildly in every direction and assaulting the enemy. In addition, the flames are controlled one by one with chakra, so avoiding them all is extremely difficult. Shuriken can be hidden within the flames, creating an unexpected secondary surprise attack. Like the flames, the shuriken can be controlled with chakra. For the most part, however, this technique is used as a distraction, and can cause up to second degree burns on contact with skin. Each fireball moves at 20 mph to allow control of one fireball at a time. Requires handseals.
Name: Katon: Great Dragon Fire Technique Canon/Custom: Canon Rank: B Type: Ninjutsu Element: Fire Range: 100 Feet Specialty: N/A Duration: 4 posts Cooldown: 6 posts Description: The user compresses a large amount of chakra built up inside their body and changes it into a dragon-shaped fireball. The user then skillfully manipulates that great fire, and attacks their opponent. Even outside of the attack range, its power and reliability are stressed. The flames have a high temperature, as they can create an upward movement of air currents which in turn can give rise to thunder clouds. A master of this technique can fire off three flames in succession and anyone caught in the technique could potentially be scorch a opponent. The dragon is ten feet wide and ten feet tall, and travels at 60 mph, making it deadly at close range. Requires handseals.

But this skill does not cause blindness. Duration: Depends of the jutsu being copied Cooldown: 2 - 10 Posts Description: The Copy Wheel Eye allows the Uchiha ninja to memorize and possibly learn any jutsu they see. The jutsu, once seen, can be memorized for the course of the user's life. To be able to use any jutsu seen, it must either be non-elemental, or be one of the clansman's elemental affinities. The clan member may not learn any jutsu outside one of their specialties (if the clan member is Ninjutssu, Genjutsu, and Kenjutsu, they may not use fuuinjutsu or Ijutsu technqiues they've seen). If the Uchiha is D-rank, they may not use any S-rank jutsu they see. Also, any jutsu used must be paid for in the Jutsu Shop. If an Uchiha wishes to be able to use this skill.

Cooldown: 8 posts Description: The user kneads their chakra into flames, which are then manipulated into a genuine-looking dragon. Since the art of having the flames obey the user's will is outrageously difficult, its mastery is restricted to a limited number of skillful shinobi. The mastery frees it's movement. New users have rather...choppy or restricted movements. Travels at the speed of 55 mph. Can leave 1st,2nd,and 3rd degree burns depending on the exposure to the attack.

All of these would be classified as Shuriken Jutsu not Taijutsu. Judging from your specs you won't be able to utilize these however if you'd like to contribute them to the site then we shall continue.
